referred to as "the Project" ,
Have agreed as follows :
ARTICLE 1. - OBJECTIVES OF THE PROJECT
To set up a Training Centre for Inland -vaterways and
Ferries at Palembang by upgrading through specific and practical
training the administrative, economical, technical and practical
management knowledge of the staff of the Directorate of Inland
Waterways and Ferries, to ensure the develonment and continuity
of a sound, efficient and modern system management in the field
of Inland Waterways and Ferries.

ARTICLE 2. - MODALITIES OF THE PROJECT
(1) This Specific Agreement lays down the modalities of
the cooperation with the view of :
1. Executing site exploration for general lay-out and masterplan.
2. Preparing the engineer in g design, the tender documents and give
advice on tender.
3. Supplying didactic materia ls and laboratory equipment.
4. Providing senior foreign instructors.
5. Supervising the technical construction of the building.
(2) The modalities and conditions for performing these
activities are specified in the terms of reference attached to this
Specific Agreement and being part of it.
ARTICLE 3. - EXECUTING AGENCY
(1) The Government of the Kingdom of Belgium designates
the General Administration of Cooperation to Deve l opment (G.A.C.D.)
as its Executing Agency. G.A.C.D. is represented in Indonesia by
the Development Cooperation Section of the Belgian Embassy in Jakarta.
For reasons of efficiency, the G.A.C. D. wil l entrust the
i mplementation of its . contribution to experienced subcontractor(s).
The subcontractor(s) shall be renowned for its (their)
experi ence in the field of studies in develoning countries and acceptable to the Government of the Republic of Indonesia.
(2) The Government of the Republic of Indonesia designates
the Directorate General of Land Transportation, Inl and

ARTICLE 4. - CONTRIBUTION OF THE GOVERNMENT OF
INDONESIA

(1) The contribution of the Government of the Republic of
Indonesia, in accordance with the prevailing laws and regulations,
comprises :
a) the acquisition of land suitable for the building of the Training
Centre,

b) the infrastructure of the site including roads, water and electricity supply as well as the building o f the q u ay ,
c) the construction of the Training Centre and provi sion of its
furniture,
d) local transport expenses of the members of the Belgian team on
official duty, such as fuel, drivers and maintenance costs,
e) p rovision of the technical materials necessary for carrying
out the studies such as t ooograp hic measurement and bo rin g instruments, of fices and worksho? s, including fur niture and o ffice
equi pment such as typewriters, calculators and telephone for
domestic calls,
f) the appointment of administrative and technical p e r sonnel for
the Training Centre,
g)
the selection of trainees,
h)
the operating and maintenance costs of the Training Centre,
i) the appointment of Indones i a n e x ne rts as counterpart to the
Belg ian t eam ,
j) the lodging of the long term instructor s when ho uses a re built
in the Training Centre.
These contributions are specified in the attached
terms of re ference . They are due whatever their changing prices.
(2) The Government of the Rep ublic o f Indone sia, in accordance with the prevailing laws and reg ul at i ons, shall :
a) do its utmost so that the Indonesian counterparts will be in a
p osition t o fully devote themselves to the Project for its duration,
b) provide the 3elgian experts with the exemntions and p ri v ilege s
mentioned in Art icle 7 of the General Agreement on Technical
Cooperation of June 16, 1969,
c) g rant exoneration from all duties, other levie s and taxes on
the technical appar atus and equipment mentio n e d hereafter in
paragraph (b) and (c) of Article 5 agreed uoon in Art icle 10 of
the said General Agreement,

d) take care of the storaqe and the custody of the equinment
supplied by Belgium ,
e) provide the available reports, maps , documents and other information required for the proper impleme n tation of the Project.
ARTICLE 5. -
OF THE GOVERNMENT OF THE KINGDOM OF

(1) The contribution of Government of the Kingdom of
Belgium consists of the total costs of :
a) the services of the consulting engineers, experts and instr uc t o r s,
their international travels and international telecommunication
expenses, their l odging, for lons term instructors only until
houses are built in the Training Centre,
b) the laboratory equipment, and didactic materials,
c) a dredger and the necessary assembly instructions and two fibre
glass inspection boats,
d) two landcruisers,
e) the scholarships granted to the overseas trainees.
These contributbns are specified in the attached
terms of reference. They are due whatever their changing prices.
(2) The Government of the Kingdom of Belgium shall bear
also the freightch:i.rges of the supplied apparatus, equipment and
materials up to the port of destination in Indonesi a , the costs of
unloading and transportation from the po rt to the proiect site
and the cost of insurance.
The apparatus, equ ipment and materials supplied by
the Government of the Kingdom of Belgium as its contribution to
the Project will be utilized exclusively for the impl ementation of
the Project.

