Beberapa Faktor yang Memengaruhi Demand Masyarakat Untuk Menjadi Peserta BPJS PBPU (Pekerja Bukan Penerima Upah) di Wilayah Kerja Puskesmas Padang Bulan Selayang II Tahun 2016
ABSTRAK
Kesehatan merupakan modal untuk bekerja dan hidup untuk mengembangkan
keturunan. Seseorang yang kebutuhan hidupnya sangat tergantung dari kesehatannya
tentu akan mempunyai demand yang lebih tinggi akan status kesehatannya. Faktorfaktor yang memengaruhi permintaan menurut Feldstein antara lain bagaimana
seseorang menghindari resiko, kemungkinan suatu peristiwa terjadi, besarnya
kerugian, harga asuransi, dan pendapatan seseorang. Kenyataan di Indonesia
menunjukkan, cakupan jaminan kesehatan masih rendah, terutama pada sektor
informal. Menurut laporan yang disusun oleh BPS (2014),di Indonesia jumlah pekerja
di sektor formal terhitung kurang dari 40,19% dari populasi tenaga kerja dan
sementara 59,81% bekerja di sektor informal.
Jenis penelitian ini adalah penelitian survey analitik dengan pendekatan cross
sectional study. Data primer diperoleh melalui wawancara langsung sedangkan data
sekunder yang dikumpulkan melalui Laporan BPJS Kesehatan. Sampel dalam
penelitian ini dipilih secara Proportioned Random Sampling berdasarkan rumus dari
Slovin dengan sampel sebanyak 100 orang.
Hasil penelitian menunjukkan ada pengaruh penghindaran risiko(p= 0,035;
Exp(B)= 8,441), harga asuransi (p= 0,0001; Exp(B)= 30,742) dan pendapatan (p=
0,074; Exp(B)= 6,154) terhadap demand masyarakat menjadi peserta BPJS PBPU.
BPJS Kesehatan agar melakukan sosialisasi yang efektif kepada masyarakat
sebab masih banyak masyarakat yang belum terdaftar sebagai peserta BPJS, serta
kepada peserta BPJS kesehatan agar tetap melaksanakan Pola Hidup Bersih Sehat,
Gizi Seimbang dan upaya preventif.

Health is the ultimate asset to work and live for heredity developing. Someone
who needs his life depends on his health would have a higher demand would be his
health status. Factors that affect the demand according to Feldstein include How
Risk Averse The Individual, The Probability of the eventoccurring, The Magnitude of
the loss, The Price of Insurance, and The Income of The Individual. The reality in
Indonesia shows, health insurance coverage is still low, especially in informal
sectors. According to a report prepared by BPS (2014), in Indonesia the number of
workers in formal sector accounted for less than 40.19% of the population of labor
force while 59.81% work in the informal economy.
This research is a survey research with cross sectional a nalytic study. The
primary data obtained through direct interviews while secondary data collected
through BPJS Health Reports. The sample in this study been proportioned random
sampling based on the formula of Slovin with a sample as much as 100 people.
Results showed there is an effect of How Risk Averse The Individual (p =
0.035; Exp (B) = 8.441), The Price of Insurance (p = 0.0001; Exp (B) = 30.742) and
The Income of The Individual (p = 0.074; Exp (B) = 6.154) to demand of society
participated BPJS PBPU.
BPJS has to conduct an effective dissemination to the public because there are many
people who have registered as participants to BPJS, as well as to participants of
BPJS in order to continue to implement for Clean Healthy, balanced nutrition and
preventive efforts.
