KERJASAMA PENDIDIKAN DAN PELATIHAN
Depmtemen Luar Negeri Republik Indonesia dan Kementerian Luar Negeri Republik Peru,
selanjutnya disebut "Para Pihak";
BERHASRAT untuk memperkokoh hubungan persahabatan yang telah ada saat m.
melalui ketjasama yang lebih erat di bidang pendidikan dan pelatihan antara Para Pihak;
MENIMBANG perlunya mengembangkan dan memajukan kerjasama pendidikan

pelatihan bagi para diplomat kedua negara, serta kerjasama antara pusat pendidikan

pelatihan antara Para Pihak;
SESUAI dengan hukurn dan perundangan-undangan yang berlaku di kedua negara;
TELAH MENYETUJUI SEBAGAI BERIKUT:
Pasall
TUJUAN
Tujuan dari Memorandum Saling Pengertian ini ada!a!l:
(1) Menyediakan kerangka kerjasama dalam bidang penC:idikan dan pelatihan untuk para
diplomat kedua negara;
(2) Menciptakan kondisi untuk memelihara kcntak berkala dan kerjasama antm·a lembaga
pendidikan dan pelatihan diplomatik Para Pihak;
(3) Memajukan pengembangan sumber daya manusia bagi para diplomat kedua negara.
Pasal2
BIDANG KERJASAMA
Bidang kerjasama yang diatur dalam Memorandum Saling Pengertian ini terdiri dari:
(1) Pertukaran informasi mengenai kurikulurn kursus diplomatik masing-masing atau
kegiatan akademik lainnya yang diselenggarakan oleh masing-masing pihak;
(2) Pertukaran informasi mengenai tema-tema Hukum lnternasional Publik, Hukum
Diplomatik dan kekhususan akademik lainnya yang menyangkut profesi diplomatik,
dan tema-tema lainnya yang berhubungan dengan Hubungan lnternasional, baik itu
politik, ekonomi, budaya, keuangan, atau lainnya;
(3) Pertukaran tenaga pengajar, pembicara konferensi, peneliti dan ahli-ahli lainnya pada
bidang-bidang yang menjadi kepentingan bersama dengan tujuan untuk membagikan
pengetahuan dan pengalaman dengan tenaga pengajar dan peserta diklat pihak lain;
(4) Penyelenggaraan konferensi atau symposium mengenai topik yang menjadi kepentingan
bersama yang akan diadakan di Peru atau di Indonesia;
(5) Pertukaran peserta diktat;
(6) Pertukaran terbitan, majalah-majalah, atau literatur yang diterbitkan oleh Para Pihak
dan instiitusi-institusi publik atau swasta lainnya dari masing-masing negara;
(7) Pertukaran informasi yang berhubungan dengan kegiatan-kegiatan yang menjadi
kepentingan bersama, dengan memberikan perhatian yang khusus pada keikutsertaan di
pertemuan-pertemuan organisasi regional dan internasional yang mengikutsertakan
Akademi dan lnstitusi Diplomatik dan Universitas yang memiliki kegiatan-kegiatan
hubungan internasional.
Pasal3
BADAN-BADAN PELAKSANA
(1) Departemen Luar Negeri Republik Indonesia menunjuk Pusat Pendidikan dan Pelatihan
Pegawai Departemen Luar Negeri Indonesia sebagai pelaksana yang bertanggung
jawab atas pelaksanaan Memorandum Saling Pengertian ini;
(2) Kementerian Luar Negeri Republik Peru akan menunjuk Akademi Diplomatik Republik
Peru sebagai badan pelaksana atas pelaksanaan Memorandum Saling Pengertian ini.
Pasal4
PELAKSANAAN
(1) Para Pihak akan mengadakan konsultasi, hila dipandang perlu dalam melaksanakan
Memorandum Saling Pengertian ini;
(2) Untuk melaksanakan Memorandum Saling Pengertian ini, Para Pihak akan menyusun
tata cara, rencana, dan program kerjasama yang direkomendasikan dalam rangka
mencapai tujuan.
