RELATING TO
THE INDONESIA AUSTRALIA TECHNICAL AND
VOCATIONAL EDUCATION PROJECT: PART B (IATVEP: B)

GENERAL

1.

THIS MEMORANDUM expresses the understandings of the
Government of Australia and the Government of the
Republic of Indonesia concerning the responsibilities
and contributions of the two Governments in regard to
the provision of technical assistance to the
Directorate of Technical and Vocational Education,
Ministry of Education and Culture, by the Government of
Australia under the IATVEP:B Project. The Project is

intended to contribute to improvement in the quality
and relevance of technical and vocational education at
school level through development of the Indonesian
Directorate of Technical and Vocational Education's
capacity to plan, manage, monitor and evaluate its
acti,·ities, as further described and detailed in Annex
I of this Memorandum.

EXECUTING AGENCIES

2.

The Executing Agencies for this Project will be:
For the Government of the Republic of Indonesia;
The Directorate of Technical and Vocational Education,
Ministry of Education and Culture.
For the Government of Australia;
The Australian International Development Assistance
Bureau (AIDAB) of the Department of Foreign Affairs and
Trade.

AIDAB will nominate suitably qualified persons,
organisations or corporations to undertake any part of
its function on its behalf.

DEFINITIONS

3.

For the purposes of this Memorandum, "Australian
Project personnel" means persons who are not nationals
or permanent residents of Indonesia, who are accredited
by the Government of the Republic of Indonesia to work
in Indonesia in an activity under this Memorandum and
whose salaries or other costs are funded from the
Australian contribution to the Project.

4.

This Memorandum will take effect from the date of its
signature. The Australian contribution to the Project

and all undertakings given herein will cease five years
after the date of commencement of the Project or on
such other date as may subsequently be arranged between
the two Governments.

PROJECT ORGANISATION

5.

Responsibility for the development and direction of the
Project will be vested in a Project Coordinating Board
which will be chaired by the Director General of
Primary and Secondary Education. Membership of the
board will include representatives of the Directorate
of Technical and Vocational Education, Indonesia's
National Planning Development Agency (BAPPENAS) and
other relevant authorities nominated by the Government
of the Republic of Indonesia. Membership of the Board
will also include representatives nominated by the
Australian Embassy in Jakarta and others nominated at

the discretion of the Government of Australia. The
Board will meet not less than twice a year over the
life of the Project.

6.

Functions of the Project Coordinating Board will
include:
(a)

coordinating policy, funding and operations for
the Project;

{b)

reviewing and reporting on progress to the two
Governments; and

(c)


recommending to the two Governments changes in
either the Project design or budget.

7.

The Project Implementation Unil (PIU) will be
responsible for the day to day management of Project
Implementation. Membership of the PIU will include the
Project Manager, appointed by the Directorate of
Technical and Vocational Education, and the Australian
Team Leader.

RESPONSHULIT'i'.
8.

Overall responsibility for this Project as outlined in
Annex II will rest with the Government of Lbe Republic
of Indonesia . Decisions on implementation of the

Project will be decided jointly by the two Governments.
The (lnal authority for implementation of those
decisions will rest with the Director of Technical and
Vocational Education after consultations with the
Australian Team Leader.

CONTRIBUTIONS
9.

The contribution of the Government of Australia is
detailed in Annex III and is estimated at
A$15.867 million. The contribution of the Government
of the Republic of Indonesia is detailed in Annex IV
and is estimated at Rp. 4571 million.
Disbursement of
the Indonesian and Australian Governments'
contributions will be subject to prevailing annual
budget appropriations. Annual budgets, including
forward allocations and actual disbursements, will be
prepared by both Governments.


PROJECT TMPJ, EMENTATION AND MONITORING

10.

The two Governments will monitor progress of Lhe
Project jointly on a regular basis. Implementation and
monitoring will be in accordance with the Project
Design Document, this Memorandum, the Project
Implementation Document, as amended from time to time,
and annual plans to be prepared by the Australian
consultants in cooperation with their Indonesian
counterparts. The consultants will produce a progress
report, not less that twice a year, which will form the
basis for monitoring by the Directorate of Technical
and Vocational Education and the Australian Embassy in
Indonesia.

