MEMORANDUM OF UNDERSTANDING BETWEEN
THE GOVERNMENT OF THE REPUBLIC OF INDONESIA AND
THE GOVERNMENT OF PAPUA NEW GUINEA REGARDING
THE ARRANGEMENTS FOR AN AIR TRAFFIC SERVICE
DIRECT SPEECH CIRCUIT BETWEEN MADANG
AIRPORT AND SENTANI AIRPORT

1.1.

The purj)Ose of this Memorandum is to define arrangeaents between Papua
New Guinea and Indonesia, concerning the establishment and operation of
an air traffic services direct speech circuit between Sentani Airport
and Madang Airport.

1. 2.

For the pui'poses of these ar·rangements, the terms and definitions as
agreed by the
International Telecommnications Union and the International Civil Aviation Organization will be used.

2.1.


For Papua New Guinea, the relevant adlliinistering authority will be the
Departiient of Ci vi 1 Aviation and, f Oi' Indonesia, the r-elevant
administering authority will be the Directorate General of Air
Communications of the Department of Communications.

For the pu:r poses of these arrangements the aboveilentioned authorities
will be referi·ed to as the "Co-oper-ating Agencies".

A high frequency radio circuit has been established between the air
traffic services unit at Madang Airport and the air ti·affic services
unit at Sentani Airport by using the same frequencies of the Air Traffic
Coor·dination.

The radio transmitters provided will use single side band (A3J)
emissions utilizing the upper side band and will not exceed 120 watts
peak envelope output power.

5.1.

The Air Traffic Services co-ordination coliiliunication between Ma.dang to
Sentani will be provided through the International Subscriber Dialling
(ISD) Telephone Systeffi.

5.2.

The ISD telephone system shall be priwary mode of communication and to
be backed up by existing HF radio for the obvious reasons of having
difficulties with HF propagation characteristics.

G.1.


Each Co-operating agency will be responsible for the maintenance of all
radio equipment and apparatus associated with the radio circuit within
their respective te1·r·i tories, and with the ISD telephone circuit
including the telephone charges.

G.2.

In any case where one cooperating agency intends to cease operation of
the r adio circuit for any purpose, it will first notify by telegraphic
means the othe1· Co-operating Agency of such intention and of the
estilllated duration of cessation of operations.

G.3.

Should either Co-operating Agency find it necessary to r·eplace or
upg1·ade the radio equipiilent and associated apparatus of the radio
circuit, as specified in paragraph 4, it will first notify in writing
the other Co-operating Agency of its intention.

The Post and Telecomiiunication Corporation, Papua New Guinea, and the
Department of Tourism, Posts and Teleco11munications, Indonesia, will
allocate mutually acceptable frequencies for the radio circuit and will
notify the International Frequency Registration Board of the frequencies
allocated for inclusion in the master International Frequency Register.

8.

Only coiiliiunications pertaining to the movement of aircraft in the Border
Area will be passed over the radio circuit.

9.

These arrangements will be subject to review at any time upon written
notice f1·om either of the Co-ope1·ating Agencies to the other that it
wishes to consult with a view to 8.liend11ents.

Either of the Co-operating Agencies aay propose amendments to these
arrangements at any time and by mutual consent expressed in writing such
amendments will be incorporated

into this Memorandum.

These ar1·ange11ents will come into effect fro11 the date hereunder and
will so remain until superseded by further agreed arrangements or until
terminated by either Government · giving at least 12 months' written
notice to the other.

12.

This Memorandum of Under standing will become effective on the date of
its signing by both Parties.
