Memorandum of Understanding

the Government of the Republic of Indonesia
and
the Government of the Republic of India
in the Field of Science and Technology
Th9 Government of the Republic of Indonesia and the Government of the Repubiic
of India, hereinafter referred as to "the Parties".
Referring to the establishment of the India - Indonesia Joint Committee on
Scientific and Technical Cooperation (hereinafter referred to as "the Joint Committee"),
Co-Chaired by Secretary, the Department of Science and Technology, Government of
India from the India Party and Secretary, Ministry of State for Research and
Technology, Gove1nment of Indonesia from the Indonesian Party in pursuance of tne
agreement between the Government of the Republic of India and the Government ot the
Republic of Indonesia concerning Technical and Scientific Cooperation concluded in
Jakarta 0n Februarf 10, 1982.
Referring to the agreement reached by Co-Chairmen of the Joint CommtltP.e
during their meeting in Jakarta on yth December 2000 on the areas of cooperation anr-'.
n1odalities fo i" implementation of various activities in Science and Technology.
Have agreed upon the following :
PART-I
1.

The broad subject areas of cooperation under the current Memorandum of
Understanding shall be :
i.
Biotechnology
ii.
Renewable Energy Source
iii.
Medical Sciences
IV.
Science Policy
v.
Science Popularization
vi
Information Technology
VII.
Agriculture
.
viii. Marine Science
These areas could, however, be altered with the mutual consultation oetween the
Coordinating Agencies.
During the first meeting of the Joint Committee at a time
convenient to both Parties, a specific Programme of Cooperation in Science and
Technology dovetailing various activities will be worked out.
3.
The Parties shall encourage scientific contact through exchange visits and
participation in scientific activities, such as workshops, exhibition, etc. in each other's
country. They shall further support joint scientific project based on mutual interest which
shall be develop jointly by the Indian and the Indonesian institutions
｡｣ｾｵｲ､ｩｮｧ＠
to the
proforma attached in Annexure-1 , which is an integral part of this MOU. The joint project
proposals shall be submitted for approval to the respective Coordinating Agencies in
India arid Indonesia. The utilization of the jointly obtained results (making them public,
Intellectual Property Rights, etc) shall be worked out during the first meeting of the Joint
Committee. The annual as well as final reports shall be prepared by the project
coordinators and shall be submitted to the Joint Committee through the Coordinating
Agencies.
3.1.
The scope of the cooperation and deliverables arising out ot the cooperation
will be : {a) iechnology ready for transfer for industry and end-users by way of products
nnd services; (b) human resources developmP,nl and r,hange in identified areas of
science and technology; (c) the cooperation may result in scientific publications and
material.
3.2.
To stimulate the research cooperation and identifying specific themes/projects for
joint implementation in areas, workshop would organized in India and Indonesia. Dates
and topics of the workshops would be finalized through exchange of letters or other
means of communication between the Coordinating Agencies.
4.
In order to realize the cooperation mentioned in the Article 2.3 above, both
Parties shall support exchange of scientist limited to a total 20 short term visits (up to 31
days) up to 30 man-weeks annually on and 10 man-months (between 1-3 months) on
long term visits from each side under this MoU
PART ·- II
5.
Procedure of visit nomination:
The scientists/ researchers (experts traveling under the present MOU shall be
nominated by the sending Party. The nomination shall be communicated to the
receiving Party in mutually agreed proforma Annexure-11 that is an integral part of the
MOU. The nomination shall be sent to the receiving ?arty at least two months prior to
the beginning of the planned visit.
5.1.
The receiving Party shall communicate its readiness to receive the proposed
specialists generally within one month of receiving their particulars.
5.2.
As tar as possible, the visit of individual scientist will be confined to one or two
institutions indicated and will be undertaken with reference to a definite plan of work,
mutually agreed to by the collaboration scientists.
5.3.
The sending Party shall communicate the exact date of travel of the visiting
scientists and the flight number at least two weeks before the planned date of the arrival
of the visiting scientist.
6. Financial Provisions:
Following are the financial terms for the visits of the scientists between India and
Indonesia under the approved programmes·

6.1.
Sending Party shall provide international fare to the visiting scientists up to the
capital city of the host side or international airport nearest to the host institute (s).
6.2.
The receiving
Party shall provide the visiting scientists free furnished
accommodation in a guest house/hotel.
6.3.
In addition, the Indonesian scientists visiting India shall be paid a per diem.
Similarly, the Indian scientists visiting Indonesia shall be paid a per diem. The amount of
per diem would be decided by the mutual agreement.
6.4.
The receiving Party shall arrange the in-country travel of the visiting scientists
from the capital city/arrival city to the place of visiting institute by appropriate means.
6.5.
The sending Party will provide overseas medical insurances for the visiting
scientists during the entire period of the visit. In case of emergencies, the receiving
Party will provide appropriate medical assistance
6.6.
Heceiving Party shall arrange picking/dropping at/from the airport for all visiting
scientists. Transport shall be provided for total officiai engagements.
6 7.
The Receiving Party shall pay airport tax, if any.
6.8.
Receiving Party will pay registration fee for participation of visiting scientists in
seminars and workshops held in the receiving country, in accordance with Article 3
above.
6.9.
If necessary, the financial terms may be revised after mutual consultations
between the two Parties.
PART - Ill
The Joint Committee shall hold its sessions alternately at New Delhi and Jakarta at a
mutually convenient time. In case of necessity, the representatives of the Coordinating
Agencies may organize a short meeting between two sessions of the Joint Committee.
PART - iV
1.
Any dispute arising out of the interpretation and implementation of this MOU , shall
be settled amicably through consultations and/or regulations between the Parties ,
through diplomatic channels.

2.
This MOU may be amended, if it is deemed necessary, by mutual written consent
by the Parties. Any modification or amendment, which has been agreed upon by the
Parties, shall .enter into force on the date as will be determined by the Parties.
PART-V
1.

This MOU shall enter into force on the date of the signing

a period of 4 (four) years and shall remain in
force thereafter for another 4 (four) years, unless either Parties notifies in writing of its
intentior. to denounce this MOU 6 (six) months prior to the expiration of this MOU

This MOU could be denounced at any moment, by one of the Parties, through
notification in writing by diplomatic channels, taking into affect by one month after the
date of notification. The termination of this Agreement shall not affect the validity and
duration of any arrangement, program, and project made under this MOU until tr.e
completion of such arrangement, unless the Parties agree otherwise
