Joint Statement
Between
The Minister for Trade of the Republic of Indonesia
and the Secretary of the General People's Committee for Industry, Economic and
Trade of the Great Socialist People's Libyan Arab Jamahiriya

1.
The Minister for Trade of the Republic of Indonesia, H.E. DR. Mari Elka
Pangestu paid a visit to the Great Socialist People's Libyan Arab Jamahiriya 011 the
3rd_5th April 2009 and met with her counterpart H.E. DR. Muhammad Ali Al-Huege,
the Secretary of the General People ' s Committee for Industry, Economic and Trade
of the Great Socialist People's Libyan Arab Jamahiriya on the occasion of the
convening of the 38 1h Tripoli International Fair 2009.

H.E. Minister DR. Mari Elka Pangestu expressed her congratulation to the
Libyan Leader, Col. Moammar Ghaddafi for being chosen as the Chairman of the
African Union th.rough !he Secretary I-1.E. DR. Muhammad Ali Al-Huege.

H.E. Minister DR. Mari Elka Pangcstu and the Secretary H.E. DR.
Muhammad Ali Al-Huege (hereinafter referred to as "the Parties") emphasized the
importance of cooperation between fndonesia as member of the Association of

South East Asian Nations (ASEAN) and Libya as member of the African Union
(AU) which have already played an important role in their respective region, that
could also contribute in improving cooperation between the two continents.

The Parties noted with satisfaction and welcomed the result of the First
Meeting of the Joint Commission between the two countries, held in Yogyakarta,
23-25 March 2009 which would further enhance the bilateral cooperation between
the two countries in the fields of industry, economic and trade.
5.
The Parties exchanged views on issues pertaining to the bilateral relations
particularly in the field of economic, trade and investment for the interest and
benefits of tht:' two countries and peoples.
6.
The Parties expressed their satisfaction for the strengthening of bilateral
cooperation and their desire to continue increasing the flows of bilateral commerce
through trade diversification. as well as to promote and to stimulate the investment
of both countries.
7.

The Parties welcomed the signing of:

a.

The Agreement betwern the Repuhlic of Indonesia and the Great
Socialist People' s Libyan Arab Jamahiriya on the Promotion and
Reciprocal Protection of Investment,

b.

c.

The Memorandum of Understanding on Trade Cooperation between
the Republic of Indonesia and the Great Socialist People's Libyan
Arab Jamahiriya,
The Agreement on the Establishment of Business Council between
the Indonesian Chamber of Commerce and Industry and Libyan
Chamber of Commerce and Industry.

The Parties noted the need for the two countries to resume negotiation on the
Agreement for the Avoidance of Double Taxation and the Prevention of Fiscal

Evasion with Respect to Taxes and the Prevention of Fiscal Evasion with Respect to
Taxes on Income.
9.
The Parties also noted the need for the two countries to finalize the
Memorandum of Understanding in the Field of Skilled and Semi-Skilled
Employment submitted by the Republic oflndonesia during the First Meeting of the
Joint Commission, held in Yogyakarta, 23-25 March 2009.
The Parties also noted the need for the two countries to commence talks in

the fields of:
a. Arrangement between commercial banks to facilitate trade and
investment activities.
b. Standardization Cooperation
c. Protection of Traditional Knowledge and Folklore Cooperation.

The Secretary of the General People's Committee for Industry, Econ:o mic
and Trade of the Great Jamahiriya expressed his high appreciation for the
participation of Indonesian companies in the 38th Tripoli International Fair 2009.

H.E. Minister DR. Mari Elka Pangestu expressed her sincere gratitude to the

of the General People's Committee for Industry, Economic and Trade of
thl! Great Jamahiriya for the warm welcome and hospitality accorded to her and the
Indonesian Delegation during this visit, which reflects the long-standing friendship
and multifaceted cooperation between the two countries and peoples.

H.E. Minister DR. Mari Elka Pangcstu reiterated the invitation of H.E.
President of the Republic oflndonesia to the Libyan Leader to visit Indonesia.
14.
H.E. Minister DR. Mari Elka Pangestu invited the Secretary of the General
Peoples's Committee for Industry, Economic and Trade of the Great Jamahiriya to
visit Indonesia this year. The decision for the time of the visit will be communicated
through diplomatic channels.
