Proposed strategy for the selection of summer Kuchi
The inform at ion from t he kuchi survey of 2004 gives us an indicat ion of how m any kuchi com m unit ies are
in each dist rict during t he sum m er. Migrat ory pat t erns change according t o clim at e and land conflict s.
Therefore rat her t han t rying to draw a sam ple based upon the predict ed num ber of kuchi com m unit ies per
dist rict , and run t he risk t hat t his inform at ion is not accurat e, use a sam ple fram e to draw a list of
dist rict s, and t hen aft er visit ing t he dist rict , det erm ine how m any kuchi com m unit ies are act ually present
for a decision is m ade on the num ber of kuchi com m unit ies t o sam ple in t hat dist rict . The split lat e
sum m er 07 and early sum m er 08 st rat egies provides an opport unit y t o m odify t he second sam pling
depending upon t he war num ber of com m unit ies encount ered in t he 1 st sum m er round.
The list of fift y- seven dist rict s chosen in March 2007 for would- be enum erat ion of t he kuchi sum m er
com ponent has been random ly split int o t wo part s, wit h t he int ent ion of visit ing one half of t he dist rict s in
t he sum m er of 2007 and t he ot her half in t he sum m er of 2008. The part ial list s are as follows:

Upon t heir arrival int o a district , fieldworkers will draw an act ual list of all Kuchi com m unit ies in t he
dist rict , using Form KUCHI - 1. Once t he t eam feel t he inform at ion on t he nam e and num ber of kuchi
com m unit ies in t he dist rict is com plet e, read it by phone t o t he Kabul headquart ers survey coordinat or . I t
is expect ed t hat t his list can be drawn in consult at ion wit h knowledgeable officials in the dist rict cent er
and any kuchi shur a represent at ives. This process does not require t ravel wit hin t he dist rict . I f t here are
no kuchi com m unit ies at all in t he district , t here is no alt ernat ive sam pling.
( Alt hough t he order of t he com m unit ies in t he list is im m at erial, it is good pract ice t o ask fieldworkers t o
draw t he list in a cer t ain rit ualized or der . I t is proposed t o hold t he kuchi com m unit ies within t he dist rict in
increasing dist ance from t he dist rict cent er.)
Kabul headquart ers will select one or m ore Kuchi com m unit ies in t he dist rict and com m unicat e t he nam es
of t he select ed com m unit ies to t he fieldworkers wit hin an hour.
( Alt hough t he select ion process described below can be very fast , we feel it m ay be bet t er not t o give
fieldworkers t he nam es of t he select ed com m unit ies in t he sam e phone call. We suggest m ake t hem wait
a few m inut es – not too long, j ust a few m inut es.)

Procedure for det erm ining t he num ber and ident it y of kuchi com m unit ies t o be
sam pled wit hin t he dist rict
1.

Num ber t he Kuchi Com m unit ies in t he list wit h serial num bers from 1 t o N.

2.

I f N is less or equal 15, select a r andom int eger bet ween 1 and N. I f N is bigger t han 15, select a
random int eger bet ween 1 and 15. Call R t he random int eger so select ed.

3.

Select Kuchi Com m unit y Num ber R.

4.

I f R+ 15 is less or equal N, select a 2 nd Kuchi Com m unit y Num ber R+ 15.

5.

I f R+ 30 is less or equal N, Select a 3 rd at Kuchi Com m unit y Num ber R+ 30, and so fort h.

( The expect at ion is t hat t his select ion procedure should give a sam ple size of 35 com m unit ies in each half
sum m er sam pling rounds i.e. lat e sum m er 2007 and early sum m er 2008.)

Fieldworkers will draw t he list of all t ent s in t he select ed com m unit ies using Form KUCHI - 2. I t is expect ed
t hat t his list can be drawn in consult at ion wit h knowledgeable persons in t he com m unit y. I t does not
require t raveling to all t ent s in t he com m unit y.
Fieldworkers will t hen select the eight t ent s t o be int erviewed as follows:
1.

Num ber t he t ent s in t he list wit h serial num bers from 1 to N.

2.

Divide N by 8, and keep one decim al. Call t he result “ t he sam pling st ep” ( S) .

3.

Select a random int eger bet ween 1 and S. Call t his num ber “ t he random st art ” ( R) .

4.

Com put e num bers R, R+ S, R+ 2S, …, R+ 7S, keeping one decim al.

5.

The num bers of t he select ed tent s are t he int eger of t he above num bers.

Sampling issues to accommodate Ramadan in the kuchi sample
Despit e t he m ont h of Ram adan been fast ing m ont h, it is oft en associat ed wit h higher food consum pt ion.
Given t hat consum pt ion is t he very basis of t he povert y est im at ion, and t he kuchi cohort is t he only cohort
in t he survey not t o be included in t he Ram adan period, because for t he years 2007 and 2008 t his does
not fall in t he prescribed wint er and sum m er kuchi enum erat ion m ont hs, t here is likely t o be an inherent

bias by not including any kuchi enum erat ion in t he Ram adan m ont hs. Kuchi sam pled in wint er and
sum m er locat ions because t he available inform at ion on t he num bers of kuchi com m unit ies in t he locat ion
is only available for wint er and sum m er periods. The spring and aut um n periods at t im es of m igrat ion, and
t hese are periods wher e we do not have good predict ive inform at ion of where kuchi com m unit ies are likely
t o be encount ered. Hence t hey are not surveyed during t he spring and aut um n periods of t he NRVA
survey.
To overcom e t he pot ent ial bias of not having any kuchi PSUs enum erat ed during t he Ram adan m ont hs,
1/ 12 t h of all of t he kuchi PSUs are to be sam pled during Ram adan 2008 ( Sept em ber) . There was no kuchi
enum erat ion during Ram adan 2007, because it t ook place aft er t he sum m er kuchi enum erat ion period.
While Sept em ber is lat e in t he sum m er kuchi enum erat ion period, it is st ill a t im e when it m ay be possible
t o find kuchi com m unit ies in t heir predict ed sum m er dist ricts before t hey st art t he m igrat ion t o t he wint er
locat ion. This procedure will ensure t hat equal weight ing can be m aint ained for Ram adan and nonRam adan kuchi PSUs.
A t ot al of 140 PSUs are t o be enum erat ed for kuchi during the NRVA 2007/ 08 survey: 35 during sum m er
2007, 70 during wint er 2007/ 08 and anot her 35 during sum m er 2008. Therefore 1/ 12 t h of 140 kuchi PSUs
= 11 2 / 3 rounded up t o t he nearest int eger = 12 PSUs t o be enum erat ed in Ram adan 2008.

Select ion of PSUs t o be enum erat ed during Ram adan 2008
Because we do not know ex- ant i t he num ber of kuchi com m unit ies t hat will be encount ered in each of t he
28 dist rict s select ed for sum m er kuchi enum erat ion, random sam pling will t herefore be at t he level of
dist rict rat her t han t he level of PSU. These following st eps are for sam pling 12 Ram adan m ont hs PSUs:

From t he 28 kuchi dist rict s t o be sam pled during sum m er 2008, random ly select 12 dist rict s for
enum erat ion during t he Ram adan period.
I f in any of t he 12 district select ed for Ram adan enum erat ion, t here are sufficient kuchi
com m unit ies t hat t he sam pling m et hodology requires m ore t han one kuchi PSU t o be
enum erat ed, t hen one of t he PSUs required t o be enum erated in t hat dist rict during t he sum m er
2008 period should be random ly select ed for enum erat ion during Ram adan.
