MEMORANDUM OF UNDERSTANDING
BETWEEN
THE DEPARTMENT OF FOREIGN AFFAIRS OF
THE REPUBLIC OF INDONESIA
AND
THE MINISTRY OF FOREIGN AFFAIRS OF
THE KINGDOM OF THE NETHERLANDS
ON TRAINING COOPERATION FOR INDONESIAN DIPLOMATS
The Department of Foreign Affairs of the Republic of Indonesia and the Ministry of
Foreign Affairs of the Kingdom of the Netherlands hereinafter referred to as "the
Signatories";
DESIRING to facilitate and conduct cooperation programs on education and
training for Indonesian diplomats;
CONSIDERING the need to provide the opportunity for Indonesian diplomats to
receive education and training in the Netherlands on diplomatic skills and
international relations issues from experts in the Netherlands;
REFERRING to the Memorandum of Understanding between the Government of
the Republic of Indonesia and the Government of the Kingdom of the Netherlands on
the Agenda for Renewed and Intensified Bilateral Cooperation signed in The Hague
on February 3,2000;
HAVE COME TO THE FOLLOWING UNDERSTANDING:
Article 1
AREA OF COOPERATION
The Signatories decided to facilitate and conduct annual training programs for each
level of Indonesian diplomats (senior, mid-career, and junior) on diplomatic skills
and international relations issues.
Article 2
TRAINING PROGRAMS FOR INDONESIAN DIPLOMATS
(1)
Training programs for each level of Indonesian diplomats are held every year
and will be supported by the Ministry of Foreign Affairs of the Kingdom of the
Netherlands in the form of financing of a number of scholarship for education
and training in the Netherlands;
(2)
The Ministry of Foreign Affairs of the Kingdom of the Netherlands will
support the training programs through providing
through to the
Netherlands Institute of International Relations Clingendael on the basis of a
Grant Decision;
(3)
The Ministry of Foreign Affairs of the Kingdom of the Netherlands carries no
responsibility or liability to any third party for activities administered by the
Netherlands Institute of International Relations Clingendael pursuant to the
Grant Decision;
(4)
For the content, scope, schedule, maximum number of scholarships provided
for every level of Indonesian diplomats, duration and materials of the training
programs, the Signatories refer to the project document as submitted by the
implementing agencies and as approved in March by 2004 by the Signatories;
(5) The selection of the candidates for scholarship will be the responsibility of the
Department of Foreign Affairs of the Republic of Indonesia;
(6) The management of the training programs will be supervised by the
Signatories;
(7)
The Ministry of Foreign Affairs of the Kingdom of the Netherlands will also
provide funds to the Netherlands Institute of International Relations
Clingendael to facilitate in Jakarta, Indonesia, an introduction course to culture
and the Dutch language to the junior diplomats prior to their departure to the
Netherlands.
Article 3
EXECUTING AGENCIES
(1)
The Department of Foreign
of the Republic of Indonesia designates the
Center for Education and Training of the Department of Foreign Affairs of the
Republic of Indonesia as the Executing Agency responsible for the
implementation of this Memorandum of Understanding;
(2)
The Ministry of Foreign Affairs of the Kingdom of the Netherlands recognizes
the Netherlands Institute of International Relations Clingendael to be fully
responsible for the implementation of the training programs, through above
mentioned Grant Decision. The Ministry of Foreign Affairs of the Kingdom of
the Netherlands and its Embassy in Jakarta will facilitate where necessary and
requested.
Article 4
AMENDMENT
This Memorandum of Understanding can be reviewed or amended at any time by
joint decision by the Signatories. Such revisions or amendments shall enter into force
on such date as may be determined by the Signatories and will form an integral part
of this Memorandum of Understanding.
Article 5
COMING INTO EFFECT, DURATION AND TERMINATION
(1)
This Memorandum of Understanding will come into effect on the date of its
s1gnmg;
(2)
This Memorandum of Understanding will remain in effect for a period of three
(3) years;
(3)
The expiry of this Memorandum of Understanding will not affect the validity
and duration of any scholarships which have started prior to, and still on-going
on the date of expiration of this Memorandum of Understanding.
IN WITNESS WHEREOF, the undersigned have signed this Memorandum of
Understanding.
