ABSTRACT
In Indonesia, small scale industries are supposed to play an important role in
the country's economy, especially at the local level, in helping to create employment,
generate income (especially for the poor), enable better use of local resources (e.g
local saving for local invesment), and permit wider participation in the economy by
small, indigenous entrepreneurs.
The inter-industrial linkages between small scale industries and middle scale
industries, on the one hand, and other sector of the economy on the other, also need to
be involved in a greater degree in activities involving the building of manufacturing
linkages. This will increase, hopely, their contribution to the Gross Domestic Product.
Based on the. statement showed that small scale industries is one of the supporting
machine economic that need to be delevoped.
However, many problems still prevent small scale industries from realizing
their full potential. The problem is in acquiring modem technology and tools as well
as capital an entrepreneurial and managerial skill. One of the solution to solve the
problem is a credit schemes.
Credit is often seen as a means by which assistance can be provided. The
assumption is that provision of credit for economically poor groups will increase
income and employment opportunities. The most important credit schemes are those
providing loans for working capital (KMK) and small scale invesment (KI).

The purpose of the research is .to find out the corelation between credit
schemes which is KIIKMK with the increasing income.
On this script, the writer have more concentrate on Tarutung as one of the
sentra industries area in North Sumatera. The sample were taken with random
sampling from 30 respondence and using a simple regression analysis
It is known that the result from the print out data is that regression coeffisien
KIIKMK are 0,682 .It means KIIKMK positively influence to the increasing income
to develop the small scale industries
