SPECIFIC AGREEMENT
BETWEEN
THE GOVERNMENT OF THE REPUBLIC OF INDONESIA

AND
TI-IE GOVERNMENT OF THE KINGDOM OF BELGIUM
CONCERNING
THE PROJECT GTA- 19: DETAILED ENGINEERING
ON WATER SUPPLY FOR THE CITY OF BLITAR
EAST JAVA PROVINCE.

The Government of the Kingdom of Belgium and the Government of the Republic of
Indonesia,
Within the framework of the General Agreement on Technical Co-operation of June 16,
1969,
Desiring to contribute in the implementation of the water supply of the city of BLITAR.
Wanting to co-operate in the implementation of the project described hereafter,
Have agreed as follows:
ARTICLE 1.
Objectives of the project.

1.

A report on the Master Plan and Feasibility Study for Blitar Water Supply was

prepared by a Belgian Consulting firm: TRACTIONEL.
This report needs to be adjusted to the present Government's strategy and a
detailed engineering design including tender documents has to be carried out
before the construction is started.

2.

The project is further described and detailed in the "Terms of Reference" attached
to this Specific Agreement and being an integral part of it.

3.

Transfer of know-how being a basic policy issue of the Government of the Republic of Indonesia, all possible efforts will be made so that the Belgian experts will
work closely together with the Indonesian experts, thus making sure a maximum
transfer of know-how is realised.
ARTICLE II.
Executing Agency.

1.


The Government of the Kingdom of Belgium designates the Belgian Administration
for Development Co-operation (hereinafter referred to as B.A.D.C.) as its executing
agency. B.AD.C. is represented in Indonesia by the Development Co-operation
Section of the Belgian Embassy in Jakarta. The B.AD.C. will entrust the implementation of its contribution to experienced consultant(s).

The Government of the Republic of Indonesia designates the Directorate General
of CIPTA KARYA of the Ministry of Public Works, hereinafter referred to as
DGCK, as its executing Agency responsible for the implementation of its contribution and operational matters of the project.

ARTICLE III.
Undertakings of the Government of the Republic of Indonesia.
1.

The Government of the Republic of Indonesia, in accordance with the prevailing
laws and regulation shall;
a.


provide the Belgian experts with the exemptions and privileges mentioned
in article 7 of the General Agreement on Technical Cooperation of June 16,

1969;

2.

b.

grant exoneration from all duties, other levies and taxes on the technical
apparatus and equipment brought in into Indonesia by the consultant and
which is required to implement the project;

c.

give the required agreement for the Belgian experts.

Furthermore, through DGCK, the Government of the Republic of Indonesia shall:
a.


appoint a responsible project engineer who will act as an interface between
the Consultant and all Indonesian services and organizations;

b.

make available furnished and equipped offices and domestic telecommunication facilities as required for the implementation of the project and in
accordance with Indonesian standards;

c.

provide all available reports, maps, documents, and technical data and other
information required for the proper implementation of the project. Whenever
possible, this information will be given to the Consultant in the English
language. In case documents are to be studied which are not available in
English, they will be translated accordingly.

d.

give the consultants every reasonable assistance to enable them to perform

their study;

e.

carry out t.he pumping tests by a well drilling contractor and the soil investil!ations when requP.StE-d by the consultants;

f.

allocate the required local budget necessary for these pumping tests and soil
investigations.

The implementation and disbursement of the contribution of the Republic of Indonesia
will be limited by and subject to its normal budget appropriation.

ARTICLE IV
Undertakings of the Government of the Kingdom of Belgium.

In accordance with the prevaHing laws and regulations, the Government of the Kingdom

of Belgium shall;

1.

Carry out the predesign study and the detailed engineering specified in the T.O.R.
and take all required administrative and budgetary measures to this end.

2.

Provide the services of a Belgian consultant including the wages of the experts,
their international and local travels and transportation, their international communication expenses, their lodging and miscellaneous expenses not covered by the
Indonesian contribution.

The imlementation and disbursement of the contribution of the Kingdom of Belgium
will be limited by and subject to its normal budget appropriation.