Pasal5
PENYELESAIAN SENGKETA
Setiap sengketa yang timbul antara Para Pihak mengenai penafsiran dan/atau pelaksanaan
dari Memorandum Saling Pengertian ini akan diselesaikan secara bersahabat melalui
konsultasi dan perundingan.
Pasal6
PERUBAHAN
Memorandum Saling Pengertian ini dapat ditinjau kembali atau diubah setiap saat dengan
kesepakatan bersama Para Pihak. Perbaikan atau perubahan dimaksud mulai berlaku pada
tanggal yang ditetapkan oleh Para Pihak dan akan menjadi bagian tak terpisahkan dari
Memorandum Saling Pengertian ini.
Pasal7
MULAI BERLAKU,JANGKA WAKTU DAN PENGAKHIRAN
(1) Memorandum Saling Pengertian ini mulai berlaku pada tanggal penandatanganan;
(2) Memorandum Saling Pengertian ini berlaku untuk jangka waktu 3 (tiga) tahun dan
secara otomatis diperpanjang 3 (tiga) tahun berikutnya secara berturut-turut kecuali
dibatalkan secara tertulis oleh Para Pihak 3 (tiga) bulan sebelum berakhirnya
Memorandum Saling Pengertian ini;
(3) Berakhirnya Memorandum Saling Pengertian ini tidak akan mempengaruhi keabsahan
dan jangka waktu dari pelaksanaan program atau kegiatan yang sedang berjalan yang
dibuat berdasarkan Memorandum Saling Pengertian ini.

Dibuat dalam rangkap dua di Jakarta pada tanggal 28 bulan Pebruari tahun dua ribu tiga,
dalam bahasa Indonesia, Spanyol, dan lnggris, semua naskah mempunyai kekuatan hukum
yang sama. Dalam hal terdapat penafsiran yang berbeda atas naskah Memorandum Saling
Pengertian ini, naskah bahasa lnggris yang berlaku.

LA REPUBLICA DEL PERU
SOBRE COOPERACION EN EL AREA DE EDUCACION Y CAPA CITACION
El Departamento de Relaciones Exteriores de la Republica de Indonesia y el Ministerio de
Relaciones Exteriores de Ia RepulJb·ca ·del- Peru, en adelante denominados "las Partes";
DESEANDO fortalecer las relaciones de amistad existentes mediante una cooperaci6n
mas estrecha en el campo de la educaci6n y Ia capacitaci6n de las Partes;
CONSIDERANDO Ia necesidad de desarrollar y fomentar la cooperaci6n en el campo de
Ia educaci6n y capacitaci6n de diplomaticos de ambos paises, asi como la cooperaci6n
entre los centros de educaci6n y capacitaci6n de las Partes;
DE ACUERDO CON las !eyes y reglamentos predominantes de los dos paises;
HAN ACORDADO LO SIGUIENTE:
Articulo 1
OBJETIVOS
Los objetivos del Memorandum de Entendimiento, en addante denominado "ME" son:
Proporcionar una cooperaci6n marco en el campo de la educaci6n y capacitaci6n de
diplomaticos de ambos pais-cs;
(2)
Crear condiciones para mantener contactos y cooperaci6n de manera regular entre
las instituciones de educaci6n y capacitaci6n de diplomaticos de cada una de las
Partes;
(3)
Promover el desarrollo de recursos humanos ｰ｡
ｾ ｡＠
los diplomaticos de ambos paises.
Articulo 2
AREA DE COOPERACION
Segun este ME, el area de cooperacion incluira:
( 1)
Intercambio de informacion sabre los respectivos curriculos de los cursos
diplomaticos y otras actividades academicas realizadas;
(2)
Intercambio de informacion relacionada con los temas de Derecho Internacional
Publico, Derecho Diplomatico y otras especialidades academicas que pertenecen
exclusivamente a la profesion diplomatica, asi como temas relacionados con las
Relaciones Internacionales, sean estos politicos, economicos, culturales, financieros
u otros.
