III. Company Visit Of Shin-Koto Incineration Plant

Location of Shin-Koto Incineration Plant is in Yumenoshima, Koutou-ku, Tokyo Japan. This waste
incinerator in Japan handles 23 cities in Japan with modern and sophisticated waste management technologies.

Topic 1
Managing waste that faced by the government of the city / regency in Indonesia
Waste is an unused waste material that negatively impacts the community if it is not managed
properly. Waste is the residue of production, both from nature and the results of human activities.
Various kinds of waste can be managed and processed so as not to harm the environment. Solid
wastes can usually be recycled back in order to be useful again and used for production materials again.
Various methods or technology of handling liquid waste has been developed. Therefore, it is necessary to
process the waste to anticipate or minimize the pollution caused.
Handling waste especially in big cities in Indonesia is one of the urban problems which until now is a
challenge for city managers. Population growth and the rapid increase of activity in large cities have resulted in
increased waste and problems. It is estimated that on average only about 40% - 50% can be transported to
landfills by institutions responsible for waste and sanitation issues, such as the Sanitation Department.
The common paradigm that is encountered to date in municipal solid waste management in Indonesia
is collective - transport - waste. As the population grows, more and more will add a lot of waste to be handled.
The budget deficit in the handling of municipal waste is commonplace, so it is rather difficult for waste
managers to think ahead in the development effort. Longer available infrastructure will get old and add limited
ability. In addition, most LGs to date consider that waste management has not been an important priority,
especially with difficult economic conditions. Thus the burden of municipal solid waste management becomes
more severe, unless the perspective in waste management is improved. This improvement can not be done in
an instant, because it involves the perspective of waste generating society, and also important is the
perspective of both the executive and legislative decision makers.

Until now the main mainstay of a city in solving its waste problem is the destruction of landfilling in a
landfill. The main activity of destruction of waste in the landfill is by landfilling. Various levels of landfilling
technology, among which the most commonly referred is sanitary landfill.
It is certain that what is used in Indonesia is not a good landfilling, as almost all TPA in Indonesian cities apply
only what is known as open-dumping, which is not really worth mentioning as a form of waste management
technology.

Topic 2
Building the incineration plant at local government (local government or municipal government, provincial
and / or central government)
The waste handling activities conducted by the local government or provincial government and or
central government in Indonesia, perform various programs, including:

Composting is the easiest method to handle household organic waste into something more useful

3R (Reduce, Reuse, Recycle) is a method, where handling has several options. The meaning of Reuse,
Reduce and Recycle is Reuse (reuse) which is reuse of garbage which each can be used either for the
same function or other functions, for example in the form of drink bottle changed function so place of
cooking oil, used tire, flower pot. Reduce reduces everything that causes waste, for example when
shopping brings a bag / cart from home, reduces unnecessary packaging, using recyclable packaging,
such as rice wrap using banana leaves or teak leaves. Recycle (ie recycle) that is processing waste into
new products, for example, paper waste is processed into recycled paper / paper art / mixed paper
mills, plastic waste crackle processed into bags of crackle, organic waste processed into compost

Waste To Energy is a method of handling waste by making waste into alternative fuel. Example: Stove
with fuel from waste

In addition, the Integrated Waste Management activities in the form of sorting, recycling and
composting activities are carried out in residential, commercial, office and environmental facilities. To
overcome this, the Sanitation Office has conducted activities such as:
1. Adding the Waste Treatment Unit facility and improving the processing efficiency so that the quality of
the waste meets the requirements for disposal.
2. Improving / improving waste management in accordance with sanitary landfill procedures.
3. Helping the community around LPA by providing clean water, Puskesmas and ambulance.
4. Set scavengers so as not to disrupt LPA operations.

Topic 3
Solving the problems faced by the government of Indonesia that inhibits the building of incineration plant in
Indonesia
In terms of doing this waste handling program it definitely gets inhibited on every journey both small
and large, seeing the challenges so strong. So, as for the form of problem solving that can be done to minimize
barriers in the handling of this waste, including:

Waste reduction activities conducted by conducting an inter-banjar environmental competition;
Village / kelurahan; Districts and work unit offices.

Waste reduction activities are conducted by sorting between wet (organic) and dry (inorganic) waste.
Wet garbage is processed into compost and dried waste sold to scavengers or used as recycled
products

Integrated Waste Management Activities in the form of sorting, recycling and composting activities
carried out in residential, commercial, office and environmental facilities

Integrated waste management activities, such as waste segregation, provide organic and inorganic
waste bins, provide garbage collection facilities with their management, recycling and reforestation
activities with medicinal plants.

Household-scale composting activities and area-scale waste management through eco center
development, Environmental Care Family Program, Joint Business Group (KUB) Sumber Rejeki is the
name of the garbage collector group who also works as the official scavengers

Green School activities from early start by doing 3R (Reduce, Reuse, Recycle) by reusing non-organic
waste into goods that have economic value and processing organic waste into compost

The one way in terms of problem-solving to reduce and cope with environmental pollution include 2
ways namely

Non-technical control, which is an attempt to reduce environmental pollution by creating legislation
that can plan, regulate, supervise all forms of industrial activity and is binding so as to sanction the law
of the day its violator

Technical control, which is an attempt to reduce environmental pollution in ways related to
production processes such as whether or not to replace the process, replace the sources of energy /
fuel, sewage treatment plants or add more modern tools / sophisticated. In this case to note are:
ü

Priority to human safety

ü

Modern technology and should be well controlled

ü

Technically and economically accountable

ü

If something happens the manager is responsible

Topic 4
How to build people awareness in Indonesia to manage waste from the garbage collection from the
household, then collected by dinas kebersihan and dumped at the landfill
Waste handling should really be considered because it concerns the comfort and health of many
people. Therefore, to build awareness of every citizen in this waste management program it is necessary to
have understanding or education first to the community by providing a full understanding. Below are some

things that should be noticed by the Government when providing education to the people of Indonesia by
providing the following understanding:

Ensure a clean place / place of work

Prevent the occurrence of environmental pollution

Prevent the proliferation of pests and disease vectors

Safe to residents around waste processing

Safe against waste treatment workers

The 6 steps that can be proposed to awaken public awareness of waste. The 6 steps, among them are:

1.

Conducting consultation to the community to find out what is the main base of the community's
reluctance. Whether the facilities and the attention of the government are lacking, lack of knowledge
about waste or pure processing due to their laziness.

2.

Conducting counseling and sharing knowledge in detail and patient to the public about waste and its
processing, both in terms of positive and negative. So the public will know what the positive side that
will get by them if doing so. In addition, early debriefing must be done as the foundation for major
changes.

3.

Preparing all the facilities that are really needed by the community to support government programs
related to waste management.

4.

Continue to conduct guidance and supervision to find out the results of counseling, sharing knowledge
and consultations conducted.

5.

Invite more people to participate actively in building public awareness. Party campaigns alone can
attract many people, let alone this, for the common good.

6.

Enforce the rules in the waste management regulation to create a deterrent effect, so that will form a
good habit. Because not all people will follow a good process if bad habits are attached to him.
