MEMORANDUM OF UNDERSTANDING
BETWEEN
THE GOVERNMENT OF THE REPUBLIC OF INDONESIA
AND
THE GOVERNMENT THE PEOPLE'S REPUBLIC OF CHINA
CONCERNING
THE ARRANGEMENT OF SPECIFIC PRODUCTS
UNDER
THE FRAMEWORK AGREEMENT ON COMPREHENSIVE ECONOMIC
COOPERATION BETWEEN THE PEOPLE'S REPUBLIC OF CHINA AND THE
ASSOCIATION OF SOUTHEAST ASIAN NATIONS

The Government of the Republic of Indonesia and the Government of the
People's Republic of China (hereinafter referred to as the "Parties"),
RECALLING Early Harvest Programme under the Framework Agreement on

Comprehensive Economic Cooperation between the People's Republic of China
and the Association of Southeast Asian Nations ("FA") has been implemented as
of January 1, 2004.
NOTING that the tariff reduction/elimination for the products contained in the

Normal Track under the Agreement on Trade in Goods of the Framework
Agreement on Comprehensive Economic Cooperation between the People's
Republic of China and the Association of Southeast Asian Nations has already
started since July 20, 2005 between the Parties.
HAVE AGREED AS FOLLOWS:

1. The tariff rates of the lines contained in ANNEX shall be incorporated
into the Specific Products lists under the Early Harvest Programme as
set out in the ANNEX2 of Frame Agreement between the Parties.
2. The tariff rates of the above products shall be eliminated immediately
between the Parties as of January 1, 2007.
3. The Rules of Origin set out in the Framework Agreement on
Comprehensive Economic Cooperation between the People's Republic
of China and the Association of Southeast Asian Nations and the
Agreement on Trade in Goods of the Framework Agreement on
Comprehensive Economic Cooperation between the People's Republic
of China and the Association of Southeast Asian Nations shall also be
applied to the above products and the government authorities eligible
for issuing Certificate of Origin shall be the same as those currently
under operation.

DONE at Bali, Indonesia, on this day of 6th October, 2006 in duplicate copies
the English language, with both copies being equally authentic.