11.

A joint review of the Project's progress, performance
and prospects may be undertaken at a time mutually
arranged by both Governments to provide guidance on
contributions and directions for the remaining term of
the Project. Such a review would be undertaken by a
joint team appointed by the two Governments and
independent of the staff involved in the Project.

12 .

For the purposes of this Project, the Government of the
Republic of Indonesia will, in accordance with the
prevailing laws and regulations, facilitate the
employment by the Government of Australia of persons,
organisations or corporations nominated by it to
undertake its functions on its behalf, and of
Australian Project personnel as required for the
Project. by:

(a}

exempting or paying income taxes or other taxes on
Australian Project personnel;

(b}

granting exempt.ion from import and other duties on
the personal and household effects of Australian
Project personnel;

(c}

granting exemption from taxes and duties on the
purchase in Indonesia of one locally assembled
motor vehicle by each of the Australian Project
personnel on condition that it either be sold to a

person who has the same privileges, or to the
Agents authorised by the Government of the
Republic of Indonesia. In order to qualify for
such exemption the Australian Project personnel
must be assigned to the Project on a long term
basis of at least Lwelve (12) consecutive months;

(d)

granting to Australian Project personnel all
rights and entitlements accorded to the aid
personnel of any other donor country; and

(e)

expediting the issue of all documentation required
for the entry of, and performance of work by,
Australian Project personnel including work
permits or certificates for eligible persons.


SUPPLIES

13.

(a)

The Government of the Republic of Indonesia will,
in accordance with prevailing laws and
regulations, grant exemption from import duties
and other central , state and regional government
taxes on all supplies purchased by the Government
of Australia for the Project.

(b)

The Government of the Republic of Indonesia will
facilitate movement of Project equipment and
supplies by providing appropriate customs and
wharfage facilities in the port of entry and will
be responsible for the expeditious transport of
such equipment and supplies to the Project site.

(c)

Project equipment and supplies provided by the
Government of Australia will be available for the
unrestricted use of the Project and will not be
withdrawn from such use without the consent of the
Project Coordinating Board. The Australian Team
Leader, in consultation with the Indonesian
Project Manager, will exercise administrative
control over such supplies for the duration of the
Project or until such time as the Government of
Australia consents to their release from the
Project.

(d)

All equipment and vehicles supplied under this
Project shall, upon completion of this Project, or
at such earlier time mutually agreed by the
parties to this Memorandum, become the property of
the Directorate of Technical and Vocational
Education.

LIABILITY
14.

The Government of the Republic of Indonesia will be
responsible for dealing with any claims which may be
brought by third parties against the Government of
Australia and its advisers or Australian Project
personnel and will hold harmless the Government of
Australia and its advisers or Australian Project
personnel, in case of any claims or liabilities
resulting from operations under this Memorandum. This
provision will not relieve any person from liability
resulting from any criminal, grossly negligent or
fraudulent act on the part of that person.

LIABILITY ARISING FROM SHORT TERM ATTACHMENT IN AUSTRALIA
15.

(a)

(i)

The Government of Australia undertakes to
assume full responsibility for conducL of
Government of the Republic of Indonesia
personnel while they are in Australia on
short term attachments under this Memorandum.

(ii) In return for the Govern.menL of Australia's
undertaking in sub-paragraph 15(a)(i), the
Government of Indonesia underLakes to
indemnify the Government of Australia against
all payments made and all costs, damages and
expenses incurred by it as a result of any
claims which may be brought agalnst such
Government of the Republic of Indonesia
personnel or the Government of Australia, its
officers, servants and against any third
party arising from the conduct of Government
of the Republic of Indonesia personnel in
Australia pursuant to this Memorandum.
(b)

The Government of the Republic of Indonesia will
indemnify the Government of Australia in respect
of claims brought by the Government of Australia's
contractor against the Government of Australia for
damages arising from Government of the Republic of
Indonesia's failure to carry out its obligations
pursuant to this Memorandum.

SECURITY
16.

