BETWEEN
THE GOVERNMENT OF THE REPUBLIC OF INDONESIA
AND
THE GOVERNMENT OF THE STATE OF PALESTINE
AT THE CONCLUSION OF THE STATE VISIT
AND BILATERAL TALKS BETWEEN
PRESIDENT OF THE STATE OF PALESTINE

AND
PRESIDENT OF THE REPUBLIC OF INDONESIA
H.E. DR. SUSILO BAMBANG YUDHOYONO,
JAKARTA, OCTOBER 22,2007
1. At the invitation of H.E. Mr. Susilo Bambang Yudhoyono, President of the
Republic of Indonesia, H. E. Mr. Mahmoud Abbas, President of the State
of Palestine, paid a state visit to the Republic of Indonesia on October 22,
2007. This was a historic event in the bilateral relations between the Republic
of Indonesia and the State of Palestine as it was the first visit by an
elected President of the State of Palestine to Indonesia. The visit also
allowed President Susilo Bambang Yudhoyono and President Mahmoud
Abbas to continue the constructive discussions which they held in New York
on 26 September 2007.
2. The meeting provided the occasion for the two leaders to review and
strengthen the bilateral cooperation between the Republic of Indonesia
and the State of Palestine, as well as to discuss peace in the Middle East,
particularly the Arab-Israeli conflict, which is rooted at the Palestinian cause.
3. President Yudhoyono reaffirmed Indonesia's strong commitment to
support the struggle of the Palestinian people and their leadership to
bring an end to the Israeli occupation that began in 1967, in accordance
with the rules and principles of international law and relevant United Nations
resolutions, and by accordingly reaffirming its commitment to a just and
peaceful solution of the Israeli-Palestinian conflict and to the legitimate right
of the Palestinian people to exercise self-determination and sovereignty in
their own state and homeland, on the basis of the pre-1967 borders, with
East Jerusalem as its capital, and upon the vision of two states-Palestine
and Israel-living side by side within secure and internationally recognized
borders.
4. President Yudhoyono expressed his concern at the worsening conditions
and the rapidly deteriorating situation in the Palestinian territories which are
emanating mainly from the continuation of the Israeli Military occupation
and the practices of the Israeli occupying forces of closures, besieges,
land confiscation, arrests, killings, and incursions. The unfortunate recent
internal Palestinian rift and violence had further increased the sufferings
of the Palestinian population, especially in Gaza Strip, due to the illegal
Israeli aggressive measures which had made the daily life conditions of
the people in Gaza almost impossible. President Yudhoyono calls upon
the international community to take more active and responsible stands to
alleviate the suffering of the Palestinian people and help them reach their
statehood.
5. The Government of the State of Palestine expressed its high appreciation
over Indonesia's constructive role in the world affairs, particularly in
maintaining international peace and stability and in mediating and
resolving conflicts. Moreover, the role of Indonesia in the United Nations
Security Council, its contribution within UNIFIL forces, its active role in the
OIC, and other regional bodies are all evident on Indonesia's commitment
toward international peace and security.
6. The two Presidents stressed the importance of a simultaneous, concerted,
maximized, and impartial efforts by the international community-including
of the Security Council, the Quartet, and the Arab League-in contributing
to the achievement of a just, comprehensive, and lasting peace in the Middle
East, based on relevant resolutions of the Council, including resolutions
242, 338, 1515, the Madrid terms of reference and the principle of Land
for Peace, and the Arab Peace Initiative.
7. President Yudhoyono welcomed the positive developments of the resumption
of bilateral meetings between President Mahmoud Abbas and Prime Minister
Ehud Olmert, and the initiative by the United States government to convene
an international conference to promote the peace process in the Middle
East. However, both Presidents believe that these efforts will be more
meaningful if Israel has genuine commitment to the discussion and resolution of
the four core issues, namely (a) the fate of Palestinian refugees, (b) the status
of Jerusalem, (c) the borders of a Palestinian state, and (d) the dismantlement
of Israeli settlements in the West Bank.
8. In their review of the situation in the Middle East, both Presidents expressed
their deep concern over the difficult situation in Iraq and the growing tensions
in the Gulf region, and the continuation of the political rift in Lebanon. Both
side expressed their support and solidarity with the Iraqi and Lebanese
peoples to maintain their unity and national sovereignty and stressed the
necessity of the dialogue and negotiation to solve the current crises in both
countries.
9. The two Presidents reviewed their bilateral relations and highlighted the
traditionally close and friendly relations between Indonesia and Palestine,
and the mutual understanding and goodwill that characterize these relations.
The two Presidents hope to enhance cooperation in various fields, including
politics, economy, trade, education, as well as human resource development
and training particularly in the framework of capacity building in Palestine.
10. The two Presidents agreed on the need to enhance and expand their relations
in various fields of mutual benefit, to explore all possible resources to
enhance bilateral cooperation, and to explore the possibilities to overcome
restrictions in such relations and cooperation by facilitating appropriate
measures. They also agreed to encourage their private sector's participation
in their respecting countries to help boost bilateral cooperation between
the two countries.
11. President Mahmoud Abbas appreciated the initiative of Indonesia within
the framework of the Asian-African Summit of 2005's declaration on the New
Asian-African Strategic Partnership (NAASP), to convene an international
conference on Palestine's capacity building at the level of ministerial meeting
in Jakarta, to discuss the possible means through which the Asian and
African nations could provide concrete support to the Palestinian people
in their efforts to form their future state.
12.1n preparation for the said conference, the two Presidents reached an
understanding to explore and materialize possibilities for technical
cooperation, particularly in the form of human resource development and
training in the sectors of public services and administration, public finance,
public construction, agriculture, health, education, small and middle scaled
enterprises, police training, and diplomatic training.
13. The two Presidents expressed their satisfaction on the signing of the following
documents:
a. Memorandum of Understanding on Consultation between the Government
of the Republic of Indonesia and the Government of the State of Palestine;
b. Memorandum of Understanding between the Government of the Republic
of Indonesia and the Government of the State of Palestine on Technical
Cooperation for Human Resource Development;
c. Memorandum of Understanding between the Department of Foreign
Affairs of the Republic of Indonesia and the Ministry of Foreign Affairs
of the State of Palestine on Education and Training Cooperation in
Diplomatic Affairs;
d. Memorandum of Understanding between the National News Agencies
of the Republic of Indonesia (ANTARA) and of the State of Palestine
(WAFA) on News Exchange and Media Cooperation; and
e. Memorandum of Understanding between the Government of the Capital
City of Jakarta of the Republic of Indonesia and the City of ai-Quds aiShareef of the Capital of the State of Palestine concerning Establishment
of Sister Capital City Cooperation.
14. The discussions were held in a cordial, friendly, and positive atmosphere,
marked by the spirit of cooperation and mutual understanding, which have
always characterized the relations between the two countries. President
Yudhoyono and President Abbas promised to maintain their close
consultations.
15. President Mahmoud Abbas and his delegation expressed their appreciation
for the warm welcome and hospitality extended by the Government of the
Republic of Indonesia, as well as for the unwavering support from the
Indonesian government and people to the struggle of the Palestinian people
for their legitimate right to full independence and sovereignty.
