Letter of Intent

Between the Government of the Republic of Indonesia
And
The Government of the Kingdom of Norway
Related to
Cooperation on Democracy and Conflict Resolution

The Government of the Republic of Indonesia and the Government of the Kingdom
of Norway desire to strengthen the existing friendly bilateral relations through closer
cooperation in developing and fostering of democracy and peace-building at the
international level, with a particular emphasis on the Asian Region.
To this end, The Government of the republic of Indonesia is in the process of
developing the Institute for Peace and Democracy in Bali and The Government of
the Kingdom of Norway intend to cooperate with this institute through financing of an
Endowment Fund at the amount of NOK 14.5 million, and by supporting capacity
building and implementation of projects with another NOK 3.0 million - as and when
the necessary documentation and formalities have been agreed upon between the
two parties.

Both parties, however, share the feeling of urgency in moving the above cooperation
into rapid action. Consequently it is their intention to ensure that the following
activities within the above context are implemented by the end of 2009:
1. A pilot project on sharing of experiences of democratic processes with
representatives from the governments of countries in the Asian region which can
benefit from Indonesian knowledge of democratic transition and reform.
2. A regional seminar for sharing of Indonesian and Norwegian experiences from
conflict resolution.

It is the intention that both activities will be conducted by the Institute of Peace and
Democracy and with financial and human resource support from the Government of
the Kingdom of Norway, through The Royal Norwegian Embassy in Jakarta.

Both Parties agreed that the follow up of this Letter of Intent will be laid down in
separate agreements.
IN WITNESS WHEREOF , the undersigned have signed this Letter of Intent in

duplicate in Oslo on 27 Aprll 2009 in English language, both texts being equally
authentic.
