ANALISIS DAMPAK PEMEKARAN DAERAH TERHADAP
PEMBANGUNAN INFRASTRUKTUR KABUPATEN HUMBANG
HASUNDUTAN
Penelitian ini bertujuan untuk menganalisis dampak pemekaran daerah
terhadap pembangunan infrastruktur Kabupaten Humbang Hasundutan. Teknik
penelitian yang digunakan adalah dengan mengumpulkan data-data infrastruktur
jalan, infrastruktur kesehatan yaitu Puskesmas dan Pustu, infrastruktur pendidikan
yaitu SD, SMP, SMA dan SMK, jumlah pelanggan air bersih, Infrastruktur Listrik
dan selanjutnya dianalisis. Metode analisis data yang digunakan adalah dengan
analisis uji beda yaitu uji Simple Paired Test (data berdistribusi normal)dan uji
Wilcoxon Signed Rank Test (data berdistribusi tidak normal) periode 1993-2014.
Hasil uji analisis tersebut menunjukkan bahwa Pemekaran Kabupaten
Humbang Hasundutan berdampak positif terhadap pembangunan Infrastruktur
Kesehatan yaitu Puskesmas, Infrastruktur Pendidikan yaitu SD, SMP, SMA dan
SMK, infrastruktur Air Bersih dan infrastruktur listrik yang disalurkan oleh PLN.
Namun, Infrastruktur Pustu dan Panjang jalan berdampak negatif pada
pembangunan infrastruktur daerah pemekaran kanupaten Humbang Hasundutan.

ABSTRACT
ANALYSIS OF DISTRICT SEPARATION IMPACT ON INFRASTRUCTURE
DEVELOMENT IN HUMBANG HASUNDUTAN DISTRICT

This purpose of this research is to find out and analyze are the impact
district separation on infrastructure development in Humbang Hasundutan
District. The technique used in this study is to collect data of road infrastructure,
the health infrastructure, community health centers and public health sub
centers, education infrastructure that is primary school, junior high school, high
school and vocational senior high school, number of consumer drinking water,
electricity infrastructure. Methods Analysis Techniques used are the Simple Paired
Test (normal distribution of data) and Wilcoxon Match Pairs Test (data
distribution is not normal).
The test results of the analysis showed that the Redistricting Humbang
Hasundutan positive impact on the development of health infrastructure, namely
community health centers, primary school, junior high school, high school and

vocational senior high school, number of consumer drinking water, electricity
infrastructure. However, public health sub centers and road infrastructure
negative impact on local infrastructure development separation Humbang
Hasundutan District.
