Memorandum of Understanding
on
Establishment of the Joint Commission for Bilateral Cooperation
Between
The Government of the Republic of Indonesia
And
The Government of the People' s Republic of China

The Government of the Republic of Indonesia and the Government of
the People' s Republic of China (hereinafter referred to as "the two
sides"), in accordance with the common understanding reached by the
Presidents of the two countries in December 1999 and the spirit
enshrined in the Joint Press Communique issued by the two sides, and
with a view to further enhancing mutual understanding and trust and
expanding mutually beneficial bilateral cooperation in various fields,
have reached the following understanding:
Article 1
1. The two sides agree to establish a Joint Commission for the Bilateral
Cooperation between the Government of the Republic of Indonesia
and the Government of the People' s Republic of China (hereinafter
referred to as "Joint Commission").

2. The Joint Commission, which will be headed and co-chaired by the
Foreign Ministers of the two countries, will serve as a high-level
mechanism for promoting communication, consultation and
coordination between the Governments of the two countries. The two
sides shall meet at the time agreed by the two sides or at the request
of either side with the agreement of the other, alternately in the two
countries according to actual needs, or in combination with exchange
of visits between the Foreign Ministers. Officials from other relevant
departments of the two sides may be invited to the meeting if
necessary.

3. The main task of the Joint Commission shall be: to provide macro
policy guidance and necessary coordination with regard to
cooperation in various fields between the two sides; and to handle
and resolve other relevant issues in the bilateral relations. The agenda
of each meeting shall be decided through consultation by the two
sides in advance in line with the actual state of cooperation process
and outstanding issues.
4. All existing mechanisms such as the Joint Commission on Economic,
Trade and Technical Cooperation, Joint Commission on Science and

Technology Cooperation, Senior Officials consultations between the
two Foreign Ministries, consultations on consular affairs and the
bilateral security dialogue shall continue to function unaffected.
Article 2
1. This Memorandum of Understanding shall come into force on the
date of its signature, and shall be valid for a period of five years.
2. This Memorandum of Understanding shall be automatically renewed
for another period of five years and thereafter accordingly, unless
either side wishes to terminate this Memorandum of Understanding,
in which case, notification shall be made in writing to the other side
six months prior to the date ·of expiration of this Memorandum of
Understanding.
3. Either side may request in writing to the other side for revision or
amendment of this Memorandum of Understanding. Any revision
agreed to by the two sides shall come into effect on such date as
determined by both sides.
4.

In the event of its termination, the provisions of this Memorandum
of Understanding shall remain applicable to the ongoing programmes

or activities until their completion, unless the two sides agree
otherwise.