SETTLEMENT

The Government of the Republic of Indonesia will
arrange for any protection necessary to ensure the
safety of the person and property of Australian Project
personnel and of their dependants, and of Australian
Project equipment and supplies, either at the Project
location, in transit in Indonesia, or on any olher
official representational activity in Indonesia. The
Australian Government will take precautions to ensure
that Australian Project personnel have due regard for
local traditions and customs.

OF DIFFERENCES
17.

Any disputes arising out of the interpretation or
implementation of this Memorandum will be settled
amicably by consultation or negotiation between the two
Governments .

AMENDMENTS
18.

Amendments to this Memorandum may be made at any time
by an Exchange of Letters between the two Governments.

19.

ANNEXES I to IV of this Memorandum are an integral part
of it.

ACTIVITY DESCRIPTION
Background
1.

During the Government of the Republic of Indonesia's fifth five
year plan (Repelita V) from 1989/90 to 1993/94 educational policy
will shift from the quantitative goals of Repelita IV to
qualitative improvement and consolidation of achievements to
date. Only limited expansion will lake place and this only
according to specific development needs.

2.

Specifically for technical and vocational education (TVE), the
prime objectives of Repelita V are to improve the quality of
inputs, the efficiency of administration, the relevance of the
technical and vocational system, and to reduce regional
disparities in access.

3.

The Indonesia Australia Technical and Vocational Education
Project: Part B (IATVEP:B) aims to improve the quality and
relevance of technical and vocational education through
systematic development of human resources to improve the
Directorate of Technical and Vocational Education's (DTVE)
capacity to plan, manage, monitor and evaluate its activities.

4.

Under IATVEP:B sustainability will be promoted by the production
of procedures manuals and the institutionalising within DTVE of
project developed procedures. The extensive training program for
counterparts and staff directly involved in project activities,
will also contribute significantly to sustainability. The
project has been designed to capitalise on the strength of the
existing system and to promote sustained development which does
not require large increases in the recurrent TVE budget once
Australian assistance is concluded .

5.

IATVEP:B will be managed and implemented independently of but in
close coordination with the Asian Development Bank's Second
Vocational Education Project (VOCED II) and Second Agricultural
Education Project (AGRO II) the Indonesia Australia Technical and
Vocational Education Project, Part A (IATVEP:A) and other
projects contributing to DTVE systems development.

Objectives
6.

The goal of IATVEP:B ls to contribute to improvement in the
quality and relevance of technical and vocational education at
the school level through development of the TVE system's human
resource capacity to plan, manage, monitor and evaluate its
activities.

Components
7.

The project is structured into seven components as set out below:

Component 1.

Human Resource Development {HRD) Planning and
Management

8.

This component aims to create and manage a system wide human
resources development (HRD) plan and Lo improve the capacity of
the DTVE to satisfy its HRD training needs.

9.

This component includes the design, i mplementation and management
of training . This involves counterpart and short-course training
(in Australia and in Indonesia) and will result in the improved
capability of DTVE to perform its functions, including teaching
and administration at all levels, and the on-going capacity to
update HRD plans. Components 2 to 6 (see below) will assist in
the implementation of the plan as well as achieving other
specific improvements in the TVE system.

10.

Product ion of the IlRD plan will enable improved management,
planning, implementation, monitoring and evaluation (including
standards setting and testing).

Component 2.

11.

This component aims to improve administration and management
through a system wide management information system (HIS).

12.

The HIS will consolidate and integrate databases existing in
separate sub-directorates, providing a means for better data
record keeping and analysing to assist improved educational
resources planning of TVE. Data communication linkages will be
established to enable communication with regional offices, the
Directorate General of Primary and Secondary Education (DGPSE)
and the Informatic Centre of Research and Development at the
Ministry of Education and Culture (HOEC). Staff training and
manuals will help to ensure the continued updating and use of
the MIS which will pilot the development of a ministry-wide MIS.

The data system will be developed to provide physical and human
resource information. This information will be as comprehensive
as possible within the operational context.

Component 3.

Curriculum Development

14 .

