MEMORANDUM OF UNDERSTANDING
between
National Institute of Public Administration Indonesia
and
National Institute of Public Administration Timor-Leste
concerning
Research, Education and Training
In the Field of Public Administration
The National Institute of Public Administration of the Republic oflndonesia (here-in-after referred to as
LAN) and the National Institute of Public Administration of the Democratic Republic of Timor-Leste
(here-in-after referred to as INAP), both of them collectively here-in-after referred to as "the Parties",
DESIRING to promote further the close and friendly relations existing between the Parties;
RECOGNIZING the need to share value of international cooperation and have agreed to further
continue their common interest in promoting the mutual cooperation in the area of education and
training;
REFERRING TO the Agreement between the Government of the Republic of Indonesia and The
Government of the Democratic Republic of Timor Leste on Cultural and Educational Cooperation
signed in Jakarta on 8 July 2005;
PURSUANT TO the prevailing laws and regulations in the respective countries

HAVE AGREED as follows:

Article 1
Objective
The objective ofthis Memorandum of Understanding here-in-after referred to as the "MoU" is to:
Promote public sector management improvement for government apparatus of the parties through
research, education and training.

Article 2
Areas of co-operation
Areas of cooperation of this MoU may consist of:
l. Developing curricula for public administration education and training for civil servants;
2. Exchanging trainers, lecturers, staff with a view to sharing respective knowledge and experience
with trainers, lecturers, and staff of the other Party;
3. Organizing seminars, workshops, and visits to government institutions in Indonesia as well as in
Timor Leste;
4. Conducting joint research programs in public administration
5. Exchanging publications and other printed materials including papers, journals, policy papers and
reports;
6. Other areas as mutually agreed by the Parties.


Article 3
Implementation
l. The Parties shall hold periodical consultations as deemed necessary in implementing this MoU;
2. For the implementation of this MoU, the Parties shall establish a joint working group to draw
up the procedures, plan and recommended programs of cooperation with a view to achieving
the objective of the programs;
3. The financial and adtpinistrative arrangements of the above mentioned programs and other
mutually agreed programs made under this MoU shall be determined by the Parties on a caseby-case basis for their implementation.

Article 4
Intellectual Property Rights
The Parties shall ensure appropriate and efficient protection of intellectual property rights obtained on
the basis of this MoU, in accordance with laws and regulations in force in their respective countries and
in accordance with the international agreements to which they are Parties.

Article 5
Settlement of Differences
Any differences arising out of the interpretation, operation and implementation of this MoU shall be
settled amicably through consultations and negotiations.

Article 6
Amendment
This MoU can be reviewed or amended at any time by mutual consent by the Parties. Such reviews or
amendments shall enter into force on such date as maybe determined by the Parties and sha ll form an
integral part of this MoU.

Article 7
Entry into Force, Duration, and Termination
I . This MoU shall enter into force on the date of its signing;
2. This MoU shall remain in force for a period of 3 (three) years and automatically be extended
for I (one) year consecutively unless one of the Parties renounces it by means of notification at
least 3 (three) months prior to the end of the validity period;
3. The Termination of this MoU shall not affect the validity and duration of any on-going
programs or activities made prior to the termination of this MoU until the completion of such
programs or activities.