(3)
Intercambio de conferencistas, ponentes, investigadores y otros expertos en areas de
interes comun, con la finalidad de compartir sus respectivos conocimientos y
experiencia con conferencistas y estudiantes de la otra Parte;
(4)
Organizacion de conferencias o simposios sabre cuestiones de mutua interes, que
seran realizados alternadamente en el Peru y en Indonesia;
(5)
Intercambio de estudiantes;
(6)
Intercambio de publicaciones, revistas o literatura publicadas por las Partes y otras
instituciones publicas o privadas de sus respectivos paises;
(7)
Intercambio de informacion relacionada con actividades de interes comun, tomando
especialmente en consideracion la participacion en las reuniones de organizaciones
regionales e internacionales que involucran a las Academias e Instituciones para la
formacion de diplomaticos y las universidades que tienen actividades vinculadas a
las relaciones internacionales.
Articulo 3
ORGANISMOS DE EJECUCION
(I)
El Departamento de Relaciones Exteriores de la Republica de Indonesia designa al
Centro de Educaci6n y Capacitaci6n del Departamento de Relaciones Exteriores de
la Republica de Indonesia como el Organismo de Ejecuci6n responsable de la
implementaci6n del presente ME;
(2)
El Ministerio de Relaciones Exteriores de la Republica del Peru designa a la
Academia Diplomatica de la Republica del Peru como el Organismo de Ejecuci6n
para la implementaci6n del presente ME.
Articulo 4
IMPLEMENT ACION
(1)
La Partes hanin las consultas que estimen necesarias para la implementaci6n del
presente ME;
(2)
Para la implementaci6n del presente ME, las Partes disefianin los procedimientos,
planes y programas de cooperaci6n recomendados, con la finalidad de lograr su
objetivo.
Articulo 5
SOLUCION DE CONTROVERSIAS
Cualquier controversia entre
las Partes,
relacionadas
con
la
interpretacion y/o
implementaci6n del presente ME sera resuelta amistosamente mediante consultas y
negocmc10nes.
Articulo 6
ENMIENDAS
El presente ME podra ser revisado o enmendado en cualquier momenta mediante
consentimiento mutua entre las Partes. Dichas revisiones o enmiendas entraran en vigor en
la fecha determinada por las Partes y sen'ln parte integral del presente ME.
Articulo 7
ENTRADA EN VIGOR, DURACION Y TERMINACION
(I)
El presente ME entrara en vigor en Ia fecha de su suscripci6n;
(2)
El presente ME permanecera vigente por un periodo de 3 (tres) aiios y sera
automaticamente prolongado por un periodo de 3 afios consecutivamente, a menos
que cualquiera de las Partes lo de por terminado mediante notificaci6n escrita, por
lo menos 3 (tres) meses antes de Ia terminaci6n del presente ME;
(3)
La terminaci6n del presente ME no afectara Ia validez y duraci6n de cualquiera de
los programas o actividades en curso, realizados segun el presente ME.
EN FE DE LO CUAL, los abajo firmantes han suscrito el presente ME.
Hecho en Jakarta a los 28 dias del mes de febrero de 2003, por duplicado en los idiomas
Indonesia, Espafiol e Ingles, siendo todos los textos igualmente autenticos. En caso de
cualquier divergencia en Ia interpretacion del presente ME, el texto en ingles prevaleceni.