ARTICLE 6. - CONTROL AND EVALUATIO!J
(1) Both Governments may review the aims and objectives
of the Project and eventually discuss the main problems occurring
during the implementation of the project, at the convening of the
Joint Commission for this purpose.
(2) At any time, both Governments may supervise and/or
control on the spot the state of progress of the Project.
(3) Eventually, after consultation, both Governments may
evaluate the Project and part of its
aspects.

ARTICLE 7. - SETTLEMENT OF DISPUTE
Any dispute between the two Governments arising out of
the
interpretation or implementation of this Specific Agreement
shall be settled amicably by consultation or negoti ation.
ARTICLE 8. - ENTERING INTO FORCE AND VALIDITY
This Specific Ag reement shall enter into force on the
date ofsigninq and r emain in force until the completion of the
Project.

I. BACKGROUND AND SUPPORTING INFORMATION
1. Justification of the project
The successful implementation of the first and second
Five-Year National Development Plan of Indonesia has generated a rap id and substantial increase in inlandwaterway
and Ferry either in the view point of supply and demand
of the services or of the growth rate of inlandwaterway
and ferry infrastructure and means of transport as
reflected hereunder :
a. transport fleet has made an annual increase of 15 %
in the private sector and 26 % in the government
sector
b. number of passengers transported had an average increase of 13 % annua ll y, wh ile the transport of veh icles
reached annual increase of 6 % ,
c. volume of tonnage of cargo transported increased yearl y by 12 % ,
d. a qualitatively and quantitat ively rapid growth of
infrastructure and other facilities has also been
achieved.
In the context of the above ever increasing activ ities
in inlandwaterway and ferry services, and to be able to
carry out the government function among others as a development agency, it is fully recognized that providing
skilled personne l is of great necessity.
The insufficiency of skilled personnel in inlandwaterway
and ferry service has brought about a threat of shortage
of management cadres of middle
level.

By middle-level management cadres are meant those who will
have either structural or functional position under echelon V
and to make them ready for the echelon V, IV and so forth.
Referring to the decision of the Minister of Communications
n° Km 415/U/Phb-75 dated September 2, 1975 the requirement
for middle-level management cadres (echelon V) is fixed at
107 8 , both for central and regional offices, while actually
only 183 officials fulfil the necessary condition.
Taking into account that during Felita III it is scheduled to
increase the effectiveness by an additional 1235 qualified
and skilled personnel (echelon V)
to handle the prob lems and
to meet the requirements of the development of the Inland
Waterway s and Ferries sector, the output of the p lanned Inland
Waterways & Ferries Training Centre at Palembang is to be as
much as 2.230 skilled and trained personnel.
Seen the obvious discordance and unbalance between the number
of experienced, skilled and trained personne l required for the
needs of t he development of the Inland Waterways & Ferries
sector, and the number of experienced middle-level management
cadres available, it is utmostly urgent to take prompt
measures for the establishment of an Inland Waterways and
Ferries Training Centre (I.W.F.T.C.) at Palembang with the
objective to prov ide qualified, skilled and trained officials
in sufficient number to be able t o handle successfully the
requirements of development p lanning , programmes and problems
of the Inland Waterways & Ferries sector.

2. Name and scooe of the project
2.1. Inland Waterways & Ferries Training Centre (I.W.F.T.C.).
2.2. Proposal to move, due to the lack of facilities in Tegal,
the division "Specific Inland Waterway s and Ferries Training "
to the Palembang area, where facilities for ferries and
river training exist (harbours Palembang and Srengsem,
rivers Musi, Ogan and Komering) and which is connected to
a road, railway and sea-harbour transport s y stem.
On the other hand, the Palembang area is the nearest development area to the central government, offering fast and
regular communication by land, air and sea.
2.3. To cope with the increasing requirements of the develoment
of the Inland Waterways & Ferries sector a new training
centre with adequate facilities and equipped with laboratories,
didactic and operational materials, is to be established.
About 20 hectares of land on the waterfront of the Mus i
River is now available, the location of which is about 20
km from the town of Palembang.
2.4. As a first step prior to the construction design of the
Inland Waterways & Ferries Training Centre a site exploration for general layout and masterplan design has to be
carried out.
2.5. The engineering design will cover the whole field of the
necessary constructions such as buildings, dormitories,
laboratories, river quay, swimming pool and all other facilities needed for the training, in such a way that it is
ready to be used for tendering purposes.

