TRADISIONAL DI KOTAMADIA SEMARANG
Kemampuan lingkungan hidup sumber daya ikan merupakan pen y a n g g a
kehidup an y ang sang at pan ting, oleh k aren any a pengelolaan dan pengembangannya
diarahkan untuk mempertahankan keberadaannya dalam keseimbangan yang dinamis.
Sumber daya ikan sangat besar tetapi terbatas baik dalam jumlah m a u p u n
k u ali ta sn y a. Keb u tu h an ak an su mb er d ay a ter s eb u t semakin meningkat
sebagai
akibat bertambahnya jumlah p e n d u d u k s e r t a m e n i n g k a t n y a k e b u t u h a n . H a l i n i
d a p a t mengganggu kelestarian kemampuan lingkungan hidup sumber daya ikan yang
berakibat tidak akan bisa lagi dinikmati oleh g en er as i-g en er as i men d at an g . Un tu k it u
p e me rin t ah tel ah melakukan upaya-upaya pelestarian kemampuan lingkungan hidup
sumber daya ikan, antara lain: pengaturan penggunaan alat tangkap ikan, pengaturan
ukuran mata faring, larangan penggun aan bahan peledak sebagai alat bantu
men angk ap ikan, pengaturan tindakan yang mengakibatkan perusakan lingkungan d a n
juga pengaturan ijin penangkapan ikan. Namun para nelayan masih banyak
y a n g t i d a k m e l a k s a n a k a n k o n s e p p el e s t a r i a n k e m a m p u a n l i n g k u n g a n h i d u p
ter s eb u t. D en g an demikian perumusan masalahnya meliputi:
1. Sistem apa yang dilakukan oleh para nelayan
dalam menangkap ikan.
2. Bagai manak ah peng awas an d an p en eg ak an huk u m t erha d ap pelaksanaan konsep
pelestarian kemampuan lingkungan hidup sumber daya ikan.
3. Bagaimanakah kondisi kelestarian kemampuan hidup sumber daya ikan.
4. Bagaimana
pelaksanaan konsep
pelestarian
kemampuan
lingkungan hidup sumber daya ikan.
5. Bagaimanakah kepedulian nelayan terhadap pencemaran laut.
Penelitian yang dilakukan untuk menjawab permasalahan tersebut di atas
menggunakan pendekatan deskriptif analitik. M e t o d e
pengumpulan
data
menggunakan studi kepustakaan, wawancara dan kuesioner terhadap 70
r e s p o n d e r . W i l a y a h penelitian meliputi: Kelurahan Mangunharjo, Kelurahan
Bandarharjo dan Kelurahan Tanjung Mas.
Hasil penelitian menunjukan bahwa:
1. Sistem penangkapan ikan dengan faring yang dilakukan para n e l a y a n s e b a g i a n b e s a r
k u r a n g m e n d u k u n g k o n s e p p e lestarian kemampuan lingkungan hidup.
2. Kurang ketatnya pengawasan dan lemahnya tindakan penegak hukum.
3. Kondisi kelestarian kemampuan lingkungan hidup sumber daya ikan kurang baik.
4. Pelaksanaan konsep pelestarian kemampuan lingkungan hidup sumber daya ikan belum
sesuai dengan peraturan yang syah.
5. Kepedulian para nelayan terhadap pencemaran laut sudah baik.

THE CONCEPT OF CONSERVING THE ENVIRONMENT'S CAPACITY
OF THE TRADITIONAL FISHERMEN IN SEMARANG REGENCY
T h e e n v i r o n me n t ' s c a p a c i t y o f f i s h e r y r e s o u r c e s i s a very substantial life
support; therefore the management a n d d e v e l o p m e n t a r e a i m e d a t p r e s e r v i n g
i t s b e i n g i n a dynamic balance. The level of fishery resources is high but it is
limited in both quantity and quality. The demand o f t h e r e s o u r c e s i s i n c r e a s i n g
as a result of higher population with higher demand. This could disturb the
Preservation of the environment's capacity of fishery resources, which would leave
thenext generations with nothing to exploit. Therefore, certain measures have been takenby the
government in order to preserve the e n v i r o n m e n t ' s c a p a c i t y o f f i s h e r y r e s o u r c e s ,
i . e . : b y issuing regu lations reg arding the use o f fish ing instru ments, the size of
the weave of net, the ban of explosives as a fishing equipment, regulations banning certain
actions which could lead to the damage of the environment and also reg u la tio n s o f
f i sh i n g p e r mi t . M an y f i sh er me n d o n o t as y e t o b s e r v e t h e c o n c e p t o f p r e s e r v i n g
t h e e n v i r o n me n t ' s capacity. Thus, the statement of the problems is as follows:
1. What is the fishing system carried out by the fishermen.
2. How is the supervision and enforcement of the conservation con cept o f th e
environmen t's ca p acity of fishery resources.
3. What is the condition of the environment's capacity in conserving its fishery
resources.
4. H o w i s t h e c o n c e p t o f t h e e n v i r o n m e n t ' s c a p a c i t y o f fishery resources.
5. H o w i s t h e c o n ce r n o f t h e f i s h e r m e n r e g ar d i n g m a r i n e pollution.
The research related to the above mentioned problems adopted the analytical
descriptive approach. The method of data compilation is done by bibliographical
stud y , interviews and studying the responses acquired through 70 questionnaires. The
areas covered by the research are: Kelurahan Mangunharjo, Kelurahan Bandarharjo and
Kelurahan Tanjung Mas.
The result of research shows:
1. The fishing system with net carried out by the fishermen for the main part is not
supporting the environment's capacity conservation concept.
2. Supervision is not strict and enforcement is weak.
3. The condition of the preservation of the environment's capacity as fishery resources
is not conducive.
4. Th e co n ce p t o f th e e n v iro n men t 's c ap ac it y o f fish er y resources is not match with
the legal rules.
5. T h e f i sh e r me n sh o w a g r e at d ea l o f c o n c e r n r e g ar d i n g marine pollution.

Penelitian yang dilakukan untuk menjawab permasalahan tersebut di atas