MEMORANDUM OF UNDERSTANDING
BETWEEN
THE DEPARTMENT OF FOREIGN AFFAIRS OF
THE REPUBLIC OF INDONESIA AND
THE MINISTRY OF FOREIGN AFFAIRS OF THE REPUBLIC OF PERU
ON EDUCATION AND TRAINING COOPERATION
The Department of Foreign Affairs of the Republic of Indonesia and the Ministry of
Foreign Affairs of the Republic of Peru hereinafter referred to as "the Parties";
DESIRING to strengthen the existing friendly relations through closer cooperation in
the field of education and training of the Parties;
CONSIDERING the need to develop and foster the cooperation in the field of
education and training for the diplomats of both countries, as well as the cooperation
between the center of education a.TJ.d training of the ｐ｡ｾｩ･ｳ［＠
PURSUANT to the prevailing laws and regulations of the two countries;
HAVE AGREED AS FOLLOWS:
Article 1
OBJECTIVES
The objectives of the Memorandum of Understanding hereinafter referred to as the
"MoU" are to:
( 1)
Provide a framework for cooperation in the field of education and training for the
diplomats of both countries;
(2)
Create conditions for maintaining regular contacts and cooperation between the
diplomatic education and training institutions of the Partiesi
(3)
Promote human resources development for the diplomats of both countries.
Article 2
AREA OF COOPERATION
The area of cooperation under this MoU may consist of:
(1)
Exchange of information about their respective curricula of the diplomatic
courses and other academic activities that are carried out;
(2)
Exchange of information regarding themes of Public International Law,
Diplomatic Law and other academic specialties that belong exclusively to the
diplomatic profession, as well as themes relating to International Relations, be
they political, economic, cultural, financial, or any others;
(3)
Exchange of lecturers, conference speakers, researchers and other experts in the
areas that are of their common interests with a view to sharing their respective
knowledge and experience with lecturers and students of the other Party;
(4)
Organizing conferences or symposia on questions of mutual interests, that will be
held alternately in Peru and Indonesia;
(5)
Exchange of students;
(6)
Exchange of publications, magazines, or literature published by the Parties as
well as other public or private institutions from their respective countries;
(7)
Exchange of information related to activities of common interest, taking into
special consideration participation in the meetings of regional and international
organizations that involve the Academies and Institutions for the formation of
diplomats and the universities that have international relations activities.
Article 3
EXECUTING AGENCIES
(1)
The Department of Foreign Affairs of the Republic of Indonesia designates the
Center for Education and Training of the Department of Foreign Affairs of the
Republic of Indonesia as the Executing Agency responsible for the
implementation of this MoU;
(2)
The Ministry of Foreign Affairs of the Republic of Peru shall designate the
Diplomatic Academy of the Republic of Peru as the Executing Agency for the
implementation of this MoU.
Article 4
IMPLEMENTATIONS
(1)
The Parties will hold consultations as deemed necessary in implementing this
MoU;
(2)
For the implementation of this MoU, the Parties shall draw up the procedures,
plans and recommended programs of cooperation with a view to achieving its
objectives.
Article 5
SETTLEMENT OF DISPUTE
Any disputes between the Parties concerning the interpretation and/or implementation of
this MoU shall be settled amicably through consultations and negotiations.
Article 6
AMENDMENT
This MoU can be reviewed or amended at any time by mutual consent by the Parties.
Such revisions or amendments shall enter into force on such date as may be determined
by the Parties and shall form an integral part of this MoU.
Article 7
ENTRY INTO FORCE, DURATION AND TERMINATION
(1)
This MoU shall enter into force on the date of its signing;
(2)
This MoU shall remain in force for a period of 3 (three) years and automatically
be extended for a period of 3 (three) years consecutively, unless either Party
terminates it by giving written notification at least 3 (three) months prior to the
expiration of this MoU;
(3)
The termination of this MoU shall not affect the validity and duration of any ongoing programs or activities made under this MoU.
IN WITNESS WHEREOF, the undersigned have signed this MoU.
Done in duplicate at Jakarta on this 281h day of February 2003 in Indonesian, Spanish
and English languages, all texts being equally authentic. In case of any divergence on
the interpretation ofthis MoU, the English text shall prevail.

Pasal4
PELAKSANAAN

Crear condiciones para mantener contactos y cooperaci6n de manera regular entre
las instituciones de educaci6n y capacitaci6n de diplomaticos de cada una de las
Partes;

los diplomaticos de ambos paises.
