MEMORANDUM OF UNDERSTANDING RELATING TO THE
CILACAP WATER ' SUPPLY PROJECT IN INDONESIA
GENERAL
1. THIS MEMORANDUM expresses the understandings of
the Government of the Republic of Indonesia and
the Government of Australia concerning the
responsibilities and contributions respectively
of the two Governments in regard to the Cilacap
Water Supply Project (hereinafter referred to
as the Project).
Th e Project is located
in
Kabupaten Cilacap, Central Java and is intended
to provide a safe, potable water supply to the
city of Cilacap as further described and detailed
in the Annexures to this Memorandum.
AUTHORITIES
2. The Executing Authorities for this Project will be:

nominate suitable qualified agents to undertake any
part of its functions on its behalf.
DURATION
3. This Memorandum will take effect from the date of
its signature and the Project will be deemed to
have commenced from that date.
The Australian contribution to the Project and
all undertakings given herein will cease two years
after the date of signature of this Memorandum or
on such other date as may subsequently be agreed
to between the two Governments.

PROJECT
4.
Responsibility for development and direction
of the Project will be vested in a Project
ORGANISATION
Co-ordinating Board, whose chairman
will be
appointed by the Indonesian Government.
Membership of the Board will include
the
Australian Team Leader, who is to be appointed
by the Australian Executing Authority
in
consultation with the Indonesian Government.
Membership of the Project Co-ordinating Board
will also include representatives of
the
Indonesian Government Ministry referred to in
Clause 2 above, or nominated at the discretion
of the Indonesian Government, as well as
a nominee designated by the Australian Embassy
accredited to Indonesia.
The Board will meet
not less than twice per year.
5.
Function s of the Project Co-ordinating Board

(a)
reviewing and reporting on progress
to the two Governments; and
(b)
recommending to the two Governments
changes in program, budget and future
development.
RESPONSIBILITY
6.
Overall responsibility for this Proj ect will
rest with the Government of Indonesia.
The
final authority for decisions on impl ementat ion
of the agreed works program s hall rest
with
the Directorate General CIPTA KARYA after cons ultation with the Australian Team Lead e r.
CONTRIBUTIONS
7.
The contributions of the Indonesian and
Australian Governments are detailed in the

Annexures and are estimated to value
Rp. 2,000,000,000 and $A 7,000,000 respectively.
Disbursement of the Indonesian and Australian
Governments' contribution will be subject to
the normal annual Parliamentary approval of
Appropriations.
EVALUATION
8.
An evaluation of progress of the Project may be
made at times arranged between and mutually
convenient to, the Indonesian and Australian
Governments.
Such an evaluation may be under
taken by a joint investigation team appointed
by the two governments and independent of staff
involved in the Project.
PERSONNEL
9.
For the purposes of this Project, the Indonesian
Government will, in accordance with prevailing
laws and regulation s, facilitate the employme nt
by the Australian Government or its agent of
personnel as required for the Project
and
established between the two Governments by:
(a)
granting exemption from import or other
taxes on project salaries and allowances
(b)
granting exemption from import and other
duties on personal and household effects
(c)
granting exemption from taxes and duties
on the purchase in Indonesia of one locally
assembled motor vehicle per expert on condition that it either be exported, sold to a
person who has the same privileges or duty
paid on its assesed value at time of sale
within Indonesia.
The expert's assignment should be on a long
term basis or at least a 12 (twelve) consecutive months period

granting to Australian Project personnel
all rights and entitlements accorded to
the aid personnel of any other donor
country ; and
(e)
expediting the issue of all documentation
required for the entry of, and performance
of work by, project personnel, including
work permits or certificates for eligible
persons.
SUPPLIES
10. (a)
The Indonesian Government will, in accordance with the prevailing laws and regulations, exempt from import duties and other
taxes (or pay such duties thereon)
all
goods supplied for the established purposes
of the Project as set out in Annex 1;
prior to such importation the Australian
Government will submit a master list of
all supplies to be supplied by the Government of Australia to the Indonesian
Government.
(b)
The Indonesian Government will facilitate
movement of Project equipment and supplies
by providing appropriate customs
and
wharfage facilities in the port of entry
and will be responsible for the expeditious
transport of such equipment and supplies
to the site ; and
(c)
Project equipment and supplies provided by
Australia shall be available for the unrestricted use of the Project and shall not
be withdrawn from such use without
the
consent of the Project Coordinating Board.