ARTICLE V
Communications

Any communication or document given, made or sent by either Government on their
designated agent pursuant to this Agreement or annexes hereto shall be in writing and
shall be deemed to have been duly given made or sent to the party to which it is addressed at the time of its delivery by hand, mail, telex, cable or radiogram at its respective
address, namely:

ARTICLE VI
Control and Evaluation.

1.

Both Governments may review the aims, objectives and implementation of the project and if necessary discuss the main problems occuring during the implementation
of the project at the covening of a joint commission for this purpose.

2.

The Government of Indonesia reserves the right to request the Belgian Government
to recaJI any of consultant's personnel in Indonesia whose services and /or activities

are round unsatisfactory or for reasons of misconduct, misbehaviour or illness.

3.

At any time, both Governments may supervise and/ or control on the spot the state
of progress of the project.

4.

Where necessary and after consultation, both Governments may evaluate the pro·
ject or part of its implementation aspects.

ARTICLE VII
Settlement of dispute

Any dispute arising out of the interpretation or implementation of this Specific Agreement shaJl be settled amicably by consultation or negotiation between the two Governments.
ARTICLE VIII
Entering into force and validity
This Specific Agreement and the attached Terms of Reference shall enter into force
on the date of signing and remain in force until the completion of the projP.ct..

Amendments to the Specific Agreement, not resulting in any increased cost to any of
the contracting parties, may be made at any time with the mutual consent of the two
Governments by exchange of letters.

TERMS OF REFERENCE
CONSULTING SERVICES FOR BUTAR WATER SUPPLY PROJECT

GTA - 19

1. INTRODUCTION

In 1978/1979 the Government of Indonesia received from the Government
of Belgium a Technical Assistance for the preparation of water supply
projects for the cities of Kediri and Blitar. Subsequently the Government of Indonesia is proposing to the Government of Belgium
a
further assistance for the implementation of water supply project for
the City of Blitar (pop. 1980: 84.114 persons), whilst the implementation of Kediri water supply project is being carried out with Government of Indonesia development funds.
The report of the Master Plan and Feasibility Study for Blitar water
supply was prepared by a Belgian consulting firm TRACTIONEL. Within
the Master Plan the first stage development plans was defined,
in
eluding the cost estimates and the time schedule for the implementa tion of the projects . Before the construction is started the detailed
enqineering design is yet to be prepared. For this purpose the engineering services of a consulting firm will be required to carry out
such a work.
The expected target to be reached by this project is to serve 75 %
of t he projected population by 1990, with an average of
60 litres
per capita per day basic water comsumption.
The proportion between Public hydrant and house connection in principle is still 50 % to 50 %, but should also take into consideration the
financial aspect of the Water Supply Enterprise.
In addition an allowance of up to 25 % of domestic demands vtill be
provided to meet the water requirements of other users such as institutions, industries, commerce etc.

The previous study for the City of Blitar is thus needed to be adjutsted to the present

dition before the detailed engineering desing is prepared forthe first
stage project of the f1aster Plan.
It is

that the detailed engineerinq be completed within

months comprising of a predesign study for 2 months and the remaining
works for 6 months.

Services during construction stage may be requi-

red later when the tendering for supp ly for materials and construe

tion of works are started.
II. PREDESIGN STUDY.
The consultant's work will include but not limited to the following :
1.

Adjust

the water demand for 1990 based on the Government's esta-

blishment policy and strateoy of water supflly development.
2.

Prepare preliminary engineering plan for first stage development
to meet the 1990 water demand taking into consideration the condition of the existinq system which

3.

Review cash flow. in come statement to see the capability of PDM1
/Water Supply Enterprise of Bli tar to prepare the project.

4.

Prepare a tendering and construction schedule in a simple bar
chart form for the major subdivision of works.

5.

Prepare construction cost estimates in sufficient detailed and an
estimated schedule of expenditures, by year, for the estimated
project costs for direct and indirect foreign exchange cos ts and
1o ca 1 costs .

6.

Carry out any additional survey needed to complete the review of
the study.