2.5.1. Buildings/constructions to be scheduled.
Administrative building (office), dormitories, housing
for instructors, classroom, recreation building, workshop,
swimming pool, water supply and installation, power-house
and electric installation, river quays, road with draining,
parking and platforms, fencing, etc ..•
2.5.2. Laboratories.
Adequate laboratories of specific discipline shall be
adjoined to each centre as required.
The word laboratory is used here in its broadest sense
e.g. lang uage laboratory , small workshop, etc •..
2.5.3. Didactic materials.
A detailed list of the didactic equipment is to be
submitted for appraisal, during the engineering design
stage (2.5.6. Part. I).
A minimum of didactic equipment will be e.g. :
2.5.3.1. Hydrographic didactic materials (floodmeters,
echosounders, sextants, teodolites, drawing materials,
scales, signs, flowmeters, laboratory equipment for
water and soil analysis) .
2.5.3.2. Audio-visual materials, projectors , films, casettes,
turntables and recording apparatus for each discipline
or group of disciplines.
2.5.3.3. Mini-Computer with software for transport economics,
hydrography, mechanics and engineering.

2.5.3.4. Electrical and mechanical testing equipment for all
kinds of motors (diesel and electric) .
2.5.3.5. H.F. and V.H.F. didactic materials (radio, radiotelephone and radar).
2.5.3.6. A set of didactic motors and their tools (diesel,
gaso line, electric and hydraulic).
2.5.3.7. A lathe, a milling machine, a drilling tool, autogenand electric welding equipment.
2.5.3.8. Elementary books and practical documentation on economics, transport, navigation, harbour and river civil
engineering, shipbuilding, mechanics, hydrography,
hydraulics, materials handling, laws and regulations,
and technical dictionaries in several languages.
2.5.3.9. A small cutter dredger with complete equipment , suction
pipe 12", to be constructed in Belgium.
2.5.3.10. Two f iberglass inspection boats.
2.5.4. Supervision cost.
In order that the construction runs as planned by the
consultant team a technical supervision is needed, the
cost of this supervision will be borne by the Belgian
Government, while the cost of building items 2.5.1. and
2.5.2. will be borne by the Government of Indonesia in
accordance with the agreed design.

2.5.5. Experts services.
The experts consist of
a. Long term experts :
4 men
= 192 men/months (effective teaching period) .
The experts have to be experienced senior instructors
with university degree or equivalent, conversant with
the execution practice in the following fields :
1. Exp loitation, organization and management of river
fleet, ferries - harbours and - termi nals.
2. Navigation rules, laws, safety and gau g ing.
3. Hydraulics and hydrography, charting, beacons,
erosion problems, bank protection, fairway conservancy , navig ation and dredging.
4. Naval and harbour-terminal construction and cargo
handling equipment.
The long term experts are supposed to have sufficient
knowledge of Indonesian language, if necessary the
instructors will attend during their sta y a course of
Indonesian lang uage , the cost of wh ich will be borne
by the Indonesian Government.
b. Short term experts : 12 men/months.
The
experts has to be experienced with the execution
p ractice in the specific field concerned.
2.5.6. Scope of execution of the project.
First Step : Sur vey - design - supervision.
Part I : - Site exploration for ge neral lay -out and
masterplan including checking of existing
topographic maps, execution of geo technic and
bathymetric survey .

Second Step :
The Second step will start one y ear prio r to the scheduled
availability of the administrative and educational buildings.
It includes
Recruiting of experience senior long term instructors
(One per grou p of disciplines § 2.5.5.).
- Accelerated courses of Indonesian language for those
concerned.
- Every instructor is requested to draw up his specific
educational and training program, and time schedule in
conformity with the educational and training sessions.
- Effective education and training during 4 years.
- Recruiting of experience short term instructors in
execution practice as required.
- Effective training and education by the short term
instructors in their s pec ific fields.

