MEMORANDUM OF UNDERSTANDING
BETWEEN
THE GOVERNMENT OF THE REPUBLIC OF INDONESIA
AND
THE GOVERNMENT OF AUSTRALI A
RELAT I NG TO
THE ASEAN FOOD HANDLING PROJECT

The Government of the Republic of Indonesia and the
Government of Australia, desiring to let the Government of
the Republic of Indonesia administer the Australian fund
contribution for the ASEAN Food Handling Project , have
agreed as follows :

ARTICLE 1
DEFINITIONS
For the purpose of this Memorandum of Understanding, unless
otherwise agreed upon between the parties, the fol l owing
expressions shall have the meaning hereunder assigned to
them:
"ADAB" means the Australian Development Assistance Bureau


of the Australian Department of Foreign Affairs;
"ASEAN" means the Association of South East Asian Nations;

"Australian Embassy" means the Australian Embassy in Jakarta
representing the Austra lian Government in Indonesia;
"Funds" means money provided ny the Australian Embassy in
the form of accountable cash grants out of Australia 'S
commitment to the ASEAN- Australia Economic Co-operation
Program;
"BPMA" means the Bureau of Planning of tne Ministry of
Agriculture;
"COPAP" means the ASEAN Committee on Food , Agricu lture and
Forestry;
"the Project II means the ASEAN Food Handling Project which is
administered by the ASEAN Sub-Committee on Food Handling for
the ASEAN Committee on Food, Agriculture and Fores try as
agreed to by the establishe d Committee of ASEAN and Austral i an
officials known as the ASEAN-Australia Forum and to which

Project the Australian Government is providing funds;
"the Sub-Committee 'I means the ASEAN Sub-Committee on Food

Handling which is responsible to the ASEAN Committee on
Food, Agriculture and Forestry for the implementation of
the Project at the regional level.

undertake any part of its function on its behalf.
ARTICLE 3
COMMENCEMENT
This Memorandum shall take effect from the date of its
signing and all undertakings given herein shall cease on
such a date as may be arranged between the two Governments.
ARTICLE 4
ARRANGEMENTS
To assist the BPMA in implementing the aims of
the Project, the Australian Government will provide funds so
that such funds wil l be used by the BPMA to meet the cost of
research, development and administration activities directly
related to the Project and will De paid to the BPMA on a
three monthly basis, in advance, taking into consideration
projected expenditure on the Project for the relevant three
month pe riod;

The funds will be used for the fo l lowing items
associated with sub-projec'ts which have been assessed and

approved by the Sub-Committee and endorsed by COFAF :

4.2.1.

Economy

4.2.1.

Economy class fares, travelling expenses and
allowances for Indonesian delegates attending

meetings, seminars, conferences and workshops

in the ASEAN region and Australia, direct l y
related to the Project;
4.2.2.

Purchase and commissioning of equipment for
the Project;

4.2.3.

Purchase of chemicals and other consumable
items for the Project;

4.2.4.

Training of Indonesian personne l in any of ASEAN
countries and Australia and of other ASEAN
trainees in Indonesia relating to the Project.
'l'he cost of training in Australia may be paid
by ADAB from the Project budget;


4.2.5.

Books and journals relevant to the Project;

4.2.6.

Hire of rooms and other essential expenditure
for Project workshops, meetings, conferences
and sern1nars in Indonesia;

4.2.7.

Publication of reports on research, workshops,

Other expenditure specifically approved by the

Sub-Committee.

The Funds will be paid to BPMA through tne

account of the Minister of Finance at Bank Indonesia,
Jakarta.
The BPMA wi ll submit to the Sub-Committee
financial statements duly audited covering the periods from
1 July to 31 December and from 1 January to 30 June each
year and as otherwise requested from time to time by the
Sub-Committee, commencing with the period 1 January 1980
to 30 June 1980. The acceptance by the Sub-Committee of the
audited statements wi ll constitute an acceptance of such

The BPMA will repay to the Australian Embassy
any unexpended balance of funds on completion of the Project,
which completion will be determined by the Sub-Committee in
consultation with ADAB.
4.5.

The BPMA will be responsible for the administrative arrangements required to fulfil all activities for which
funds are paid by the Australian Government and which are set
out in paragraph 4.2. above.

AMENDMENTS

Amendments to this memorandum may be made by mutual consent at
any time through exchange of letters between tne two Parties.
