Kerja Sama Kebudayaan untuk Tahun 2016-2018
Kementerian Pendidikan dan Kebudayaan Republik Indonesia dan
Kementerian Kebudayaan Federasi Rusia , selanjutnya disebut sebagai "Para
Pihak";
Berkeinginan untuk memperkuat hubungan persahabatan yang sudah
terjalin antara masyarakat Rusia dan Indonesia serta untuk mempromosikan
dan mengembangkan hubungan di bidc:ing kebudayaan ;
Mengacu pada Persetujuan Kerja Sama antara Pemerintah Republik
Indonesia dan Pemerintah Fedemsi Rusia di Bidang Kebudayaan yang
ditandatangani di Kuala Lumpur pada 14 November 1998;
Mengingat kebutuhan untuk mengembangkan dan membina hubungan
budaya sebagai kerja sama antara kedua negara;
Sesuai dengan undang-undang

PROGRAMME ON CULTURAL COOPERATION
between the Ministry of Education and Culture of th e Republic of
Indonesia and the Ministry of Culture of the Russian Federation for the
years 2016-2018
The Ministry of Education and Culture of the Republ!c of Indonesia and
the Ministry of Culture of ·che Russian Federation, hereinafter referred to as the
Parties,
Desiring to strengthen their existing friendly relation between the
Indonesian and Russian peoples and to promote and develop their relations in
the field of culture,
Referring to the Agreement between the Government of the Republic of
Indonesia and the Government of the Russian Federation on cultural
cooperation. signed in Kuala Lumpur on 14 November, 1998,
Considering the necessity to develop and foster cultural ties, as the
cooperation between the two countries,
In accordance to the applicable legislation of the Parties' States,
Have come to mutual understanding about the following:
1. Aim and areas of cooporation:
The present Programme a;ms to:
- strengthen the cultural cooperation between the Parties in the sphere
of culture;
- improve the appreciation and mutual understanding of culture and art
of the Parties' States;
- upgrade qualification of the specialists in the spheres of culture and art
through exchange of experience.
The Parties agreed to cooperate on the following areas:
The Parties will encourage exchange of music, theatre, ballet, folk art
groups, individual performers and specialists in the field of culture and art;
The Parties will promote the development of fine art and cinematography
as well as exhibitions and workshops on cuitural subject;
The Parties will facilitate the exchange of painters, art cr:tics , specialists
in folk and fine art, protection and restoration of objects of cultural heritage,
library and museum manag ement in accordance with :egislation of the Parties'
States;
The Pa1ties will promote the exchange of researctiers among the
respective cultural establishments and to participate in conferences and
seminars :1e:d in each of the Parties· State.>;
The Parties will facilitate the establii.;hme11t of direct contacts between
libraries, museums, archives, educational and
ｳ｣ｩ･ｮｾｦ＠
establishments involved in protection and restoration of
institutions and
heritage
｣ｾｬｴｵｲ｡＠
conservation of historical c.nd cultural heritage in accordance with legislation of
the Parties' States;
The Parties will facilitate the development of cooperation between artists'
unions. cultura i associations and social organizations of both countries;
The Parties will promote the enrolment of Indonesian students at the
Russian cuitural universities and Russi3n stL!ctents to the Indonesian cultural
universities according to the eYisting rules of the foreign citizens enrolment in
Indonesia or Russian entities of higher education ;
The present Programme does not exclude any other
ｴ･ｾｭｳ＠
of cultural
cooperation that may be conducted on the basis of mutua: consent by the
Parties.
2. Financial Arrangements and Implementation
Unless specially agreed othervvise, the cultural cooperation between the
Parties will be realized on the reciprocill basis and organizational and financia:
conditions as follows:
- t11e Sending Party will cover the expenses of international transit of it
collectives, delegations and the individual performers, costs of transportation of
their property at both ends, customs and the airport fees on its territory,
honorarium payment, and medical insurance;
- the Receiving Party will cover the expenses related to the information
support (playbills, press, radio , televisio!1) , rent of concert halls and technical
equipment, ｴ･ｾｨｮｩ｣｡ｬ＠
support as well as an i:"itt"rpreter service, customs, consular and
air port fees in the country, transportation within the country, accommodation in the
hote!. meals for the arriving official delegations. artists, specialists and experts.
- the Receiving Party v1ili cover the expenses related to the cultural
programme for the arriving official delegations.
- the number of participa:its of the cultural exchanges and delegations as
well as the period of stay will be agreed by the Parties r.ot later than 45 days
before the visit.
Financ1r-I matters and rec;procal obligations for the exhibitions will be
agr8ed upor, by the interested organization$ of the Parties in each specific case