The Australian Team Leader in consultation
with the Indonesian Project Manager shall
exercise administrative control over such
supplies for the duration of the Proj ect.
LIABILITY
11.
The Indonesian Government shall be responsible
for dealing with any claims wh ich may be brought
by third parties against Australia and its
experts, agents or Australian personnel
and
shal l hold harmless Australia and its experts,
agents and personnel in case of any claims or
1 iabil ities resulting from operation

relieve any person from l iability for any criminal, grossly negligent or fraudulent act.
SECURITY
12.
The Indonesian Government will arrange for any
protection deemed necessary to ensure the safety
of Australian personnel, project and personnel
equipment both at the project location,
in
transit and on any other official representational
activity in Indonesia .
The Australian Government
wi 11 take reasonab 1e precautions to ensure that
Australian personnel have due regard for local
traditions and customs.
SETTLEMENT
OF
13.
DIFFERENCES
Any differences arising out of the interpretation
or implementation of the Memorandum shall
be
settled amicably by consultation or negotiation
between the two Governments.
AMENDMENTS
14.
Amendments to this Memorandum may be made at
any time by an Exchange of Letters between the
two Governments.
ANNEXURES 1, 2 and 3 to this Memorandum form an intergral part of it

ANNEX 1
CILACAP WATER SUPPLY PROJECT
OBJECTIVES
The objectives of this Project are to provide an assured
safe potable water supply for the city of Cilacap, situated on the
coastal plain of the province of Central Java, and to train
personnel in the operation and maintenance of the system.
The capacity of the water supply system to be constructed
will be 180 litres per second.
PROPOSED WORKS
The Project comprises the design, manufacture, supply and
construction of the following components :
1.
an intake works, including a pre-settlement chamber,
adjacent to the Serayu River upstream of the Kesugihan
railway bridge and approximately 200 metres downstream of
the proposed treatment plant site, and multiple raw water
pipeline to supply water to the treatment plant flow
splitter column.
The intake will have a capacity of 180
litres per second but civil engineering works for the
intake structure wi 11 be constructed to the projected
ultimate capacity required, i.e. 300 litres per second;

three pumps, each of 90 litres per second capacity, will be
installed under this Project.

disinfection processes with sludge and backwash water to be
returned directly to the Serayu River.

clear water reservoir, which wi 11 be of reinforced concrete
construction, steel prefabricated components wi 11 be
utilised in the construction of the treatment plant to
facilitate the earliest completion of the water supply
s ystem;
4.
provision of a clear well of some 400 cubic metres capacity
and a clear water pumping station of 180 litres per second
capacity;
5.
control building and chemical storage facilities, adjacent
to treatment plant, which will contain chemical storage ,
chemical feed equipment, generator, switchgear, laboratory,
office and amenities block;
6.
a 600 mm diameter rising main comprising ductile iron and
steel pipes from the treatment plant to the service
reservoir to be located at Gunung Kapitan .

The pipeline
will follow the route already approved by the ;f ndonesian
Government for this purpose .
Standpipe facilities may be
provided to villages located adjacent to the pipeline;
7.
a circular steel service reservoir of 4,200 cubic matres
capacity, with associated valving and pipework, on Gunung
Kapitan;
8.
an all-weather road on embankment from the village of
Tritih-Wetan to provide vehicular access to the site of the
service reservoir .
Pipelines to and from the service
reservoir be laid in the embankment;
9.
a trunk main of 600 mm diameter from the service reservoir
to supply the city reticulation system, and

10.
a skeleton water reticulation system within the Desa of
Tambakreja, Sidakaya, Cilacap, Sidanegara and Danau which
will supply at least 60% of the population of Cilacap
estimated for 1985.
AUSTRALIAN GOVERNMENT CONTRIBUTION
The estimated cost of the Australian Government
contribution is $A7,000,000 based on 1980 price levels.
The Australian Government will
1.
provide basic hydraulic layout of the skeleton reticulation
system showing all pipes and their sizes, locations of
hydrants and public stand pipes, and house connections with
meters
2.
complete from the basic hydraulic layout tender documents
for construction of reticulation,
3.
provide detailed technical specifications for construction
of the intake structure, raw water pipelines, foundations
for treatment plant and service reservoir , rising and trunk
mains, clear water reservoir and access roads for inclusion
in tender documents to be prepared by the Indonesian
Government,
4.
supply and advise on installation of three electrically driven pumps, each of 90 litres per second capacity, pump
ancillaries and screens for the intake structure and
pre-settlement chamber;
5.
supply pipes, fittings and valves for the raw water
pipelines ;
6.
supply reinforcing steel for the clear water reservoir, the
foundation work for the intake structure, the steel service
reservoir , the treatment plant and the control building.
This steel will be in bulk (i .e. not cut and bent) and will
include 10% above nominal requ i rements;

