MEMORANDUM
ON COOPERATION IN IHE FIEUJ OF ARCHIVES MATIERS
BETI'VC:EN NATIONAL ARCHIVES OF THE ｲｾｅｐｕｂｌｉｃ＠

OF INDONESIA

ANO THF. FEDERAL ARCHIVAL AGENCY (RUSSIAN FEDERATION)

The National Archives of the Republic of Indonesia and the Federal Archival
Agency (Russian Federation), hareinafter referred to as "the Sides",

Taking into account the importa11cc of cooperation in the field of the archival
documentation for the development of cultural and academic exchange
between the Republic of Indonesia and the Russian Federation,

Referring to the Agreement between the G.:>vernment of the Republ ic of
Indonesia a:1d thn Government of the Russian Federation on Cultural
Cooperation, signed in Kuala Lumpur on 14 of November 1998,

Pursuant to the prevailing laws and regulations of respective countries,

Have agreed the following mutual understanding:

1. The objectives of this Memorandum are to promote the friendly cooperation

and professiom1.i exchange on archives adrninistraticn and monagement on
the basis of reciprocity.
2. The cooperation between the Sides 3hall cover the following areas:
a. exchange of
ｷｯｲｫ

ｩ ｮｾ＠

experien.:e and information between archival

institution;
b. exchange of archival spec;alists and delegations of archival se1vices;
c. exchange of leg islative and

other regulatory documents on the

organization of archival affairs;
d. exchange of information about software products on automating of
archival matters and reccrd keeping ;
e. organization of joint exhitJ1tions on history, heritage and cultural links;
f. organization

of professional training

on

preservation

of archival

documents;
ｾ ﾷ＠

excha:ige of copies of docum-snts and or publications on histery of each
cour1uy;

h. preparation of joint publicatiorrs on ie.wes that mutually agreed by the
Sides.

i. other areas of c0operatir::·n as mutually agreed upon by the Sides.
3. The concrete arrangements on implementation of specific activities under
this Memorandum will

negotiated by the Sides on case by case basis.

4. The Side5 agree that the que$1ions of utilization of the intellectua! property
3hall be subject to a separate agrcemer.t between the Sides.

5. Cooperation in the framework of this Memorandum will not exclude any
other forms of archival coo,::eration that may be taken based on mutual
consent of the Side!3.

6. This Memorandum is not considered as international treaty and it does not
create rights and obligations regulated by international law.
7. The Sid•3s shall undertake to observe the confidentiality during the exchange
of infol':113tion in the framework of irnplernentation of this Memorandurn on
Cooperntion and any other

agreements to it and this provision

shall continue to be binding between the Sides rotwitl1standing the
termination of this Memorandum on Cooperation.
8. The Sides proceed from the fact that the participants of the events held in
the
ｦｲ｡ｭ

ｾ ｷｯｲｫ＠

of this Memorandum during the stay in the territory of the

receiving country will undertake the activity that correspond with the

objectives of this Memorandum and respect the laws and regulations of the
receiving country.

9. The financial terms on realization of the events related to the implementation
of this Memorandum will be discussacf by the Sides on a case by case basis.

10. Any differences and disputes between the Sides related to interpretation and
implementation of this Memorandum shall be settled amicably through
consultations and negotiations on the principles of mutual respect and
understanding.

11. This Memorandum on Cooperation can be reviewed or amended at any time
by mutual written consent by the Sides.

12. This Memorandum on Cooperation will be applied from the date of its
signing until tt1e expiration of 6 months from the date of receipt by one Side
of written notice of the other Side of its intention to terminate this
Memorandum.

13. The termination of this Memorandum shall not affect the validity and duration
of any activities or programs implemented under this Memorandum on
Cooperation until the completion of such activities and programs.

Signed in duplic.;ate in Sochi on 18 May 2016 in the Indonesian, Russian and
English languages, all texts being equally authantic. In case of divergence of
imerpretation the English text shall prevail.
