LETTER OF INTENT
BETWEEN
THE REPUBLIC OF INDONESIA
AND
THE KINGDOM OF THE NETHERLANDS
ON
A COMPREHENSIVE PARTNERSHIP MECHANISM
FOR DIALOGUE AND COOPERATION

The Government of the Republic of Indonesia and the Government of the Kingdom of the
Netherlands,

Considering the excellent relations and the intensified dialogue and bilateral cooperation
between our countries on political and security matters, economic and sustainable
development issues, sociocultural and consular issues and international affairs,

Seeking to work together to further deepen and strengthen our partnership to produce a
conducive environment in the fields of politics, security, investment, social development
and culture,

Desiring to promote peace, stability and prosperity in our two countries,


Confirming the agreement to develop a Mechanism for Dialogue and Cooperation for
the Comprehensive Partnership at all levels,

Have reached the following understandings:

1. The two Governments have agreed to establish a Dialogue Mechanism at all
levels as part of the Comprehensive Partnership for Dialogue and Cooperation
in order to further enhance policy dialogue and integrated cooperation for
broader relations and areas of common interest.

2. The Comprehensive Partnership will provide a basis for intensifying and
strengthening bilateral cooperation and establish a framework for cooperation
in and coordination of regional, interregional, and international fora and
organisations with a view to building comprehensive and mutually beneficial
ties to meet the challenges of the new millennium, by:


consolidating the Indonesian-Dutch bilateral consultative body, headed by
the Foreign Ministers of the two countries, for coordinating and reviewing

activities within existing Indonesia-Netherlands dialogue mechanisms;



strengthening the role of the Senior Official Meeting (SOM) in implementing
decisions as well as in exploring, if and when necessary and with mutual
consent, the need for additional mechanisms at appropriate levels in
various fields of cooperation;



revitalising and strengthening the effectiveness of the existing mixed
commission in the fields of economic cooperation, infrastructure, energy,
agriculture, environment and biodiversity, and water and sanitation;



optimising exchanges and direct contacts between national governments,
local authorities, the private sector and economic, legislative, cultural,
educational and scientific actors in the Republic of Indonesia and the

Kingdom of the Netherlands;



increasing interaction and exchanges as a means to foster social
awareness and understanding through contacts and communications;



optimising consolidation of actors at different levels in order to enhance a
coherent and integrated approach on cross-sectoral issues in the mutual
interest of the Republic of Indonesia and the Kingdom of the Netherlands;



promoting interfaith dialogue as well as intermedia dialogue for the purpose
of advancing a culture of peace, tolerance and respect for religious, ethnic
and cultural diversity.

3. The Republic of Indonesia and the Kingdom of the Netherlands agree to forge
a Comprehensive Partnership, based on an instrumental mechanism for
dialogue and cooperation aimed at addressing long-term interests between
our two countries.

The two ministers take note with satisfaction of the advanced state of preparation of the

Joint Declaration, which will enumerate the fields of cooperation and coordination under
four headings: political and security cooperation, economic and sustainable development
cooperation, sociocultural and consular cooperation and cooperation on international
affairs.

The two ministers agree that preparations can be finalised with a view to submitting the

Joint Declaration in 2007 for approval and subsequent signing by the President of the
Republic of Indonesia and the Prime Minister of the Kingdom of the Netherlands.

The two ministers decide that in accordance with this Letter of Intent contacts between


their ministries on international, regional and bilateral issues can be intensified.

Done in Yogyakarta on 18 December 2006 in duplicate in the English language, both
texts being equally authentic.
