Excellency,
I have the honour to refer to the Exchange of Notes on November l 0, 1988 and April
24, 2000, which constituted an agreement between the Government of the Republic of
Korea and the Government of the Republic of Indonesia concerning a loan from the
Economic Development Cooperation Fund for the implementation of the Padang By-Pass
Project.
On behalf of the Government of the Republic of Korea, I propose, within the
framework of the Memorandum of Understanding on the Consolidation of the Debt of the
Republic oflndonesia due to Official Creditors, signed in Paris on September 23, 1998 and
on April 13, 2000, an amendment to paragraph (2) (a) of article 2 of the said Notes, as
fo llows:
2. (2) (a), will read:
The repayment period will be twenty five (25) years including a grace period of
seven (7) years. However, the principals of the loan fa lling due during the period from
August 6, 1998 to March 3 1, 2000 shall be repaid in thirty (30) equal and successive semiannual installments on December 1 and June 1 of each year from the date of December 1,
2004 to June I, 2019. Also, the principals of the loan falling due during the period from
April 1, 2000 to March 3 1, 2002 shall be repaid in twenty six (26) equal and successive
semi-annual installments on December I and June I of each year from the date of
December 1, 2008 to June I, 2021, provided that the conditions set out in Article IV. 3 and
4 of the Memorandum of Understanding on the Consolidation of the Debt of Republic of
Indonesia Due to Official Creditors signed in Paris on April 13, 2000 are met.

All other provisions of the said Notes shall remain valid.
If the proposed amendment is acceptable to the Government of the Republic of
Indonesia, I have further the honour to propose that the present Note together with Your
Excellency's reply to that effect shall constitute and agreement on the amendment to the
aforementioned Notes between the two Governments, and that this agreement shall enter
into force on the date of reply of the Government of the Republic of Indonesia.
I avail myself of this opportunity to renew to Your Excellency the assurances of
my highest consideration.