One of the long term instructors shall fulfill
the function of coordinator to the training
centre management.
2.5.7. Immediate Benefit.
To fulfil
the demand for q ualified middle-level manage-
ment cadres in the sector of Inland Waterways and Ferries.
2.5.8. Future Benefit.
Providing and preparing skilled and trained management
cadres up to the requirements and in a sufficient number,
to ensure a sound basis for the develop ment of modern Inland Wate r way s and Ferries services.

3. Institutional frame work
The project Inland Waterways & Ferries Training Centre is
sponsored by the Department of Communications, the realization,
supervision and follow-up will be carried out by the Di rectorate General of Landtransport, Inland Waterways and Ferries,
c.q. Educational & Training Centre of Inland Transportation
(Pusdiklat Perhubungan Darat) .
4. Government follow-up
1. When the project is completed, education and training in
three specialized courses on Inland Waterways & Ferries,
could soon be commenced, to overcome t he shortage of
middle management cadres in the said field.
2. 90 trainees approximately at the first year and a maxi mum
of 270 trainees after two year of the completion of the
centre will attend the courses.
3 . Further activity of the project will ensure the stability
of the quality and the number of qualified Inland Waterways
& Ferries officials, thus ensuring pe renn ity progres s and
development of the Inland Wa terway s & Ferries trans portation
s y stem.

II. OBJECTIVE OF THE PROJECT.
1. Immediate objective
To set up a training centre to upgrade through specific
and practical training the administrative, economical,
technical and practic a l management knowledge of the
present staff of the Directorate of Inland Waterways and
Ferries.
2. Long range objective
Ensurethe development and continuity of a sound, eff icient,
modern system management through sele cted officials, by
upgrading and practical training courses in the s pecific
field of Inland Waterway s and Ferries including the private
sector.

III. PLAN OF OPERATIONS.
1. F irst Stage
1.1. Acquisition of the suitable land.
1.2. Site exploration for g eneral lay - out and masterp l an.
1.3. Appraisal of the general lay - out and of the
masterplan.
1 . 4. Presentation of the scale model and of the agreed
general design proposal and discussion of priorities.
1.5. Work out a Master Plan of the project.
The delay for executing point (1.2) up to (1.5) shall
not exceed 6 months.
2. Second Stage
2 .1. Preparing the deta iled engineering design for each
of building and infrastructure, by priority.
2.2. Presentation of the list of didactic and labo ratory
equ i pment and mater ial to be furnished , with specification and price.
2.3. Tendering and ordering for the materials and
equipment under po int (2.2).
2.4. Presentation of the detailed engineering design,
checking of the imp l ementation on the s pot , appraisal
and approval.
2.5. Detailed specification and cost estimate •

2.6. Tender documents.
2.7. Evaluation of tenders and bids, which will be
assisted by a highly qualified Belgian expert.
The delay for executing the detailed design drawings
shall not exceed 12 months (point 2.1 up to 2.5).
The tender documents shall be ready 18 months after the
official starting date of the survey
(point 1.2).
An incep tion repor t and bi-monthly p rogress reports
shall be submitted to the Director General and the representative of the G.A.C.D.
3. Third Stage
3.1. Construction of the infrastructure.
3.2. Construction of the educational centres by discipline
and installation of the equipment .

IV. EXTERNAL AND GOVERNMENT INPUTS.
1. The Government of the Kingdom of Belgium will finance
under the statute of technical cooperation :
a. The cost of the complete engineering study of the
training centre (site exploration, masterplan,
detailed design and execution drawing s, and tender
documents) including the international travelling and
the local lodging cost of the foreign experts.
The survey team will be in principle composed of
- one architect
- one civil engineer
(one of them with good knowledge
of hydro g raphy and topography)
- one geotechnician
b. The cost of the supervision of the construction,
materials and equipment by a highly qualified senior
technician from Belgium, including his international
travelling cost and local lodging .
c. The cost of the equipment and didactic materials
under heading 2.5.3.
(2.5.3.1 up to 2.5.3.10) of the
Terms of Reference, including transpo rt and insurance
cost to the project site. The storage charges will be
borne by the Indonesian Government, who becomes owner
of the supplied equipment.
d. The cost of the foreign instructors as described under
paragraph 2.5.5. during a period of 4 year s effective
teaching for the long term instructors for a total of
192 men/months and for the short term instructors for
a total of 12 men/months including the international
travel and local lodging cost of the instructors until
houses are built in the Centre for long term instructors.