Articulo 2
AREA DE COOPERACION
Segun este ME, el area de cooperacion incluira:
( 1)
Intercambio de informacion sabre los respectivos curriculos de los cursos
diplomaticos y otras actividades academicas realizadas;
(2)
Intercambio de informacion relacionada con los temas de Derecho Internacional
Publico, Derecho Diplomatico y otras especialidades academicas que pertenecen
exclusivamente a la profesion diplomatica, asi como temas relacionados con las
Relaciones Internacionales, sean estos politicos, economicos, culturales, financieros
u otros.
(3)
Intercambio de conferencistas, ponentes, investigadores y otros expertos en areas de
interes comun, con la finalidad de compartir sus respectivos conocimientos y
experiencia con conferencistas y estudiantes de la otra Parte;
(4)
Organizacion de conferencias o simposios sabre cuestiones de mutua interes, que
seran realizados alternadamente en el Peru y en Indonesia;
(5)
Intercambio de estudiantes;
(6)
Intercambio de publicaciones, revistas o literatura publicadas por las Partes y otras
instituciones publicas o privadas de sus respectivos paises;
(7)
Intercambio de informacion relacionada con actividades de interes comun, tomando
especialmente en consideracion la participacion en las reuniones de organizaciones
regionales e internacionales que involucran a las Academias e Instituciones para la
formacion de diplomaticos y las universidades que tienen actividades vinculadas a
las relaciones internacionales.
Articulo 3
ORGANISMOS DE EJECUCION
(I)
El Departamento de Relaciones Exteriores de la Republica de Indonesia designa al
Centro de Educaci6n y Capacitaci6n del Departamento de Relaciones Exteriores de
la Republica de Indonesia como el Organismo de Ejecuci6n responsable de la
implementaci6n del presente ME;
(2)
El Ministerio de Relaciones Exteriores de la Republica del Peru designa a la
Academia Diplomatica de la Republica del Peru como el Organismo de Ejecuci6n
para la implementaci6n del presente ME.
Articulo 4
IMPLEMENT ACION
(1)
La Partes hanin las consultas que estimen necesarias para la implementaci6n del
presente ME;
(2)
Para la implementaci6n del presente ME, las Partes disefianin los procedimientos,
planes y programas de cooperaci6n recomendados, con la finalidad de lograr su
objetivo.
Articulo 5
SOLUCION DE CONTROVERSIAS
Cualquier controversia entre
las Partes,
relacionadas
con
la
interpretacion y/o
implementaci6n del presente ME sera resuelta amistosamente mediante consultas y
negocmc10nes.
Articulo 6
ENMIENDAS
El presente ME podra ser revisado o enmendado en cualquier momenta mediante
consentimiento mutua entre las Partes. Dichas revisiones o enmiendas entraran en vigor en
la fecha determinada por las Partes y sen'ln parte integral del presente ME.
Articulo 7
ENTRADA EN VIGOR, DURACION Y TERMINACION
(I)
El presente ME entrara en vigor en Ia fecha de su suscripci6n;
(2)
El presente ME permanecera vigente por un periodo de 3 (tres) aiios y sera
automaticamente prolongado por un periodo de 3 afios consecutivamente, a menos
que cualquiera de las Partes lo de por terminado mediante notificaci6n escrita, por
lo menos 3 (tres) meses antes de Ia terminaci6n del presente ME;
(3)
La terminaci6n del presente ME no afectara Ia validez y duraci6n de cualquiera de
los programas o actividades en curso, realizados segun el presente ME.
EN FE DE LO CUAL, los abajo firmantes han suscrito el presente ME.
Hecho en Jakarta a los 28 dias del mes de febrero de 2003, por duplicado en los idiomas
Indonesia, Espafiol e Ingles, siendo todos los textos igualmente autenticos. En caso de
cualquier divergencia en Ia interpretacion del presente ME, el texto en ingles prevaleceni.

