ABSTRAK
Penelitian ini mencoba mendeskripsikan bagaimana kinerja Pemerintah Daerah
Kabupten Labuhanbatu Selatan dalam melakukan percepatan pembangunan daerah.
Sebagai kabupaten baru melalui proses otonomi daerah, Kabupaten Labuhanbatu
Selatan diharapkan mampu menunjukkan perkembangan terutama pada sektor
pembangunan. Bagi daerah otonomi baru, ketersediaan sarana dan prasarana yang ada
di Kabupaten Labuhanbatu Selatan tentu masih dalam kondisi minim atau terbatas. Itu
sebabnya penting untuk mengetahui kebijakan apa saja yang telah dibuat oleh
Pemerintah Daerah Labuhanbatu Selatan dalam melakukan percepatan pembangunan
daerah guna meningkatkan kesejahteraan masyarakat.
Penelitian ini menggunakan beberapa teori dan konsep yaitu teori kinerja, teori
pembangunan, teori kebijakan publik dan konsep pemerintah daerah. Jenis penelitian
ini adalah penelitian kualitatif dengan tehnik pengumpulan data, data primer dan
sekunder. Data primer ialah data yang diperoleh melalui buku-buku, data, dan
dokumen resmi, dan data sekunder diperoleh melalui metode wawancara dengan tehnik
pengumpulan data melalui metode Purpossive Sampling atau tehnik pengumpulan data
melalui wawancara dengan narasumber yang mengetahui informasi.

ABSTRACT
This research tried to describe how the performance of local government South
Labuhanbatu to accelerated the local development. As a new district with the process
of regional autonomy, the South Labuhanbatu is expected to show progress, especially
in development sector. For a new autonomous region, the availability of facilities and
infrastructure that exist in district South Labuhanbatu of course still in a conditions of
minimal and limited. That’s why it is important to be known anything the policy that
has been made by the local government South Labuhanbatu in an effort to development
and improving the welfare society.
This research uses several the theories and concepts of that’s the theory of
performance, the theory of development, the theory of public policy and local
government. This research is a qualitative research with a technicque of data collection,
primary and secondary data. Primary data are obtained by the books, data, and official
documents and secondary data obtained with interviews by the method of data
collection techniques through purpossive sampling method or technique of collecting
data also interviews with sources is who knows the information.