e. The cost for acquisition of 2 (two) landcruisers
and 2 (two) inspection boats (2.5.3.10) for local
transport. The maintenance, fuel, oil and drivers
will be provided by the Indonesian Government.
2. a. The Government of the Republic of Indonesia will
finance under the statute of technical coop eration
- The acquisition of the necessary land.
- The construction of the building and infrastructure
and furnishing the building in accordance with the
agreed design.
- The cost of the Indonesian counterp arts to the
consultants team and assistants to the instructors.
- The cost of the local instructors.
- The administrative and maintenance cost of the
training centre.
- Fees of scholars.
- Office and stationery for the consultants team and
the instructors.
- Local transport expenses for the consultants team
and the instructors.
b. The Government of the Republic of Indonesia will also
ensure :
- Exoneration from all duties and taxes on all foreign
aid materials and equipment imported.
- Exoneration from all duties and taxes of all the
personal belongings of the instructors.
- Stay permits, licences and documents necessary for
the instructors and their families for their stay.

the operating and maintenance costs of the Training Centre,
i) the appointment of Indones i a n e x ne rts as counterpart to the
Belg ian t eam ,
j) the lodging of the long term instructor s when ho uses a re built
in the Training Centre.
These contributions are specified in the attached
terms of re ference . They are due whatever their changing prices.
(2) The Government of the Rep ublic o f Indone sia, in accordance with the prevailing laws and reg ul at i ons, shall :
a) do its utmost so that the Indonesian counterparts will be in a
p osition t o fully devote themselves to the Project for its duration,
b) provide the 3elgian experts with the exemntions and p ri v ilege s
mentioned in Art icle 7 of the General Agreement on Technical
Cooperation of June 16, 1969,
c) g rant exoneration from all duties, other levie s and taxes on
the technical appar atus and equipment mentio n e d hereafter in
paragraph (b) and (c) of Article 5 agreed uoon in Art icle 10 of
the said General Agreement,

d) take care of the storaqe and the custody of the equinment
supplied by Belgium ,
e) provide the available reports, maps , documents and other information required for the proper impleme n tation of the Project.
ARTICLE 5. -
OF THE GOVERNMENT OF THE KINGDOM OF

(1) The contribution of Government of the Kingdom of
Belgium consists of the total costs of :
a) the services of the consulting engineers, experts and instr uc t o r s,
their international travels and international telecommunication
expenses, their l odging, for lons term instructors only until
houses are built in the Training Centre,
b) the laboratory equipment, and didactic materials,
c) a dredger and the necessary assembly instructions and two fibre
glass inspection boats,
d) two landcruisers,
e) the scholarships granted to the overseas trainees.
These contributbns are specified in the attached
terms of reference. They are due whatever their changing prices.
(2) The Government of the Kingdom of Belgium shall bear
also the freightch:i.rges of the supplied apparatus, equipment and
materials up to the port of destination in Indonesi a , the costs of
unloading and transportation from the po rt to the proiect site
and the cost of insurance.
The apparatus, equ ipment and materials supplied by
the Government of the Kingdom of Belgium as its contribution to
the Project will be utilized exclusively for the impl ementation of
the Project.

ARTICLE 6. - CONTROL AND EVALUATIO!J
(1) Both Governments may review the aims and objectives
of the Project and eventually discuss the main problems occurring
during the implementation of the project, at the convening of the
Joint Commission for this purpose.
(2) At any time, both Governments may supervise and/or
control on the spot the state of progress of the Project.
(3) Eventually, after consultation, both Governments may
evaluate the Project and part of its
aspects.

ARTICLE 7. - SETTLEMENT OF DISPUTE
Any dispute between the two Governments arising out of
the
interpretation or implementation of this Specific Agreement
shall be settled amicably by consultation or negoti ation.
ARTICLE 8. - ENTERING INTO FORCE AND VALIDITY
This Specific Ag reement shall enter into force on the
date ofsigninq and r emain in force until the completion of the
Project.