This component will improve the TVE system's ability to develop
curricula relevant to employment needs. It will establish the
models and skills necessary for DTVE to coordinate industrial and
other technical expertise in improving the relevance of
curricula. Links with other agencies involved in industrial
Lraining and standards at both local and national levels will be
established and institutionalised.

15.

Appropriate models of curriculum development will be introduced
and student tracer and employer studies carried out.
Procedures-manuals and mechanism will be developed to provide
DTVE with an on-going capacity in curriculum development
management.

Component 4.

Facilities and Equipment Planning

16.

This component aims to improve DTVE ' s ability to design and plan
the utilisation of teaching/learning facilities in TVE schools
and to ident)fy from curricula the equipment required for
teaching, to specify it and to effect its procurement and
installation.

17.

The establishment of procedures and coordination of relevant
industrial expertise to facilitate design and specification,
supply and installation in accordance with needs expressed by the
schools, will occur in this component.

Component 5.

Maintenance

18.

This component will aim to establish a system-wide inventory for
buildings, furniture and equipment , Lo implement a program of
maintenance, and to create procedures for monitoring malnlenance.

19.

This component will review and revise the current inventory
system for school buildings, furniture and equipment and
establish procedures for a systematic maintenance program for
these assets.

Component 6 .
20.

Management at Provincial Level

This component will improve the TVE system's management capacity
at provincial levels and its capacity for in-school and regional
in-service activities.

Project Management

This component aims to effectively achieve the objectives of the
above components through the provision of effective management of
the Project's activities and inputs .

MAIN

RESPONSIBILITIES

1.

The central executing authority for the Project for the
Government of the Republic of Indonesia will be the Directorate
of Technical and Vocational Education (DTVE) within the
Directorate General of Primary and Secondary Education of the
Ministry of Education and Culture.

2.

Delailed monitoring and coordination of progress in the
implemenlalion of the project will be undertaken by the Project
Coordinating Board (PCB), outlined in Clauses 5 and 6 of this
MOU . The PCB meetings will be held at least twice a year and
will be supplemented by more frequent meetings of the IATVEP:B
Project Implementation Unit (PIU).

3.

The PIU will act as a working group dealing with day-to-day
project implementation activities and as a committee dealing with
project planning, monitoring, evaluation and reporting. The PIU
will meet as a comJDittee at least four times a year.

4.

Australian advisers and Indonesian officials will cooperate in
ways consistent with the achievement of project objectives and
with ongoing processes and requirements of the Government of the
Republic of Indonesia.

5.

The Australian contractor team (under the supervision of the
Government of Australia), comprising both long and short term
personnel, will provide management and technical support to DTVE.

AUSTRALIAN GOVERNMENT CONTRIBUTION
1.

The Government of Australia will make contributions to the
project totalling an estimated A$15.87 million over a five year
period. Details are set out below and in the Project De sign
Document (August 1990). It should be noted that these
c ontributions, especially their timing, may be subject to change
(with consultation with the Government of the Republic of
Indonesia) during lhe course of t h e Project.

2.

Australia will provide inputs in kind in the form of advisers
(long-ter:m 258 person months; short-term 33 person months),
in-Australia training (720 person months), and English language
training (306 person months) to be conducted at the Indonesia
Australia Language Foundation. Australia will also provide
computer hardware costs for the Management Information System,
support costs for project activities, management and adviser
initiatives .

INDONESIAN GOVERNMENT CONTRIBUTION
1.

The Government of the Republic of Indonesia will make
contributions totalling Rupiah 4,571 million (A$3.27 million)
over a five year period. Details are set out below and in the
Project Design Document .
It should be noted that these
contributions, especially their timing, may be subject to change
(with consultation with the Government of Australia) during the
course of the Project.

2.

Indonesia will provide Indonesian management costs and Project
staff allowances, local Indonesian costs of in-Australia
training, recurrent budget for the Management Information System,
and forty percent of in-Indonesia training costs (3,622 person
months).

Office Accommodation
The Government of the Republic of Indonesia, in accordance
with the prevailing laws and regulations, will provide
reasonable office space at DTVE headquarters whjch will
allow Australian advisers to work as closely as possible
with counterpart officials and the Project Implementation
Unit .
