PROJECT LOAN AGREEMENT
BETWEEN THE
REPUBLIC OF INDONESIA
AND THE
UNITED STATES OF AMERICA
FOR
SECONDARY FOOD CROPS DEVELOPMENT

This AMENDMENT NO. 1, is entered into between the REPUBLIC OF
INDONESIA ("Borrower") and the UNITED STATES OF AMERICA, acting
through the AGENCY FOR INTERNATIONAL DEVELOPMENT ("A.I.D.").
WHEREAS, the Borrower and A.I.D. entered into a Secondary Food
Crops Development Project Loan Agreement designated as A.I.D. Loan
No. 497-T-075 on May 23, 1983 ("Loan Agreement"), whereby A.I.D.
agreed to lend to the Borrower up to Six Million Four Hundred
Thousand United States ("U.S.") Dollars ($6,400,000) ("Loan"); and
WHEREAS, the Borrower and A.I.D. desire to amend the Loan
Agreement to decrease the amount of the Loan by Three Million U.S.
Dollars ($3,000,000);
NOW THEREFORE, the Borrower and A.I.D. hereby agree as follows:

The first paragraph of Section 3.1. of the Loan Agreement is
revised to read as follows:
"Section 3.1.
The Loan.
To assist the Borrower to meet the
costs of carrying out the Project, A.I.D., pursuant to the Foreign
Assistance Act of 1961, as amended, agrees to lend to the Borrower
under the terms of this Agreement not to exceed Three Million Four
Hundred Thousand United States ("U.S.") Dollars ($3,400,000)
("Loan").
The aggregate amount of disbursements under the Loan is
referred to as "Principal"."
2.
The Project Assistance Completion Date set forth in Section
3.3.(a) of the Loan Agreement is revised to April 15, 1990.

A revised page 5 to Annex I, Amplified Project Description,
and a revised financial plan are attached to this Amendment.

4.
Except as amended herein, the Loan Agreement is ratified,
confirmed and continued in full force and effect in accordance with
all of its terms.
IN WITNESS WHEREOF, the Republic of Indonesia and the United
States of America, each acting through its respective duly
authorized representative, have caused this Amendment No. 1 to be
signed in their names and delivered as of the date first written
above.

4.
Operational Support
Operational support services to be funded by AID will be provided by
participating agencies other than DGFC in the form of training,
research, rhyzobium production and distribution, and special
studies. It is anticipated that research on cropping systems will be
conducted by セifcL@
in-country training for Field Teams by AAETE,
rhyzobium inoculum production and distribution by Gajah Mada
University, while special studies including baseline evaluation and
monitoring, will be contracted to local universities. At least three
vehicles to support the technical assistance for the project will be
provided by the GOI prior to the execution of any TA contract except
for the contract for the Library Development specialist.
5.
Commodities
All production inputs, office space, operations and maintenance,
equipment and supplies, will be provided both the (l)I and AID. AID
loan funds will finance the procurement of approximately 12 vehicles,
20 motorcycles and 2 microcomputers for use in the project.
III. Financial Procedures
Technical assistance is expected to be provided via host-country
contract with DGFC. USAID/I will reimburse the contractor for
expenses upon presentation of appropriate documentation, including
the DGFC certificate of performance. In country training and
contract operational support funds will be administered by the DGFC.
International loan funded procurement of goods and services under the
project will be solicited from firms or individuals in Code 941
countries, Indonesia and the United States. Grant funded procurement
of goods and services will be solicited from firms or individuals in
Indonesia and the United States. Goods and services funded by the
project budget will be procured on a competitive basis, advertised in
Indonesia as well as abroad for international procurement.
Indonesian firms will be eligible to bid for all local and
international procurement. Detailed information on procurement,
contracting, and financing procedures will be provided through
Project Implementation Letters (PIL).
IV Evaluation and Monitoring
A baseline survey, which forms the basis of subsequent evaluations
will be conducted at the beginning of project implementation.
Mid-term and final evaluations based on the baseline survey will be
conducted at the end of the third year and during the final year of
the project. Continuous monitoring of implementation and project
performance will be done between evaluation periods. It is
anticipated that baseline evaluation and monitoring studies will be
conducted by local universities through contractual arrangement.
