ABSTRAK
Indonesia didalam Pemilihan Umum menganut sistem Demokrasi. Dimana
seluruh warga negaranya untuk dapat bebas memilih Kepala Daerahnya.Dalam
kasus ini termasuklah Pegawai Negeri Sipil. Pegawai Negeri sipil merupakan
aparatur Negara yang dituntut untuk memiliki rasa bertanggung jawab,
profesionalisme dan memiliki kesetiaan. Karena peran Pegawai Negeri Sipil
adalah subyek utama dalam menjalankan perintah dan tugas Negara. Didalam
perundang-Undangan menetapkan bahwa Pegawai Negeri Sipil diwajibkan untuk
bersifat netral yaitu tidak menganut, tidak bergabung dan tidak mendukung Partai
Politik manapun.
Adapun kajian teori hasil peneltian yang mendukung netralnya Pegawai
Negeri Sipil Penelitian ini disusun dengan menggunakan metode penelitian
dengan memusatkan perhatian pada penemuan fakta-fakta sebagaimana keadaan
sebenarnya yang menggunakan metode pendekatan deskriptif. Teknik
pengumpulan data yang digunakan dalam penelitian ini adalah teknik
pengumpulan data yang diperoleh langsung dari sumbernya melalui penyebaran
kuisioner dan hasil wawancara peneliti dengan nara sumber dengan menggunakan
data primer. Teori-teori yang digunakan adalah Teori Sistem Pemilu, Teori
Birokrasi, Teori kebijakan, teori netralitas birokrasi dan peraturan maupun
perundang-undangan yang tertulis.
Dari hasil penelitian ini, didapat bahwa masih adanya Pegawai Negeri
Sipil yang termobilisasi baik adanya pengarahan dari atasan maupun lingkungan
sekitar.

(Study Analysis: Civil Government in the Ministry of Religion of North
Sumatera)
ABSTRACT
Indonesia adopts a General Election in the Democratic . Where all citizens
can freely choose to Regional Head . In this case have included the Civil
Government . Civil Government is a state apparatus that is required to have a
sense of responsibility , professionalism and loyalty . Because the role of the Civil
Government is the main subject in the run command and duty of the State. In the
legislation stipulates that civil Governments are required to be neutral is not
adhered to , do not join and do not support any political party .
The results of research that supports the theory of neutral civil
Government was prepared using the method of research by focusing on the
discovery of the facts as true state is using a descriptive approach . Data collection
techniques used in this study is the technique of gathering data obtained directly
from the source through the distribution of questionnaires and interviews with
informants researchers using primary data . The theories used are the Electoral
System Theory , Theory of Bureaucracy , policy theory , the theory of
bureaucratic neutrality and the rules and regulations are written.
From these results, it is found that there are still civil servants mobilized
both the existence of the direction of the supervisor and the environment .
