Memorandum of Understanding
between
the Government of the Republic of Indonesia
and
the Government of the Republic of France
for the
Enhancement of Safety Air Link for Eastern Indonesia

and
The Government of the Republic of France,
Whereas the Joint Declaration on Strategic Partnership Between Indonesia and France,
adopted in Jakarta on 1 July 20 II and the Declaration of Intent Between the Government of
the Republic of Indonesia and the Government of the Republic of France for the Enhanceme!lt
of Safety Air Links for Eastern Indonesia, express commitment to strengthen the cooperation
in the field of transportation;
Whereas, eager to deepen their technical and financial cooperation, the Government of the
Republic of Indonesia and the Government of the RepubJic of France wish to establish
partnerships in several strategic projects;
Whereas establishing safe air links contributes to economic development and represents the
best alternative for making the most remote regions in the archipelago more accessible,
particularly those in the East, for which reason the project of enhancing safety of air links to
several sites in Eastern Indonesia was included by the Indonesian authorities i.il the Blue Book
2011-2014 (BBPI 02205 04 092005 1060249);
especially with regard to air tratftc
\\'hereas France possesses substantial aviation ･ｸｰｲｩｮ｣ｾＬ＠
control! and has companies with internationally recognized expertise in this area;
Whereas this project marks a further step in the already fruitful cooperati0n in aviation
established with financial backing from the French authofities, French suppliers having
provided in the past a significant part of the Indonesian park of radars;
Whereas Indonesia and France wish that Indonesian and French compan!es would
involved in the project and could develop long ter.n partnerships;

The Indonesian and French authorities hereby re-affirm their intention to cooperate on the
project for reducing the isolation of Eastern Indonesia by establishing safe air li11ks. The
Parties agree to implement this cooperation as follows:
1.
France shall extend a concessional loan of up to a ceiling of €26.5 million through the
Reserve Pays Emergents (RPE, or Emerging Country Reserve Fund) ｾｶ＠ finance the
purchase of equipments for air traffic control and safety. among others radars, Rir traffic
control centers and communications systems for use at several ｳｩｴｾ＠
in Ea;:;tern Indonesia,
the list of which shall be approved by both Parties. These equipments will be supplied by
a French company selected, in line with the Inconesian laws and the RPE's norn.al
procedures.
