Phase I of the proposal will requlre t h e provision of
extensive facilities (including adequate reticulated electricity ,
air and water, workshop equipment, specialized test equipment a nd
tools), as well as a training program f o r maintenance personnel
and the provision of advisory assistance.
Facilities and Equipment
3.
Fpr its part the Government of Indonesia will ensure that:
a.
suitable workshop facilities with the necessary
electrical, compressed air and water supplies as well
as workbenches and standard tools are provided;
b .•
suitably qualified and trained personnel for

management and continued operation of the facilities

are provided;
c.
all items of equipment supplied by the Government of
Australia are maintained to the standards necessary
for aircraft maintenance work; and
d.
vehicles for the transport of equipment and personnel
associated with activities at Juanda are provided
by
the Indone si an Navy.
4.
The Government of Australia will provide, from Defence
Co-operation Program funds, specialised test equipment and
special-to-typ& t?ols and associated publications assessed as
necessary to develop Phase I of the facility.
It will also arrange
installation of the test equipment and provide assistance t o the
Indonesia Navy in the organization and ini t i al operation of the
facility.
Quality Control
5.
The Government of Australia will ensure that all parts,
equipment and other items it provides pursuant to this Memorandum
of Understanding are in accordance with appropriate commercial
s tandards .

Advisory Assistance
7.
The Government of Australia will provide for the
continuation of a Contractor Advisory Team in Indonesia in
accordance with the conditions set out in Addendum 1 to this .

The Governme nt of Aus tralia will provide technical training
within Austral ia, to a level consistent with the requirements of
Phase I activities, for up to 18 Indone sian Naval personnel.
It
will meet all costs, excluding salary, associated with this
training from Defence Co-operation Program funds.
Importation of Goods into Indonesia
9.
In relation to parts, equipment and personal property
imported into Indonesia pursuant to this Memorandum of Understanding
the Government of Indonesia will

the Government of Australia, its employees, agents, contractors

The Government of Indonesia will release and indemnify
the Government of Australia, its employees, agents, contractors
a n d s u b-contractors, from and against all liab i li t ies, cl a im s ,
damag es, losses costs and expenses (including but not limit e d to

d a ma g e to property), arising out of the performance by the Government

assistance on the operation of the supply and maintenance systems
for the Indonesian Navy Nomad aircraft and for locaL training of

outsi de the framework of the Nomad project provided this will not
in the opinion of the resident Project Manager adversely affect the
pro j set.

personal use of the Contractor Advisory Team during their stay in
Indonesia or if the Indonesian Navy is not able to provide the two

will allow purchase by Australia out of Defence Cooperation
funds of locally assembled vehicles, in accordance with the

They will not be

consultations will take place immediately between

They will be exempt from Indonesian taxation or other
fiscal charges on the salary and allowances paid
to
them by Australia.
c.
They will be immune from immigration restrictions and
registration formalities for foreigners.
Stay Permits
will be issued for the duration of ther-r assignment ·
and Multiple Exit/Re-entry Visas will be issued for
periods of twelvE{ : IT.fo rifhs.
d.
They will be given the same repatriation facilities
in time of international crisis as are accorded
diplomatic envoys.
