PROTOCOL TO AMEND ARTICLE 3 OF THE ASEAN
FRAMEWORK(AMENDMENT)AGREEMENT
FOR THE INTEGRATION OF PRIORITY SECTORS
The Governments of Brunei Darussalam, the Kingdom of
Cambodia, the Republic of Indonesia, the Lao People's
Democratic Republic (hereinafter referred to as "Lao PDR"),
Malaysia, the Union of Myanmar, the Republic of the
Philippines, the Republic of Singapore, the Kingdom of
Thailand and the Socialist Republic of Viet Nam, Member
States of the Association of South East Asian Nations
(hereinafter collectively referred to as "ASEAN" or "Member
States" or singularly as "Member State"),

RECALLING the decision of the 37th Meeting of the ASEAN
Economic Ministers held in Vientiane, Lao PDR on 28th
September 2005, to study and identify measures to develop
the logistics services sector for priority integration;
CONSIDERING the necessity to revise the ASEAN
Framework (Amendment) Agreement for the Integration of
Priority Sectors (hereinafter referred to as "Framework
(Amendment) Agreement") to reflect the changes necessary
to move ahead with the integration of logistics services as a
new priority integration sector;
DESIRING to reflect the changes to the Framework
(Amendment) Agreement pursuant to Article 25(1) of ASEAN
Framework Agreement for the Integration of Priority Sectors
done at Vientiane, Lao PDR on 29 November 2004,
HAVE AGREED AS FOLLOWS:
ARTICLE 1
Amendments to Article 3 of the Framework
(Amendment) Agreement

Member States agree that notwithstanding Article 3 of the
ASEAN Framework (Amendment) Agreement, the end date
for liberalisation of logistics services and reference to the
date in Article 3 shall be amended, mutatis mutandis, in
accordance with Appendix 1 to the ASEAN Sectoral
Integration Protocol for Logistics Services Sector.
ARTICLE 2
Final Provisions

1.
This Protocol shall form an integral part of the
Framework (Amendment) Agreement.
2.
This Protocol shall enter into force 180 (one hundred
and eighty) days after the date of its signature.
3.
This Protocol shall be deposited with the SecretaryGeneral of ASEAN, who shall promptly furnish a certified
copy thereof to each ASEAN Member State.
IN WITNESS WHEREOF, the undersigned, being duly
authorised thereto by their respective Governments, have
signed this Protocol to amend Article 3 of the ASEAN
Framework (Amendment) Agreement for the Integration of
Priority Sectors .

PERSETUJUAN KERANGKA KERJA ASEAN
UNTUK INTEGRASI SEKTOR-SEKTOR PRIORITAS
Pemerintah-pemerintah Brunei Darussalam, Kerajaan Kamboja, Republik
Indonesia,
Republik
Demokratik Rakyat
Laos
(selanjutnya
disebut
sebagai "Laos"), Malaysia, Uni Myanmar, Republik Filipina, Republik Singapura,
Kerajaan Thailand, Republik Sosialis Vietnam, Negara-negara Anggota
Perhimpunan Bangsa-bangsa Asia Tenggara (selanjutnya secara bersama-sama
disebut sebagai "ASEAN" atau "Negara-negara Anggota" atau secara sendiri
sebagai "Negara Anggota"),
MENGINGAT Keputusan Sidang Para Menteri Ekonomi ASEAN ke-37 yang
diselenggarakan di Vientiane, Laos pada tanggal 28 September 2005, untuk
mengkaji dan menetapkan kebijakan-kebijakan untuk mengembangkan sektor
jasa-jasa logistik untuk integrasi prioritas;
MENIMBANG perlunya untuk mengubah (Perubahan) Persetujuan Kerangka
Kerja ASEAN untuk lntegrasi Sektor-sektor Prioritas (selanjutnya disebut sebagai
"(Perubahan) Persetujuan Kerangka Kerja") untuk mencerminkan perubahanperubahan yang diperlukan untuk bergerak maju dengan integrasi jasa-jasa
logistik sebagai suatu sektor integrasi prioritas baru;
BERHASRAT untuk mencerminkan (Perubahan) Persetujuan Kerangka Kerja
sesuai dengan Pasal 25 (1) Persetujuan Kerangka Kerja ASEAN untuk lntegrasi
Sektor-sektor Prioritas yang dibuat di Vientiane, Laos tanggal 29 November 2004,
TELAH MENYETUJUI HAL-HAL SEBAGAI BERIKUT:
PASAL1
Perubahan Pasal 3 dari (Perubahan) Persetujuan Kerangka Kerja
Negara-negara Anggota menyepakati bahwa meskipun terdapat Pasal 3
(Perubahan) Persetujuan Kerangka Kerja ASEAN, batas akhir untuk liberalisasi
jasa-jasa logistik dan tanggal acuan dalam Pasal 3 dimaksud wajib diubah,
secara mutatis mutandis, sesuai dengan Apendiks 1 Protokol lntegrasi Sektoral
ASEAN untuk Sektor Jasa-jasa Logistik.

PASAL 2
Ketentuan Akhir
1.
Protokol ini wajib merupakan bagian yang tidak terpisahkan dari
(Perubahan) Persetujuan Kerangka Kerja.
2.
Protokol ini wajib mulai berlaku 180 (seratus delapan puluh) hari setelah
tanggal penandatanganannya.
3.
Protokol ini wajib disimpan oleh Sekretaris Jenderal ASEAN, yang wajib
dengan segera mengeluarkan suatu salinan resmi daripadanya kepada masingmasing Negara Anggota ASEAN.
SEBAGAI BUKTI, yang bertanda tangan di bawah ini, yang diberi kuasa penuh
oleh Pemerintahnya masing-masing, telah menandatangani Protokol untuk
mengubah Pasal 3 dari (Perubahan) Persetujuan Kerangka Kerja ASEAN untuk
lntegrasi Sektor-sektor Prioritas ini.
DIBUAT di Makati City, Filipina, tanggal Dua Puluh Empat Agustus Tahun Dua
Ribu Tujuh, dalam satu salinan asli dalam Bahasa lnggris.