I. BACKGROUND AND SUPPORTING INFORMATION
1. Justification of the project
The successful implementation of the first and second
Five-Year National Development Plan of Indonesia has generated a rap id and substantial increase in inlandwaterway
and Ferry either in the view point of supply and demand
of the services or of the growth rate of inlandwaterway
and ferry infrastructure and means of transport as
reflected hereunder :
a. transport fleet has made an annual increase of 15 %
in the private sector and 26 % in the government
sector
b. number of passengers transported had an average increase of 13 % annua ll y, wh ile the transport of veh icles
reached annual increase of 6 % ,
c. volume of tonnage of cargo transported increased yearl y by 12 % ,
d. a qualitatively and quantitat ively rapid growth of
infrastructure and other facilities has also been
achieved.
In the context of the above ever increasing activ ities
in inlandwaterway and ferry services, and to be able to
carry out the government function among others as a development agency, it is fully recognized that providing
skilled personne l is of great necessity.
The insufficiency of skilled personnel in inlandwaterway
and ferry service has brought about a threat of shortage
of management cadres of middle
level.

By middle-level management cadres are meant those who will
have either structural or functional position under echelon V
and to make them ready for the echelon V, IV and so forth.
Referring to the decision of the Minister of Communications
n° Km 415/U/Phb-75 dated September 2, 1975 the requirement
for middle-level management cadres (echelon V) is fixed at
107 8 , both for central and regional offices, while actually
only 183 officials fulfil the necessary condition.
Taking into account that during Felita III it is scheduled to
increase the effectiveness by an additional 1235 qualified
and skilled personnel (echelon V)
to handle the prob lems and
to meet the requirements of the development of the Inland
Waterway s and Ferries sector, the output of the p lanned Inland
Waterways & Ferries Training Centre at Palembang is to be as
much as 2.230 skilled and trained personnel.
Seen the obvious discordance and unbalance between the number
of experienced, skilled and trained personne l required for the
needs of t he development of the Inland Waterways & Ferries
sector, and the number of experienced middle-level management
cadres available, it is utmostly urgent to take prompt
measures for the establishment of an Inland Waterways and
Ferries Training Centre (I.W.F.T.C.) at Palembang with the
objective to prov ide qualified, skilled and trained officials
in sufficient number to be able t o handle successfully the
requirements of development p lanning , programmes and problems
of the Inland Waterways & Ferries sector.

2. Name and scooe of the project
2.1. Inland Waterways & Ferries Training Centre (I.W.F.T.C.).
2.2. Proposal to move, due to the lack of facilities in Tegal,
the division "Specific Inland Waterway s and Ferries Training "
to the Palembang area, where facilities for ferries and
river training exist (harbours Palembang and Srengsem,
rivers Musi, Ogan and Komering) and which is connected to
a road, railway and sea-harbour transport s y stem.
On the other hand, the Palembang area is the nearest development area to the central government, offering fast and
regular communication by land, air and sea.
2.3. To cope with the increasing requirements of the develoment
of the Inland Waterways & Ferries sector a new training
centre with adequate facilities and equipped with laboratories,
didactic and operational materials, is to be established.
About 20 hectares of land on the waterfront of the Mus i
River is now available, the location of which is about 20
km from the town of Palembang.
2.4. As a first step prior to the construction design of the
Inland Waterways & Ferries Training Centre a site exploration for general layout and masterplan design has to be
carried out.
2.5. The engineering design will cover the whole field of the
necessary constructions such as buildings, dormitories,
laboratories, river quay, swimming pool and all other facilities needed for the training, in such a way that it is
ready to be used for tendering purposes.

2.5.1. Buildings/constructions to be scheduled.
Administrative building (office), dormitories, housing
for instructors, classroom, recreation building, workshop,
swimming pool, water supply and installation, power-house
and electric installation, river quays, road with draining,
parking and platforms, fencing, etc ..•
2.5.2. Laboratories.
Adequate laboratories of specific discipline shall be
adjoined to each centre as required.
The word laboratory is used here in its broadest sense
e.g. lang uage laboratory , small workshop, etc •..
2.5.3. Didactic materials.
A detailed list of the didactic equipment is to be
submitted for appraisal, during the engineering design
stage (2.5.6. Part. I).
A minimum of didactic equipment will be e.g. :
2.5.3.1. Hydrographic didactic materials (floodmeters,
echosounders, sextants, teodolites, drawing materials,
scales, signs, flowmeters, laboratory equipment for
water and soil analysis) .
2.5.3.2. Audio-visual materials, projectors , films, casettes,
turntables and recording apparatus for each discipline
or group of disciplines.
2.5.3.3. Mini-Computer with software for transport economics,
hydrography, mechanics and engineering.

