ARRANGEMENT
BETWEEN
THE DIRECTORATE GENERAL OF POSTS AND
TELECOMMUNICATIONS,
MINISTRY OF COMMUNICATION AND INFORMATION TECHNOLOGY
OF THE REPUBLIC OF INDONESIA
AND
SINGAPORE POST LIMITED
CONCERNING JOINT ISSUE OF STAMPS
The Directorate General of Posts and Telecommunications, Ministry of
Communication and Information Technology of the Republic of Indonesia
(hereinafter referred to as "Indonesian party") and Singapore Post Limited
(hereinafter referred to as "Singaporean party") collectively hereinafter referred to
as "both parties";
Desiring to strengthen the friendly relation between the people of Indonesia and
Singapore;
Referring to Memorandum of Understanding between the Government of the
Republic of Indonesia and the Republic of Singapore Concerning Cooperation in
the Field of Information and Communication signed at Singapore on September
10, 2007;
Pursuant to the prevailing laws and regu lations in their respective countries;
have agreed an arrangement as follows:
Article I
Both parties have agreed to jointly issue a set of special stamps fenturing
"Tourist Attraction" on October 28th. 2009.
Article II
In order to ensure the smooth issuance of the stamps, the following arrangement
has hereby been worked out:
a. Stamp Size and Subject
The size of the stamps for Indonesian party is 28.0 - 30.0mm x 38.5 - 40.0mm
and for Singaporean party is 40mm x 30mm including the frame of a stamp. The
stamps will be devoted to photographic images of:
Subject
Tourist
Attraction
Indonesia
Singaraja
Taman Mini Indonesia lndah
Singapore
Merl ion
Sentosa Island
b. Stamp Designs and Manufacturing
1. As to the stamp designs, both parties have taken relevant procedures.
Both parties agreed to choose the above-mentioned draft designs.
2. Both parties should finish the final designs respectively and exchange the
final artworks and relevant background materials by August 281h , 2009.
3. Each party should be responsible for its own designs of the lay out, text,
and denomination of the stamps as well as for printing its own stamps.
4. Each party should be responsible for gaining the copyright of the original
stamp designs respectively and authorize the other party to use the
designs gratuitously for printing stamps. The stamp designs can not be
used for any product other than philatelic items without the agreement
reached by both parties.
c. Denomination of Stamps
The denomination of the joint issue of stamps shall be equal to the rate of 20
grams of domestic and international standard letter within both parties for regular
postal communication.
d. Press Announcement and Promotion
After signing the arrangement, both parties will publish a news release on the
joint issue of stamps accord ing to its own practice. Each party will inform the
other party of the date for the news release 30 days in advance.
e. First-Day Issue Ceremony
1. Both parties agreed to issue the joint stamp series on October 2811', 2009.
2. In case of exchanging personnel to take part in the First-Day Ceremony of
the other party, each party should bear the international transportation,
board and lodging costs for its own delegation, while the host party should
provide the local transportation cost for the visiting delegation during their
visit.
f. Exchange of Stamps
1. Both parties should receive 5.000 (five thousands) sets of stamps printed
by the other party one month prior to the date of issuance regardless of
the denomination and mutual settlement and have 1.000 (one thousands)
precancelled first day covers.
2. Transportation charge for sending the stamps should be borne by the
sending party and if there is any other relevant cost occurred in the
destination country, it should be borne by the receiving party.
3. These stamps are dedicated to documenting and producing
commemorative philatelic items fpr official activities such as the First-Day
Issue Ceremony.
4. No circulation of such stamps should be made before the issuance date of
stamps in each country.
5. Both parties agreed to supply additional quantity of stamps to the other
party, as may be required by that other party, at a rate less than the face
value of the stamps, which rate shall be mutually agreed .
Article Ill
Any differences arising out of the interpretation and/or implementation of this
Arrangement shall be settled amicably through consultation and/or negotiations
between both parties.
Article IV
Any amendments to this Arrangement shall only be made after consultation and
by mutual written consent of both parties.
Article V
1. This Arrangement shall enter into force on the date of its signing.
2. This arrangement shall terminate after the completion of the cooperation
unless otherwise decided by both parties.
IN WITNESS WHEREOF, the undersigned, have signed this Arrangement.
DONE in two original copies in Singapore on August 26 1h, 2009 in English.
