Wisata Berbasis Masyarakat Studi Kasus Desa Simonis Kabupaten Labuhanbatu Utara
ABSTRAK
Perencanaan dan pengembangan wisata sering kali tidak memperhatikan
gambaran pemikiran masyarakat, sehingga pengembangan yang dilakukan tidak
sesuai potensi pasar serta rendahnya partisipasi masyarakat setempat. Identifikasi
terhadap potensi sumber daya yang ada, serta gambaran pemikiran masyarakat
terhadap perencanaan dan upaya pengembangan pariwisata di Desa Simonis,
untuk menemukan konsep pengembangan pariwisata yang sesuai dengan potensi
pasar, juga sebagai langkah pengembangan daerah sesuai misi pemerintah
Kabupaten Labuhanbatu Utara yaitu mendorong pemerataan partisipasi dan
pembangunan daerah. Penelitian ini menggunakan metode kualitatif deskriptif
yaitu data yang diperoleh merupakan hasil wawancara dan observasi pada
kawasan kajian juga melakukan studi dokumen/literatur dengan mempelajari
buku-buku dan literatur yang berkaitan dengan wisata berbasis masyarakat.
Berdasarkan penelitian dan hasil analisis bahwa dengan potensi sumber daya alam
yang ada, Desa Simonis berpeluang untuk dikembangkan menjadi desa tujuan
wisata, dengan arah pengembangan sektor pertanian desa menjadi ekowisata,
yang mengacu pada program wisata berbasis masyarakat, serta penerapan FGD
dalam membentuk kelembagaan masyarakat.

ABSTRACT
Tourism planning and development often do not pay attention to the
description of the thoughts of the community, so that development is done does not
match the potential of the market and the low level of participation of the local
community. Identification of the potential of the existing resources, as well as an
overview of the thinking of the community towards the planning and development
of tourism efforts in the village of Simonis, to find the concept of development of
tourism corresponding to market potential, as well as the development of
appropriate regional mission North Labuhanbatu Regency Government i.e.
encourage equitable participation and local development.This research uses
qualitative descriptive method i.e. data obtained as the result of interviews and
observations on the area of study also did a study of documents/literature by
studying books and literature related to community-based tourism. Based on the
results of research and analysis that with the potential of existing natural
resources, village Simonis had a village to be developed into a tourist destination,
with the direction of the development of the agricultural sector of the village be
ecotourism, which refers to community-based tourism program, as well as the
application of FGD in shaping the institutional society.
