Hubungan Motivasi Dan Supervisi Dengan Kinerja Petugas Tb Puskesmas Di Wilayah Kerja Dinas Kesehatan Kota Medan

ABSTRAK

Kota Medan merupakan daerah terbesar penderita TB dibanding dengan
wilayah lain yang ada di Sumatera Utara. Kinerja petugas TB dalam pencapaian CDR
(Case Detection Rate) tahun 2013 di Kota Medan belum mencapai target. Pencapaian
(realisasi) penemuan suspek TB yang terjaring sebanyak 48,1%, sementara target
suspek sebesar 75%.
Penelitian ini bertujuan untuk menganalisis hubungan motivasi dan supervisi
dengan kinerja Petugas TB Puskesmas di Wilayah Kerja Dinas Kesehatan Kota
Medan. Jenis penelitian adalah kuantitatif desain Cross-Sectional Study dengan
pendekatan explanatory. Penelitian ini dilaksanakan bulan Juni sampai dengan
Agustus 2015. Populasi dalam penelitian adalah seluruh petugas TB puskesmas di
wilayah kerja Dinas Kesehatan Kota Medan berjumlah 78 orang dan seluruh populasi
dijadikan sampel. Data diperoleh dengan wawancara dan observasi menggunakan
kuesioner, dianalisis dengan regresi berganda pada α=0,05.
Hasil penelitian menunjukkan bahwa secara statistik motivasi (kebutuhan
fisik, kebutuhan penghargaan, kebutuhan aktualisasi) dan supervisi (pembinaan,
bimbingan, pengawasan) berhubungan dengan kinerja petugas TB di Wilayah Kerja
Dinas Kesehatan Kota Medan. Variabel kebutuhan penghargaan berpengaruh lebih
besar terhadap kinerja petugas TB.
Disarankan kepada Puskesmas dan Dinas Kesehatan Kota Medan untuk:

(a) mengupayakan peningkatan motivasi melalui pemberian reward berupa
penghargaan, pujian, piagam, sertifikat, insentif dan punishment berupa sanksi untuk
meningkatkan kinerja petugas TB puskesmas, (b) mengupayakan peningkatan
kegiatan supervisi secara rutin melalui pembinaan, bimbingan dan pengawasan dalam
memonitoring dan mengevaluasi hasil kinerja petugas TB Puskesmas.

ABSTRACT

Medan has more people who are affected by tuberculosis than the other
places in North Sumatera. The coverage of tuberculosis personnel in CDR (Case
Detection Rate) in Medan in 2013 had not reached the target. The coverage
(realization) of finding tuberculosis suspects was 48.1% of the suspect target of 75%.
The objective of the research was to analyze the correlation of motivation and
supervision with the performance of puskesmas tuberculosis personnel in the working
area of the Health Service of Medan. The research was quantitative explanatory with
cross sectional design. It was conducted from June to August, 2015. The population
was 78 Puskesmas tuberculosis personnel in the working area of the Health Service
of Medan, and all of them were used as the samples. The data were gathered by

conducted interviews and observation, using questionnaires and analyzed by using
multiple regression at α = 0.05.
The result of the research showed that statistically motivation (physical needs,
esteem, and actualization) and supervision (development, guidance, and supervision)
were correlated with the performance of Puskesmas tuberculosis personnel in the
working area of the Health Service of Medan. The variable of esteem had more
dominant influence on tuberculosis personnel.
It is recommended to; (1) the management of Puskesmas and the Health
Service, Medan (a) increase motivation by giving reward such as praise and
certificates and increase the incentives for tuberculosis personnel who have good
performance, (b) do refreshing and evaluation for training which has been followed
before in order to give refreshing to Puskesmas tuberculosis personnel, and (c)
increase supervision regularly through development, guidance, and supervision in
monitoring and evaluating the performance of Puskesmas tuberculosis personnel and
(2) tuberculosis personnel increase their responsibility for their own work and for
their work performance.
