BATAM DALAM PENGELOLAAN PEMERINTAHAN DI BATAM
ABSTRAK
Pada awalnya Batam dikembangkan oleh pihak Badan Otorita dan telah
berkembang menjadi pusat industri, perdagangan, alih kapal (transshipment) dan
pariwisata di kawasan Asia Tenggara. Seluruh proses perizinan investasi telah
dilakukan dibawah satu atap yaitu di Batam Industrial Development Authority
(BIDA) atau Badan Otorita Pengembangan Industri Batam. Tetapi dengan
diberlakukannya Otonomi Daerah dengan Undang-Undang Nomor 22 Tahun 1999
yang telah diubah menjadi Undang-Undang Nomor 32 Tahun 2004, maka Batam
dikelola oleh Pemerintah Kotamadya yang menyelenggarakan pemerintahan
berdasarkan Undang-Undang Nomor 53 Tahun 1999, yaitu dengan penetapan
Kota Batam serta pembentukan kabupaten dan kecamatan serta pembentukan
Provinsi Kepulauan Riau kemudian sebagai pemekaran dari Provinsi Riau
sebelumnya
Penelitian ini menggunakan jenis penelitian kualitatif deskriptif. Adapun
bentuk dari metode deskriptif yang penulis gunakan dalam penelitian ini adalah
wawancara. Sumber data penelitian ini berasal dari data primer dan data sekunder.
Teknik pengumpulan data dilakukan dengan cara wawancara dan studi pustaka.
Efektifitas Penyelenggaraan BP. Batam terhadap Pemko Batam pada masa
otonomi daerah, tidak efektif karena antara BP. Batam dan Pemko Batam saling
tumpang tindih sehingga timbul dualism wewenang. Kewenangan Otorita yang
sudah didelegasikan kepada Pemerintah Kota Batam. Pertama, dualisme
wewenang antara Otorita Batam dan Pemerintah Kota Batam. Pada prinsipnya,
dengan adanya otonomi daerah, pengelolaan Batam merupakan tanggung jawab
bersama antara pemerintah pusat dan pemerintah daerah kota Batam sesuai

RELATION OF BODY OF ENTERPASING AND GOVERNMENT OF
TOWN BATAM IN GOVERNANCE MANAGEMENT IN BATAM
ABSTRACT
Initially Batam developed by of Body Otorita and have rounded into the
industrial estate, commerce, displace the ship (transshipment) and tourism in
South East Asia. Entire/All process of investment permit have been
[done/conducted] below/under one roof that is Batam Industrial Development
Authority (BIDA) or Industrial Body Otorita Development of Batam. But gone
into effectly of Area Autonomy with the Number 22 Year 1999 which have been
turned into by a Number 32 Year 2004, hence Batam in management by
Municipality Government carrying out governance of pursuant to Number 53
Year 1999, that is with the stipulating of Town Batam and also forming of subprovince and district and also forming of Province of Archipelago Riau from
previous Province Riau
This research use the descriptive research type qualitative. As for forming
of descriptive method is which writer use in this research is interview. Source of
this research data come from data of primary and data scunder. Technique of data
collecting by interview and book study.
Efektivitas of Management BP. Batam to Pemko Batam at a period area
autonomy, is not effective because BP. Batam And Pemko Batam each other
overlap so that arise the dualism authority. Otorita is delegated to Government of
Town Batam. First, dualisme authority of Otorita Batam and Government of
Town Batam. In principle, with the existence of area autonomy, management