MEMORANDUM OF UNDERSTANDING
BETWEEN
THE DEPARTMENT OF FOREIGN AFFAIRS OF
THE REPUBLIC OF INDONESIA AND
THE MINISTRY OF FOREIGN AFFAIRS OF THE REPUBLIC OF PERU
ON EDUCATION AND TRAINING COOPERATION
The Department of Foreign Affairs of the Republic of Indonesia and the Ministry of
Foreign Affairs of the Republic of Peru hereinafter referred to as "the Parties";
DESIRING to strengthen the existing friendly relations through closer cooperation in
the field of education and training of the Parties;
CONSIDERING the need to develop and foster the cooperation in the field of
education and training for the diplomats of both countries, as well as the cooperation
between the center of education a.TJ.d training of the ｐ｡ｾｩ･ｳ［＠
PURSUANT to the prevailing laws and regulations of the two countries;
HAVE AGREED AS FOLLOWS:
Article 1
OBJECTIVES
The objectives of the Memorandum of Understanding hereinafter referred to as the
"MoU" are to:
( 1)
Provide a framework for cooperation in the field of education and training for the
diplomats of both countries;
(2)
Create conditions for maintaining regular contacts and cooperation between the
diplomatic education and training institutions of the Partiesi
(3)
Promote human resources development for the diplomats of both countries.
Article 2
AREA OF COOPERATION
The area of cooperation under this MoU may consist of:
(1)
Exchange of information about their respective curricula of the diplomatic
courses and other academic activities that are carried out;
(2)
Exchange of information regarding themes of Public International Law,
Diplomatic Law and other academic specialties that belong exclusively to the
diplomatic profession, as well as themes relating to International Relations, be
they political, economic, cultural, financial, or any others;
(3)
Exchange of lecturers, conference speakers, researchers and other experts in the
areas that are of their common interests with a view to sharing their respective
knowledge and experience with lecturers and students of the other Party;
(4)
Organizing conferences or symposia on questions of mutual interests, that will be
held alternately in Peru and Indonesia;
(5)
Exchange of students;
(6)
Exchange of publications, magazines, or literature published by the Parties as
well as other public or private institutions from their respective countries;
(7)
Exchange of information related to activities of common interest, taking into
special consideration participation in the meetings of regional and international
organizations that involve the Academies and Institutions for the formation of
diplomats and the universities that have international relations activities.
Article 3
EXECUTING AGENCIES
(1)
The Department of Foreign Affairs of the Republic of Indonesia designates the
Center for Education and Training of the Department of Foreign Affairs of the
Republic of Indonesia as the Executing Agency responsible for the
implementation of this MoU;
(2)
The Ministry of Foreign Affairs of the Republic of Peru shall designate the
Diplomatic Academy of the Republic of Peru as the Executing Agency for the
implementation of this MoU.
Article 4
IMPLEMENTATIONS
(1)
The Parties will hold consultations as deemed necessary in implementing this
MoU;
(2)
For the implementation of this MoU, the Parties shall draw up the procedures,
plans and recommended programs of cooperation with a view to achieving its
objectives.
Article 5
SETTLEMENT OF DISPUTE
Any disputes between the Parties concerning the interpretation and/or implementation of
this MoU shall be settled amicably through consultations and negotiations.
Article 6
AMENDMENT
This MoU can be reviewed or amended at any time by mutual consent by the Parties.
Such revisions or amendments shall enter into force on such date as may be determined
by the Parties and shall form an integral part of this MoU.
Article 7
ENTRY INTO FORCE, DURATION AND TERMINATION
(1)
This MoU shall enter into force on the date of its signing;
(2)
This MoU shall remain in force for a period of 3 (three) years and automatically
be extended for a period of 3 (three) years consecutively, unless either Party
terminates it by giving written notification at least 3 (three) months prior to the
expiration of this MoU;
(3)
The termination of this MoU shall not affect the validity and duration of any ongoing programs or activities made under this MoU.
IN WITNESS WHEREOF, the undersigned have signed this MoU.
Done in duplicate at Jakarta on this 281h day of February 2003 in Indonesian, Spanish
and English languages, all texts being equally authentic. In case of any divergence on
the interpretation ofthis MoU, the English text shall prevail.