7.
supply transport and erect and prefabricated steel water
treatment plant;
8.
supply and install all equipment required for the treatment
plant including mechanical and electrical components;
9.
supply inter-connecting pipework and valves between the
treatment plant and clear water reservoir, intake manifold
and valves;
10.
supply and advise on installation of chemical handling
equipment, both dosing and storage, diesel driven
generators and ancillaries, and all switchboards (except
domestic), rotor control centres, cabling and isolating

switches;
11.
supply and advise on installation of clear water reservoir
pumps and ancillaries;
12.
supply pipes, fittings and valves for the rising main
between the treatment plant and service reservoir including
all steelwork for bridge crossings, and cathodic protection
materials as necessary;
13.
supply materials for the steel service reservoir, including
all pipes, fittings and valves;
14.
advise on the erection of the steel service reservoir on
Gunung Kapitan;
15.
supply of pipes, fittings and valves for the trunk main
from the service reservoir to the city reticulation system,
including all steel work for bridge crossings;

16.
supply pipes, fittings, hydrants and meters for the
skeleton water supply reticulation within the Desa of
Tambakreja, Sidakaya, Cilacap, Sidanegara and Danau;
17.
provide laboratory equipment necessary for plant operation
and water quality determination;
18 .
provide professional and technical advisers on long or
short-term assignments as required and pay their salaries,
allowances and travel costs.
The estimated requirements
for Australian long-term personnel are listed in Annex 2;
19.
provide personal specialised office supplies, not including
furniture, for Australian personnel;
20.
provide and maintain vehicles as listed in Annex 2 for use
by Australian personnel;
21.
pay the costs of drivers for those vehicles under the
supervision of Australian personnel;
22.
provide supplementary household equipment and appliances
for the accommodation provided for Australian personnel;
23.
provide operation and maintenance manuals;
24.
provide assistance with the training of operation and
maintenance personnel;
25.
provide assistance with commissioning of the pumping
stations, treatment plant, service reservoir, pipelines and
reticulation; and
26.
with exception of the water treatment plant, deliver
all offshore materials and equipment to wharf at port of
entry Cilacap or Jakarta as appropriate .

INDONESIAN GOVERNMENT CONTRIBUTION
The estimated cost of the Indonesian Government Contribution
is Rp.2,000,000,000 based on 1980 price levels.
The Indonesian Government will
1.
acquire land, including easements, required for the intake
works, raw water pipelines, treatment plant, pump stations,
control building, clear water reservoir, rising main,
service reservoir, trunk main, reticulation system, storage
of Project materials, and erection of contractors' facilities;
2.
provide service roads to the various facilities and
construction sites;
3.
excavate, dewater and erect structural concrete for
intake structure, pump well and presettlement chamber;
4.
install intake pumps and ancillaries 1 screens, raw water
pipelines and provide power to intake site;
5.
provide foundations for trP.atment plant, including piling,
all mass and structural concrete together with installation
of all drainage and outside piping (piping within the
treatment plant to be provided and installed in Australian
contribution);
6.
excavate for and construct clear water reservoir and clear
water pump well;

install interconnection pipe work and valves between
treatment plant and clear water reservoir, clear well
pumps and ancillaries, intake manifold and valves;
8.
construct control building and chemical storage areas,
including all structural, architectural, domestic power,
water and sewerage components;
9.
construct all site earthworks, landscaping, roads and
drainage;
10.
install all switchboard control panels, cabling wiring,
diesel generators and ancillaries, including fuel tank
and lines;
11.
install the rising main and provide all mass and structural
concrete, and piling, for canal, road and railway crossings;
12.
construct enbankment and all-weather road from Tritih-Wetan
on the site of the service reservoir;
13.
excavate for and place mass and structural concrete for
service reservoir;
14.
install all service reservoir valves and pipework;

