MEMORANDUM OF UNDERSTANDING
BETWEEN
THE GOVERNMENT OF THE REPUBLIC OF INDONESIA
AND
THE GOVERNMENT OF THE ISLAMIC REPUBLIC OF IRAN
IN THE FIELD OF EDUCATION
The Government of the Republic of Indonesia and the Government of the Islamic
Republic of Iran, hereinafter referred to as "the Parties";
Considering their mutual interest in promoting cooperation in the area of
education;
Desiring to expand and to intensify mutually beneficial cooperation in the field of
education;
Taking into account the discussion between the Minister of National Education of
The Republic Indonesia and the Minister of Sciences, Research and Technology of
the Islamic Republic of Iran regarding cooperation in the field of education held in
Jakarta in June 2006;
Referring to Cultural Agreement between the Government of the Republic of
Indonesia and the Imperial Government of Iran signed in Tehran on 27 April 1971;
Pursuant to the prevailing laws and regulations in their respective countries, as
well as the procedures and policy of the Government of the Republic of Indonesia
and the Government of the Islamic Republic of Iran concerning educational
cooperation;
Have agreed as follows:
ARTICLE I
OBJECTIVE
The objective of this Memorandum of Understanding is to develop educational
cooperation on the basis of equality, reciprocity and mutual benefit, and to promote
relations and mutual understanding between the Parties.
ARTICLE II
SCOPE OF COOPERATION
The Parties shall encourage and facilitate cooperation on the following areas:
1. Exchange of information and scientific publication on early childhood, primary
and secondary education in the form of formal , non-formal, as well as in-formal
education , vocational and technical and higher education;
2. Exchange of teachers and educational staff, faculty members and students;
3. Exchange of experts in primary and secondary, in the form of formal, nonformal, as well as in-formal education , vocational and technical and higher
education;
4. School and university/polytechnic improvement through collaborative efforts
such as school partnership, joint programs, and joint student activities;
5. Recognition of degrees awarded by Indonesian and Iranian educational
institutions in consideration for admission to other institutions of both countries;
6. Staff development for teachers, educational staff, faculty members in
leadership, management training, and other relevant fields ;
7. Provision of scholarships for students, teachers and lecturers of the parties;
8. Joint research and faculty development initiatives;
9. Organizing conference, seminar and exhibition on scientific topics by
educational institutions of both countries;
1O. Introducing language of both countries in the respective educational institutions;
11. Provision of internship program for vocational and technical education at
secondary and tertiary levels;
12. Other areas as mutually agreed upon by the Parties.
ARTICLE Ill
EXECUTING AGENCY
Government of the Republic of Indonesia shall designate the Ministry of National
Education as the executing agency and the Government of the Islamic Republic of
Iran shall designate the Ministry of Sciences, Research and Technology as the
executing agency
ARTllCLE IV
TECHNICAL ARRANGEMENTS
The cooperation under this Memorandum of Understanding shall be implemented
by specific arrangements concluded by the Parties.
ARTICLE V
FINANCIAL ARRANGEMENTS
The implementation of the activities under this Memorandum of Understanding is
subject to the availability of fund and personnel of the Parties.
ARTICLE VI
JOINT WORKING GROUP
1. The Parties agree to establish a joint working group to facilitate the
implementation of this Memorandum of Understanding.
2. The Joint Working Group shall be co-chaired by the Department of National
Education of the Republic of Indonesia and the Ministry of Sciences, Research
and Technology of the Islamic Republic of Iran with participation of other
agencies as deemed necessary, and shall meet at least annually, either in
Indonesia or Iran. Under certain circumstances such meeting could not be held,
the Parties shall exchange documents or information in lieu of such meeting.
3. The Joint Working Group shall review the implementation of this Memorandum
of Understanding regularly.
ARTICLE VII
PROTECTION OF INTELLECTUAL PROPERTY RIGHTS
Any activities under this Memorandum of Understanding resulting in Intellectual
Property Rights shall be subject to specific arrangement concluded by the Parties.
ARTICLE VIII
LIMITATION OF PERSONNEL ACTIVITIES
The Parties shall ensure that their personnel engaged in the activities under this
Memorandum of Understanding shall not engage in political affairs and any
ventures or activities in Indonesia and Iran outside the program of cooperation
under this Memorandum of Understanding.
ARTICLE IX
SETTLEMENT OF DISPUTE
Any dispute arising out of the interpretation and/or implementation of this
Memorandum of Understanding shall be settled amicably through negotiation or
consultation.
ARTICLE X
AMENDMENT
This Memorandum of Understanding may be reviewed and amended at any time,
by mutual written consent of the Parties. Such revisions or amendment shall come
into effect on such date as may be determined by the Parties and shall form an
integral part of this Memorandum of Understanding.
ARTICLE XI
ENTRY INTO FORCE, DURATION AND TERMINATION
1. This Memorandum of Understanding shall enter into force on the date of its
signing;
2. This Memorandum of Understanding shall remain into force for a period of 3
(three) years and shall be extended automatically for the same period unless
either Party notifies in writing of its intention to terminate this Memorandum of
Understanding 6 (six) months in advance.
3. The termination of this Memorandum of Understanding shall not affect the
validity and duration of any arrangements, programs, activities or projects made
under this Memorandum of Understanding until the completion of such
arrangements, programs, activities or projects unless the Parties decided
otherwise.
IN WITNESS WHEREOF, the undersigned, have signed the present Memorandum
of Understanding.
Done in duplicate at Tehran on the eleventh day of March in the year two thousand
and eight in the English language. Both texts being equally authentic.