2.5.3.4. Electrical and mechanical testing equipment for all
kinds of motors (diesel and electric) .
2.5.3.5. H.F. and V.H.F. didactic materials (radio, radiotelephone and radar).
2.5.3.6. A set of didactic motors and their tools (diesel,
gaso line, electric and hydraulic).
2.5.3.7. A lathe, a milling machine, a drilling tool, autogenand electric welding equipment.
2.5.3.8. Elementary books and practical documentation on economics, transport, navigation, harbour and river civil
engineering, shipbuilding, mechanics, hydrography,
hydraulics, materials handling, laws and regulations,
and technical dictionaries in several languages.
2.5.3.9. A small cutter dredger with complete equipment , suction
pipe 12", to be constructed in Belgium.
2.5.3.10. Two f iberglass inspection boats.
2.5.4. Supervision cost.
In order that the construction runs as planned by the
consultant team a technical supervision is needed, the
cost of this supervision will be borne by the Belgian
Government, while the cost of building items 2.5.1. and
2.5.2. will be borne by the Government of Indonesia in
accordance with the agreed design.

2.5.5. Experts services.
The experts consist of
a. Long term experts :
4 men
= 192 men/months (effective teaching period) .
The experts have to be experienced senior instructors
with university degree or equivalent, conversant with
the execution practice in the following fields :
1. Exp loitation, organization and management of river
fleet, ferries - harbours and - termi nals.
2. Navigation rules, laws, safety and gau g ing.
3. Hydraulics and hydrography, charting, beacons,
erosion problems, bank protection, fairway conservancy , navig ation and dredging.
4. Naval and harbour-terminal construction and cargo
handling equipment.
The long term experts are supposed to have sufficient
knowledge of Indonesian language, if necessary the
instructors will attend during their sta y a course of
Indonesian lang uage , the cost of wh ich will be borne
by the Indonesian Government.
b. Short term experts : 12 men/months.
The
experts has to be experienced with the execution
p ractice in the specific field concerned.
2.5.6. Scope of execution of the project.
First Step : Sur vey - design - supervision.
Part I : - Site exploration for ge neral lay -out and
masterplan including checking of existing
topographic maps, execution of geo technic and
bathymetric survey .

Second Step :
The Second step will start one y ear prio r to the scheduled
availability of the administrative and educational buildings.
It includes
Recruiting of experience senior long term instructors
(One per grou p of disciplines § 2.5.5.).
- Accelerated courses of Indonesian language for those
concerned.
- Every instructor is requested to draw up his specific
educational and training program, and time schedule in
conformity with the educational and training sessions.
- Effective education and training during 4 years.
- Recruiting of experience short term instructors in
execution practice as required.
- Effective training and education by the short term
instructors in their s pec ific fields.

One of the long term instructors shall fulfill
the function of coordinator to the training
centre management.
2.5.7. Immediate Benefit.
To fulfil
the demand for q ualified middle-level manage-
ment cadres in the sector of Inland Waterways and Ferries.
2.5.8. Future Benefit.
Providing and preparing skilled and trained management
cadres up to the requirements and in a sufficient number,
to ensure a sound basis for the develop ment of modern Inland Wate r way s and Ferries services.

3. Institutional frame work
The project Inland Waterways & Ferries Training Centre is
sponsored by the Department of Communications, the realization,
supervision and follow-up will be carried out by the Di rectorate General of Landtransport, Inland Waterways and Ferries,
c.q. Educational & Training Centre of Inland Transportation
(Pusdiklat Perhubungan Darat) .
4. Government follow-up
1. When the project is completed, education and training in
three specialized courses on Inland Waterways & Ferries,
could soon be commenced, to overcome t he shortage of
middle management cadres in the said field.
2. 90 trainees approximately at the first year and a maxi mum
of 270 trainees after two year of the completion of the
centre will attend the courses.
3 . Further activity of the project will ensure the stability
of the quality and the number of qualified Inland Waterways
& Ferries officials, thus ensuring pe renn ity progres s and
development of the Inland Wa terway s & Ferries trans portation
s y stem.

