ABSTRAK
Demokrasi sebagai komitmen dari reformasi penyelenggaraan pemerintah
di Indonesia telah diimplikasikan dalam bentuk desentralisasi pada level
kabupaten/kota, dengan maksud mendekatkan pelayanan dan penyelenggaraan
pemerintah kepada masyarakat. Kabupaten Bandung Barat merupakan daerah
otonom baru yang dibentuk berdasarkan UU Nomor 12 Tahun 2007.
Bupati yang akan menjalankan kewenangan pemerintahan harus dipilih
langsung oleh masyarakat setelah melalui serangkaian proses dan mekanisme
politik. Drs. H. Abubakar, M.Si dan Drs. H. Ernawan Natasaputra, M.Si terpilih
menjadi Bupati dan Wakil Bupati Kabupaten Bandung Barat sampai tahun 2013.
Bupati sebagai pejabat pembina kepegawaian diberikan kewenangan
melakukan pengangkatan, pemindahan dan penurunan dalam jabatan struktural
PNS. Untuk memperoleh gambaran bagaimana pola hubungan di antara Bupati
dengan pejabat struktural terjalin, bagaimana proses tersebut, dan faktor apa yang
mempengaruhinya, penulis melihatnya dengan konsep politik birokratik, dimana
kebijakan pemerintahan lebih didasarkan pada bentuk dan tujuan yang bercorak
birokratik.
Metode penelitian yang digunakan adalah eksplanatoris. Data penelitian
yang diperoleh menggunakan metode purposeful sampling dengan teknik
pemilihan informan adalah stratified purposeful sampling. Sedangkan teknik
pengumpulan data dilakukan melalui dokumentasi, observasi perilaku dan
wawancara dengan para partisipan.
Hasil penelitian menunjukkan, pola hubungan Bupati dengan pejabat
struktural birokrasi tidak hanya dalam kerangka positif yang menciptakan sinergi,
tetapi juga implikasinya menjadi negatif disebabkan adanya perselingkuhan di
antara keduanya. Kondisi tersebut terjadi berdasarkan dua hal: Pertama, hubungan
sosial politik. Birokrasi menjadi mesin politik kepentingan penguasa yang
diarahkan sebagai alat negara untuk mempertahankan kekuasaan, sehingga wajah
birokrasi tidak lebih sebagai abdi penguasa daripada sebagai pelayan masyarakat.
Kedua, hubungan ekonomi. Rekrutmen pejabat struktural birokrasi seringkali
terdistorsi oleh kepentingan politik uang, sehingga postur kekuasaan birokrasi
ditentukan oleh pertukaran balas jasa politik dan transaksi ekonomi antara Bupati
sebagai patron dan birokrasi sebagai klien, dimana Bupati melakukan kesepakatan
dengan pejabat dalam setiap jenjang jabatan struktural.

BUREAUCRACY DILEMMA ON DEMOCRACY
(STUDY ON RELATION PATTERN BETWEEN REGENT AND
BUREAUCRACY STRUCTURAL APPOINTEES
ON THE REGENCY OF BANDUNG BARAT)
Democracy is a commitment of the reformation implemented by the
government in Indonesian has been implicated in the form of decentralization on
the regency level or district level. It means that being able to be close with the
service and the government implemented to the society of Bandung Barat Regency
is a new region which was established basedt on the law No. 12, 2007.
The Regent who will run the governments authority must be elected directly
by the people through several processes and political mechanism. Drs. H.
Abubakar, M.Si dan Drs. H. Ernawan Natasaputra, M.Si have been selected first
Regent and Assistant Regent of Bandung Barat Regency until 2013.
The Regent is the official of employee affairs is given the authority to do the
employee recruitment, mutation and demotion on the structural occupations in the
function structural public servant. To get the description how the relationship
between the Regent and structural appointees closely tied in with, how do about
that process and what of factors influenced it, the writer noticed it with the
bureaucratic polity concept, in which the government authority more based on the
form and the goals which have bureaucratic shreads.
The research method used is explanatory. The research data which is got
uses purposeful sampling method with stratified purposeful sampling strategy.
Whereas, the technique of information selection is done through interviewers
documentation with participants and behaviour observation.
The results of this research indicates that the relationship pattern between
the Regent and structural bureaucracy appointees not only in the positive frame
which create synergy, but also its implication became negative relation because
there is dishonest among them that condition happened based on two things.
Firstly, the social politic relationship. Bureaucracy became political machine for
the ruling authority, which was directed as a tool of state for maintain power, so
the face of bureaucracy not more as ruling servant than as a public servant.
Secondly, economy relationship. The recruitment of structural bureaucracy
appointees is often distorted by the financial interest, so that posture of
bureaucracy power set by political exchange re-compensation and economy
transaction between Regent as patron and bureaucracy as client, in which the
Regent made an agreement with the appointees in every structural occupation
level.