15.
install trunk main and provide all mass and structural
concrete, and piling, for canal and road crossings;
16.
install and commission reticulation pipework;

provide all

deliver Australian supplied offshore materials and

basis with the requisite sub-professional, skilled and
semi-skilled supporting personnel, and pay their salaries
and a 11 owances;

provide, operate and maintain vehicles and equipment
required by Indonesian Project personnel;
22.
provide all construction materials to be used on temporary
works, such as sheet piling, framework, trench timbering etc;
23.
provide acceptable office accommodation and furniture for
Australian personnel;
24.
provide three furnished houses in the city of Cilacap
for the Australian long-term advisers;
25.
pay for all work on the Project undertaken by local
contract or by Indonesian Government direct labour
including unloading, handling, transport and storage
in country of all materials shipped from Australia
for the Project;
26.
provide electric power to approximately 600 KVA,
converted to 380 V 3 phase, adjacent to the control
bu i l di ng s i te;

27.
assist with the preparation of Operation and Maintenance
Manuals;
28.
commission the entire water supply system;
29.
train staff to operate and maintain the water supply
system;
30.
construct river improvement works including, if necessary,
the inlet channel to the intake structure, and bank
protection work required to safeguard the water treatment
plant, raw water pipelines and intake structure;
31.
provide all other materials, services and facilities
required for execution of the Project.

disinfection processes with sludge and backwash water to be
returned directly to the Serayu River.
Except for the
clear water reservoir, which wi 11 be of reinforced concrete
construction, steel prefabricated components wi 11 be
utilised in the construction of the treatment plant to
facilitate the earliest completion of the water supply
s ystem;
4.
provision of a clear well of some 400 cubic metres capacity
and a clear water pumping station of 180 litres per second
capacity;
5.
control building and chemical storage facilities, adjacent
to treatment plant, which will contain chemical storage ,
chemical feed equipment, generator, switchgear, laboratory,
office and amenities block;
6.
a 600 mm diameter rising main comprising ductile iron and
steel pipes from the treatment plant to the service
reservoir to be located at Gunung Kapitan .

The pipeline
will follow the route already approved by the ;f ndonesian
Government for this purpose .
Standpipe facilities may be
provided to villages located adjacent to the pipeline;
7.
a circular steel service reservoir of 4,200 cubic matres
capacity, with associated valving and pipework, on Gunung
Kapitan;
8.
an all-weather road on embankment from the village of
Tritih-Wetan to provide vehicular access to the site of the
service reservoir .
Pipelines to and from the service
reservoir be laid in the embankment;
9.
a trunk main of 600 mm diameter from the service reservoir
to supply the city reticulation system, and

10.
a skeleton water reticulation system within the Desa of
Tambakreja, Sidakaya, Cilacap, Sidanegara and Danau which
will supply at least 60% of the population of Cilacap
estimated for 1985.
AUSTRALIAN GOVERNMENT CONTRIBUTION
The estimated cost of the Australian Government
contribution is $A7,000,000 based on 1980 price levels.
The Australian Government will
1.
provide basic hydraulic layout of the skeleton reticulation
system showing all pipes and their sizes, locations of
hydrants and public stand pipes, and house connections with
meters
2.
complete from the basic hydraulic layout tender documents
for construction of reticulation,
3.
provide detailed technical specifications for construction
of the intake structure, raw water pipelines, foundations
for treatment plant and service reservoir , rising and trunk
mains, clear water reservoir and access roads for inclusion
in tender documents to be prepared by the Indonesian
Government,
4.
supply and advise on installation of three electrically driven pumps, each of 90 litres per second capacity, pump
ancillaries and screens for the intake structure and
pre-settlement chamber;
5.
supply pipes, fittings and valves for the raw water
pipelines ;
6.
supply reinforcing steel for the clear water reservoir, the
foundation work for the intake structure, the steel service
reservoir , the treatment plant and the control building.
This steel will be in bulk (i .e. not cut and bent) and will
include 10% above nominal requ i rements;