II. OBJECTIVE OF THE PROJECT.
1. Immediate objective
To set up a training centre to upgrade through specific
and practical training the administrative, economical,
technical and practic a l management knowledge of the
present staff of the Directorate of Inland Waterways and
Ferries.
2. Long range objective
Ensurethe development and continuity of a sound, eff icient,
modern system management through sele cted officials, by
upgrading and practical training courses in the s pecific
field of Inland Waterway s and Ferries including the private
sector.

III. PLAN OF OPERATIONS.
1. F irst Stage
1.1. Acquisition of the suitable land.
1.2. Site exploration for g eneral lay - out and masterp l an.
1.3. Appraisal of the general lay - out and of the
masterplan.
1 . 4. Presentation of the scale model and of the agreed
general design proposal and discussion of priorities.
1.5. Work out a Master Plan of the project.
The delay for executing point (1.2) up to (1.5) shall
not exceed 6 months.
2. Second Stage
2 .1. Preparing the deta iled engineering design for each
of building and infrastructure, by priority.
2.2. Presentation of the list of didactic and labo ratory
equ i pment and mater ial to be furnished , with specification and price.
2.3. Tendering and ordering for the materials and
equipment under po int (2.2).
2.4. Presentation of the detailed engineering design,
checking of the imp l ementation on the s pot , appraisal
and approval.

2.6. Tender documents.
2.7. Evaluation of tenders and bids, which will be
assisted by a highly qualified Belgian expert.
The delay for executing the detailed design drawings
shall not exceed 12 months (point 2.1 up to 2.5).
The tender documents shall be ready 18 months after the
official starting date of the survey
(point 1.2).
An incep tion repor t and bi-monthly p rogress reports
shall be submitted to the Director General and the representative of the G.A.C.D.
3. Third Stage
3.1. Construction of the infrastructure.
3.2. Construction of the educational centres by discipline
and installation of the equipment .

IV. EXTERNAL AND GOVERNMENT INPUTS.
1. The Government of the Kingdom of Belgium will finance
under the statute of technical cooperation :
a. The cost of the complete engineering study of the
training centre (site exploration, masterplan,
detailed design and execution drawing s, and tender
documents) including the international travelling and
the local lodging cost of the foreign experts.
The survey team will be in principle composed of
- one architect
- one civil engineer
(one of them with good knowledge
of hydro g raphy and topography)
- one geotechnician
b. The cost of the supervision of the construction,
materials and equipment by a highly qualified senior
technician from Belgium, including his international
travelling cost and local lodging .
c. The cost of the equipment and didactic materials
under heading 2.5.3.
(2.5.3.1 up to 2.5.3.10) of the
Terms of Reference, including transpo rt and insurance
cost to the project site. The storage charges will be
borne by the Indonesian Government, who becomes owner
of the supplied equipment.
d. The cost of the foreign instructors as described under
paragraph 2.5.5. during a period of 4 year s effective
teaching for the long term instructors for a total of
192 men/months and for the short term instructors for
a total of 12 men/months including the international
travel and local lodging cost of the instructors until
houses are built in the Centre for long term instructors.

e. The cost for acquisition of 2 (two) landcruisers
and 2 (two) inspection boats (2.5.3.10) for local
transport. The maintenance, fuel, oil and drivers
will be provided by the Indonesian Government.
2. a. The Government of the Republic of Indonesia will
finance under the statute of technical coop eration
- The acquisition of the necessary land.
- The construction of the building and infrastructure
and furnishing the building in accordance with the
agreed design.
- The cost of the Indonesian counterp arts to the
consultants team and assistants to the instructors.
- The cost of the local instructors.
- The administrative and maintenance cost of the
training centre.
- Fees of scholars.
- Office and stationery for the consultants team and
the instructors.
- Local transport expenses for the consultants team
and the instructors.
b. The Government of the Republic of Indonesia will also
ensure :
- Exoneration from all duties and taxes on all foreign
aid materials and equipment imported.
- Exoneration from all duties and taxes of all the
personal belongings of the instructors.
- Stay permits, licences and documents necessary for
the instructors and their families for their stay.
