FLYPAPER EFFECT PADA UNCONDITIONAL GRANT DAN
PENDAPATAN ASLI DAERAH TERHADAP BELANJA DAERAH PADA
KABUPATEN/KOTA DI PROVINSI SUMATERA UTARA

ABSTRAK
Tujuan penelitian ini adalah menganalisis pengaruh Dana Alokasi Umum
(DAU), Dana Bagi Hasil (DBH), dan Pendapatan Asli Daerah (PAD) terhadap
Belanja Daerah Kabupaten/Kota di Provinsi Sumatera Utara secara simultan dan
parsial serta menganalisis apakah terjadi flypaper effect pada Dana Alokasi
Umum, Dana Bagi Hasil, dan Pendapatan Asli Daerah terhadap belanja daerah
pemerintah Kabupaten/Kota di Provinsi Sumatera Utara. Penelitian ini merupakan
penelitian sebab akibat. Populasi dalam penelitian ini adalah seluruh
Kabupaten/Kota di Provinsi Sumatera Utara. Metode penentuan sampel yang
digunakan dalam penelitian ini adalah metode sensus sehingga terdapat 33
Kabupaten/Kota yang menjadi sampel penelitian. Model analisis yang digunakan
adalah regresi linier berganda. Data yang digunakan adalah data sekunder, berupa
data Realisasi Dana Alokasi Umum, Realisasi Dana Bagi Hasil, Realisasi
Pendapatan Asli Daerah, dan Realisasi belanja daerah tahun anggaran 2010-2014
yang bersumber dari dokumentasi laporan Badan Pusat Statistik Provinsi
Sumatera Utara. Hasil pengujian hipotesis menunjukkan Dana Alokasi Umum,
Dana Bagi Hasil, dan Pendapatan Asli Daerah secara simultan berpengaruh

terhadap Belanja Daerah Kabupaten/Kota di Provinsi Sumatera Utara. Dana
Alokasi Umum, Dana Bagi Hasil, dan Pendapatan Asli Daerah berpengaruh
secara parsial terhadap Belanja Daerah Kabupaten/Kota di Provinsi Sumatera
Utara dan terjadi Flypaper Effect pada Dana Alokasi Umum dan Dana Bagi Hasil
terhadap Belanja Daerah.

THE FLYPAPER EFFECT OF UNCONDITIONAL GRANT
AND LOCAL REVENUE ON DISTRICT / CITY EXPENDITURE
IN NORTH SUMATRA

ABSTRACT

The purpose of this study was to analyze the influence of the General Allocation
Fund (DAU), Revenue-Sharing Funds (DBH), and Local Revenue (PAD) on the
expenditure of district/city in the province of North Sumatra simultaneously and

partially also analyze whether there flypaper on Allocation Fund Generally,
DBH, and local revenue for local government expenditure Regency / City in the
province of North Sumatra. This research is causal. The population in this study
are all regencies / cities in North Sumatra Province. The sampling method used in
this research is purposive sampling method so that there are 33 District / City that
the research samples. Model analysis used multiple linear regression. The data
used is secondary data, in the form of data Realization of General Allocation
Fund, Realization DBH realization of regional revenue and expenditure
realization area of fiscal year 2010-2014 are sourced from the Central Statistics
Agency report documentation province of North Sumatra. The results of
hypothesis testing showed the General Allocation Fund, DBH and Local Revenue
simultaneously affect the Shopping District / City in the province of North
Sumatra. General Allocation Fund, DBH and Local Revenue partial effect on
Shopping District / City in the province of North Sumatra and occurred flypaper
on the DAU and DBH of the Shopping Area.
