MEMORANDUM OF UNDERSTANDING
BETWEEN

AND
THE KOREA INSTITUTE OF GEOSCIENCE AND MINERAL RESOURCES OF
THE REPUBLIC OF KOREA
ON
THE DEVELOPMENT OF A GEOGRAPHICAL INFORMATION SYSTEM FOR
MINERAL POTENTIAL MAPPING IN THE EASTERN INDONESIA
The Center for Geological Resources, Geological Agency, Ministry of Energy and
Mineral Resources of the Republic of Indonesia (hereinafter referred to as CGR)
and the Korea Institute of Geosciences and Mineral Resources of the Republic of
Korea (hereinafter referred to as KIGAM), and both hereinafter referred to as the
Parties;
CONSIDERING the need to strengthen the ties of friendship existing between
the parties;
CONSIDERING the opportunities offered by the cooperation resea rch on the
creation of mineral potential maps of the Eastern Indonesia in order to reach
a beneficial cooperation for both parties;
RECOGNIZING the importance of collaboration between the parties in the
implementation and development of the geoscience research to develop integrated
application systems of the Indonesian geological resource database;
REFERRING to Memorandum of Understanding between the Government of the
Republic of Indonesia and the Government of the Republic of Korea on
Cooperation in the Field of Energy and Mineral Resources signed in Seoul on
March 30th, 2002;
PURSUANT to the prevailing laws and regulation in their respective countries as
well as the procedures and policy of the technical cooperation;
HAVE REACHED the following understandings:

Article 1
Objectives
The Parties agree to conduct activities in the fields of geographic information
system for mineral potential mapping on the basis of equality, reciprocity and
mutual benefit. The main purpose is to enable a t>No-way flow of knowledge,
information and collaboration research.
Article 2
Plan of Work
An Active Plan, a proposed non-binding or fixed research programme, schedule
and dates, is given in Annex I (Action Plan).
Article 3
Forms of Cooperation
The cooperation may be conducted in the following forms:
1. Joint research program;
2. Training of individual scientists through participation in collaborative projects;
3. Exchange visits of individual scientists;
4. Exchange of scientific and technical information;
5. Opening of national/international seminars/conferences.
Article 4
Areas of Cooperation
Specific areas of cooperation may include, but are not limited to the following
activities:

1. Construction of GIS-based databases related to mineral occurrences for the
pilot study areas;
2. Collection and interpretation of satellite images for the pilot study areas;
3. Application of probability, statistical and data mining models for creation GIS
based mineral potential map for the pilot study areas;
4. Verification of the mineral potential map for the pilot study areas;
5. Technical transfer through workshop and training.
Article 5
Liaison
The Parties will have meetings as required, to review the progress of cooperation
under this MoU. The date and location of these meetings that will be held
alternately in Indonesia and Korea will be jointly decided upon through consultation
between the Parties. All information related to such meetings will be exchanged in
advance.
Article 6
Governing Law
The joint scientific cooperative activities shall be conducted in accordance with the
applicable laws, statutes and regulations of the Republic of Indonesia and the
Republic of Korea.
Article 7
Sources of Funding
No financia l obligations on either Party are implied by the Mou. In accordance
with the principle of equality and reciprocity, each Party will normally cover its own
costs in carrying out cooperative projects, unless specific financing becomes

available for selected projects of mutual interest. But Korean side cover air fare
and accommodation fee for exchange visits of individual scientists.
Article 8
Confidentiality of Information
1. The scientific and technical results of cooperative projects conducted under
this MoU will be shared, published or held confidential in accordance with the
specific terms agreed upon by the Parties in the implementing arrangements
for an individual project;
2. The Parties may freely use all information exchanged by virtue of this MoU,
except in those cases where the Party that furnished the information has
established restrictions or reserves on its use or dissemination or when such
information has been classified as confidential;
3. The information exchanged by virtue of this Mou may in no case be transferred
by the receiving Party to third parties without the prior written consent of the
other Party.
Article 9
Intellectual Property Rights
1. The
Parties
agree
that
any
intellectual
property
arising
under
the
implementation of this Mou will be jointly owned and :
a. Each Party shall be allowed to use such intellectual property for the purpose
of maintaining adapting and improving the relevant property.
b. In the event the intellectual property is used by the party or institution on
behalf of the Government for commercial purposes, the other Party shall be
entitled to obtain equitable portion of royalty.
c. Each Party shall be liable for any claim made by any third party on the
ownership and legality of the use of the intellectual property rights which is
brought in by aforementioned Party for the implementation of the
cooperation activities under this Mou.

2. The Parties shall indemnify each other that the Intellectual Property Rights
brought by the Party into the territory of the other Party for the
implementation of any project arrangement of activities is not resulted from
any infringement of third Party's legitimate rights;
3. If either of the Party wishes to disclose confidential data and/or information
resulted from the cooperation activities under this MoU to any third party, the
disclosing party must obtain prior consent from the other Party before any
disclosure can be made;
4. Whenever either party requires the cooperation of another party outside the
Republic of Indonesia and Republic of Korea for any commercial undertaking
resulted from intellectual property covered by this MoU, this Party will give first
preference of the cooperation to the other Party under this MoU, which will be
waived, if the other party is unable to participate mutually beneficiary manner.
Article 10
Amendment
This MoU may be amended by mutual consent between the Parties; such
amendments shall become effective in the form agreed by the Parties.
Article 11
Settlement of Disputes
Disputes arising from the interpretation or application of this MoU shall be settled
amicable by the Parties through direct negotiations and mutual agreement.
Article 12
Duration, Entry into Effect and Termination
1. This Mou shall enter into effect on the date of its signing;

2. This Mou shall remain in force for 5 (five) years and can be extended for
consecutive period of another 5 (five) years unless either Party notifies the
other in writing at least 6 (six) months in advance of its intention to terminate
this MoU;
3. Either party may terminate this Mou at any time by means of a written notice
sent by the diplomatic channels. Such termination will enter into effect 3 (three)
months after the date of reception of the notice;
4. Termination of this MoU shall not affect the validity of the duration of any
arrangement or contract made under the present MoU until the completion of
such arrangement or contract.

ON
THE DEVELOPMENT OF A GEOGRAPHICAL INFORMATION SYSTEM FOR
MINERAL POTENTIAL MAPPING IN THE EASTERN INDONESIA
NECESSITY
•
Modern exploration is a multidisciplinary task requiring the simultaneous
consideration of numerous disparate geological, geochemical and
geophysical datasets.
•
Within this research, a number of techniques can be applied that allow the
extraction of exploration-relevant spatial factors from the datasets.
•
This study uses GIS to integrate and analyze a variety of geoscientific data,
including geology, and geochemical and geophysical anomalies.
•
GIS methods for processing and combining data within maps are useful in
Au-Ag exploration. These applications build a model using observations
regarding the association of mineral occurrences with various geological
features in a qualitative manner.
•
The degree of accuracy of the final mineral potential map relies mainly on
the validity of the model, the knowledge of the geologist and on the quality
of the data collected.

AIM OF THE MOU
The purpose of this research was to development of Geographic Information
System (GIS) for mineral potential mapping by evaluating the spatial
relationship between various datasets and generating a mineral potential
occurrence map using probability, statistical and data mining models in pilot
study areas
PLAN OF WORK
The project comprises three phases of work in five years time (60 months):
e 1st Phase (2008. 1 - 2010. 12)

Construction of GIS-based databases related to mineral occurrences for the
pilot study areas;

areas;