7.
supply transport and erect and prefabricated steel water
treatment plant;
8.
supply and install all equipment required for the treatment
plant including mechanical and electrical components;
9.
supply inter-connecting pipework and valves between the
treatment plant and clear water reservoir, intake manifold
and valves;
10.
supply and advise on installation of chemical handling
equipment, both dosing and storage, diesel driven
generators and ancillaries, and all switchboards (except
domestic), rotor control centres, cabling and isolating

switches;
11.
supply and advise on installation of clear water reservoir
pumps and ancillaries;
12.
supply pipes, fittings and valves for the rising main
between the treatment plant and service reservoir including
all steelwork for bridge crossings, and cathodic protection
materials as necessary;
13.
supply materials for the steel service reservoir, including
all pipes, fittings and valves;
14.
advise on the erection of the steel service reservoir on
Gunung Kapitan;
15.
supply of pipes, fittings and valves for the trunk main
from the service reservoir to the city reticulation system,
including all steel work for bridge crossings;

supply pipes, fittings, hydrants and meters for the
skeleton water supply reticulation within the Desa of
Tambakreja, Sidakaya, Cilacap, Sidanegara and Danau;
17.
provide laboratory equipment necessary for plant operation
and water quality determination;
18 .
provide professional and technical advisers on long or
short-term assignments as required and pay their salaries,
allowances and travel costs.
The estimated requirements
for Australian long-term personnel are listed in Annex 2;
19.
provide personal specialised office supplies, not including
furniture, for Australian personnel;
20.
provide and maintain vehicles as listed in Annex 2 for use
by Australian personnel;
21.
pay the costs of drivers for those vehicles under the
supervision of Australian personnel;
22.
provide supplementary household equipment and appliances
for the accommodation provided for Australian personnel;
23.
provide operation and maintenance manuals;
24.
provide assistance with the training of operation and
maintenance personnel;
25.
provide assistance with commissioning of the pumping
stations, treatment plant, service reservoir, pipelines and
reticulation; and
26.
with exception of the water treatment plant, deliver
all offshore materials and equipment to wharf at port of
entry Cilacap or Jakarta as appropriate .

INDONESIAN GOVERNMENT CONTRIBUTION
The estimated cost of the Indonesian Government Contribution
is Rp.2,000,000,000 based on 1980 price levels.
The Indonesian Government will
1.
acquire land, including easements, required for the intake
works, raw water pipelines, treatment plant, pump stations,
control building, clear water reservoir, rising main,
service reservoir, trunk main, reticulation system, storage
of Project materials, and erection of contractors' facilities;
2.
provide service roads to the various facilities and
construction sites;
3.
excavate, dewater and erect structural concrete for
intake structure, pump well and presettlement chamber;
4.
install intake pumps and ancillaries 1 screens, raw water
pipelines and provide power to intake site;
5.
provide foundations for trP.atment plant, including piling,
all mass and structural concrete together with installation
of all drainage and outside piping (piping within the
treatment plant to be provided and installed in Australian
contribution);
6.
excavate for and construct clear water reservoir and clear
water pump well;

including all structural, architectural, domestic power,

install all switchboard control panels, cabling wiring,
diesel generators and ancillaries, including fuel tank
and lines;

install the rising main and provide all mass and structural
concrete, and piling, for canal, road and railway crossings;
12.
construct enbankment and all-weather road from Tritih-Wetan
on the site of the service reservoir;
13.
excavate for and place mass and structural concrete for
service reservoir;
14.
install all service reservoir valves and pipework;

concrete, and piling, for canal and road crossings;

install and commission reticulation pipework;

basis with the requisite sub-professional, skilled and
semi-skilled supporting personnel, and pay their salaries
and a 11 owances;
21.
provide, operate and maintain vehicles and equipment
required by Indonesian Project personnel;
22.
provide all construction materials to be used on temporary
works, such as sheet piling, framework, trench timbering etc;
23.
provide acceptable office accommodation and furniture for
Australian personnel;
24.
provide three furnished houses in the city of Cilacap
for the Australian long-term advisers;
25.
pay for all work on the Project undertaken by local
contract or by Indonesian Government direct labour
including unloading, handling, transport and storage
in country of all materials shipped from Australia
for the Project;
26.
provide electric power to approximately 600 KVA,
converted to 380 V 3 phase, adjacent to the control
bu i l di ng s i te;

27.
assist with the preparation of Operation and Maintenance
Manuals;
28.
commission the entire water supply system;
29.
train staff to operate and maintain the water supply
system;
30.
construct river improvement works including, if necessary,
the inlet channel to the intake structure, and bank
protection work required to safeguard the water treatment
plant, raw water pipelines and intake structure;
31.
provide all other materials, services and facilities
required for execution of the Project.
