FOR TRADITIONAL AND CUSTOMARY BORDER CROSSINGS
BETWEEN THE REPUBLIC OF INDONESIA AND PAPUA NEW GUINEA
The Government of the Republic of Indonesia and the Government of Papua New Guinea have agreed on the following Joint ·
Directives and Guidelines for the implementation of the
Special Arrangements for Traditional and Customary Border
Crossings signed at Port Moresby on 4 August 1982 :
System of Border Crossing
1.
Border Crossing Cards
(a)
A Papua New Guinea Border Crossing Card shall
measure 4.5 x 7 cm.
An Indonesian Border
Crossing Card shall measure 7 x 10 cm.
A model of an Indonesian Border Crossing Card
is attached as Annex 1.
A model of a Papua New Guinea Border Crossing
Card . is attached as Annex 2 .
(b)
The colour of the Indonesian Border Crossing
Card shall be red.
The colour of the Papua New Guinea Border
Crossing Card shall be yellow.
(c)
The National Emblem of each Party shall be
imprinted on its Border Crossing Card.

A model of the application form for the issue of a
Border Crossing Card is attached as Annex 3.

A photograph of the applicant shall be attached to the
application form.
3.
Application procedure ·for the issue of a Border
Crossing Card
The application form shall be completed in duplicate,
the original of which shall be retained by the Border
Administration Officer or Border Officer issuing the
Border Crossing Card and the duplicate shall be
submitted to the counterpart Border Administration
Officer or Border Officer.
4.
Replacement of a lost ·B order Crossing Card
A lost Border Crossing Card shall be replaced upon
payment of a fee of One Thousand (1000) Rupiah or One
(1) Kina for each family Border Crossing Card or
individual Border Crossing Card.
5.
Traditional and "Customary ·B order Trade by Traditional
Crossers
Lists of goods prohibited by each Party shall be
regularly exchanged every 6 months or as and when
considered necessary.
6.
Traditional and Customary Practic:e of· Hunting
The traditional and customary practice of hunting by
the Border Residents in the Border Area shall mean
hunting by the use of traditional weapons only such as
bow and arrow and spear.

Border Res·idents· and Goods for Traditional
and Customa·r y Purposes
The movement of Border Res idents and goods other than
those goods specified in Annex A to the Special
Arrangements and traditional goods, from the Border
Area of one Party to the Border Area of the other
Party, shall be conducted through Designated Border
Stations.
9.
Consul tat ions
Both Parties shall hold consultations for the
implementation of these Joint Directives and Guidelines
if and when necessary.