Prepare the Immediate Implementation Programme.

a. Water Sources.
1. To evaluate all deep wells that have already been construe -

ted, and to locate and design all additional wells needed to
meet the water demand in 1990.
2. To review all design that has already been prepared

related
to this project (for example, design of pumping house etc. )

3. To review all system that has already been constructed

by

CIPTA KARYA.
4. Adopt Cipta Karya's design for a ground concrete
reservoir
with a caoacity of approx 1500 M3, and an aeration facility

which is built above the recervoir.
A chlorination equioment shall be installed adjacent to the
reservoir_
5. Design a pressurizing station near the Reservoir to provide
a sufficient pressure in the upper Sentul network including
all electrO -I'lPChanical equipment as required.
6. If additional wells are needed, the consultant should supervise the pumping tests carried out by the well drilling contractor( s).
b.

Transmission Mains and Distribution Network .
1. Review all design and pipe-line implementation for the part

of transmission and distribution mains.
2. Design all additional secondary & tertiary pipings.
3. Locate the sites of oublic bath-house(s) and the warehouse
(size and standard resinns1·1il1 be fumished by Cipta Karya
to the consultant).

c.

Soil Investigation and Topographical Survey.
1. Carry out soil investigationson the sites where structures

are to be built (reservoir, pressurizinQ station etc.) The
consultant will prepare the technical specifications whilst
a local soil engineering company wi 11 carry out the
work
under a sub-contract.
2. To review all existing topoqraphi cal surveys for the following objects and carry out the remaining if it is still not
complete.
- Collector and transmission mains, longitudinal section
at a s ca1e of 1 : 2000 I 1 : 200
layout map a scale of 1: 1000
- Distribution system, layout map at a scale of 1 :2000,for
the main ring or branch of the system longitudinal sec tions at a scale of 1 : 2000 I 1 : 200
- Sites of deep wells, reservoir, oressarizing station,
public bath-house, survey maps at a scale of 1 : 200.
- Special crossinos, layout mans and section at a scale of
1 : 100.
- Lane 4cauisition sketches for construction sites and
rights of-way at suitable scales.
IV.

TENDER DOCUMENTS.
Cipta Karya will furnish to the consultant the standard tender do cuments to be used for this project. Only the bills of quantities
and additional items of work, materials and equipment will be added
to the standard documents .
The documents will have the following chapters :
-

invitation
bidding instructions and appendices
information and drawings
form of agreement
general conditions
technical specifications
bill of quantities.

ln the design and tender documents it should be mentioned that all
material and equipment to be chosen in this project should have to
meet the Indones i an Industrial Standards (SII)

and be l ocally pro-

duced material and equipment whenever possible.
The tender documents will cover all procurement, civilworks and
installationswhich will be carried out by the Directorate Genera l
of CIPTA KARYA of the Ministry of Public Works in the implementa tion of the project according to the final design, i.e. :
procurement of pipes fitting, valves and accessories;
-

procurement and installation of electro-mechanical
equipment for the deepl'lells chlorination and the pressurized station;

V.

-

pipe laying and appurtenant works;

-

civil works for the reservoir and other building.

REPORTS.
During the execution of the work the consultant shall submit

the

following reports to Cipta Karya.
1.

Progress Renorts, submitted monthly which describe the activi ties such as staff schedules, progress of works , contractor's
work progress, events which may influence the project and

the

project time schedule.
2.

Interim Reports, which contain results of pumping test,
testing,water analyses and other activities which are

soil
needed

to be recorded for later use on the project.
3.

Predesi gn Study Report, submitted two months after consultant's
commencement of work . The details of the study are

described

in Chapter II.
4.

Final Report, the final report will contain a complete description of the elements of the water supply system and will

be

accompanied by :
-

the hydraulic computation of the distribution network
and transmission systems;

-

the static computation for civil work structures;

-

the soil mechanic computations;

- the implementation diagram;
- the project cost estimates broken down in to l ocal and
foreign costs, including the disbursement schedule;
- cash flow and income statement of Blitar Water Supply
Enterprise.
