System (IMSS) of building blocks, adapted to
the present organization in Indonesia. Each
block should be a stand alone solution, with
common interface for receiving or sending
data to another level. Embed the IMSS into the
National Maritime Council of Indonesia. Avoid
corruption sensitive solutions
