Desiring to cooperate in the implementation of IKK Water Supply
Systems Using Photovoltaic Solar Cells as Source of Energy.
HAVE AGREED AS FOLLOWS :
ARTICLE
I

Objectives of the Project
1.

The Goverment of Indonesia wishes as part of its fourth five
years plan ( Repelita IV ) to provide new and/or improve
water supply systems in IKK throughout the country.
On the
other hand,
the utilization of indigenous new and renewable
energy source, such as solar energy potential for the water
pumping
in rural areas,
would improve the
economic
development of the villages.
The project will then provide
the water pumping system of five IKK in East Nusa Tenggara,
as well as the supply of solar photovoltaic equipment to be
installed in 2 of these 5 IKK as source of energy.

The project is further described in detail in the " Project
Proposal " attached to this Specific Agreement and being an
integral part of it.

ARTICLE II
Executing Agency
1.

a. The Government of Indonesia shall designate the Ministry
of Public Works and the Ministry of Mines and Energy as
the Agencies responsible for the realization of its
contribution to the project.
b. The
Ministry of Public Works shall designate
the
Directorate General of Human Settlement as the Executing

Agency responsible for planning and construction of water
supply.
The Ministry of Mines and Energy shall designate
the Directorate General of Electric Power and New Energy
as the Executing Agency responsible for the development
of new energy resources.

2.

The Government of the Kingdom of Belgium designates the
Belgian
Administration
for
Development
Cooperation
(hereinafter referred to as BADC) as its Executing Agency.
BADC
is represented in Indonesia by the
Development
Cooperation Section of the Belgian Embassy in Jakarta.

The
BADC will entrust the implementation of its contribution to
experienced consultants.
ARTICLE

III

The Government of the Republic of Indonesia,
in
with the prevailing laws and regulations shall :

b. Grant exoneration from all duties, other levies and taxes
on the technical apparatus and equipment brought in into

c. Give the required agreement for the Belg i an expert (s).
d. Appoint a responsible project manager who will act as an
interface between the Consultant and all Indonesian
services and organizations.
e. Provide qualified Indonesian counterparts.
f. Make available office facilities at the Directorate
General of Electric Power and New Energy in Jakarta,
including services secretary,
translation,
photocopy,
type writing,
domestic telephone,
required for the
implementation of the project.

g. Make available vehicles for the local transportation of
the Belgian experts in Jakarta and in Nusa Tenggara

h. Provide
permits and clearances necessary
for
effective and timely execution of the programme.

The implementation and disbursement of the contribution of
the Republic of Indonesia will be limited by and subject to
its normal budget appropriation.

In accordance with the prevailing laws and regulations,

travel for an in-house training and visits in Belgium.
The contribution of the Kingdom of Belgium will be
by and subject to its normal budget appropriation.

ARTICLE V
Communications
Any communication or document given,
made or sent by either
Government or their designated agencies pursuant to this
Agreement or annexes hereto shall be in writing and shall

be deemed to have been duly given, made or sent to the party
to which it is addressed at the time of its delivery by

ARTICLE VI
Control and Evaluation
1.

Both Governments may review the aims,
objectives and
implementation of the project and if necessary discuss the
main problems occuring during the implementation of the
project at the convening of a joint commission for this
purpose.

2.

The Government of Indonesia reserves the right to request
the Belgian Government to recall any of
consultant's
personnel in Indonesia whose services and/or activities are
found
unsatisfactory
of for reasons
of
misconduct,
misbehaviour or illness.

At any time,
both Governmnets may supervise and/or
on the spot the state of progress of the project.

Where necessary and after consultation, both Governments may
evaluate the project or part of its implementation aspects.
ARTICLE VII
Settlement of Dispute

Any dispute arising out of the interpretation or implementation
of
this Specific Agreement shall be settled amicably
by
consultation or negotiation between the two Governments.
ARTICLE VIII
Entering into Force and Validity
This Specific Agreement and the attached Project Proposal shall
enter into force on the date of its signature and remain in force
on the date of its signature and remain in force until the
completion of the project.
Amendments to the Specific Agreement,
not
resulting in any increased cost to any of the contracting
parties,
may be made at any time with the mutual consent of the
Government by Exchange of Letters.

PROJECT PROPOSAL
IKK WATER SUPPLY USING PHOTOVOLTAIC
SOLAR CELLS AS SOURCE OF ENERGY

1.

BACKGROUND.
The Government of Indonesia (GOI) whishes as part of
its fourth five year plan (Repelita IV)
to provide new
and/or improve water supply systems in 1800 IKK (Ibu Kota
Kecamatan) throughout the country.
Indonesia,
as the largest archipelago, lies over l/8th
of earth circumference has many remote areas as well as
remote isolated small islands.
Moreover, the major part of
the population live in those areas, where the availability
of clean drinking water supply is still inadequate.
Under the Belgium- Indonesia bilateral aid programme,
agreements have been reached between GOI and the Government
of Belgium for the financing of :
Water supply project,
comprising of five IKK water
supply systems in Nusa Tenggara Timur (NTT) Province,
under Belgian supported project (GTA- 52d ) .
Supply of solar photovoltaic equipment to be installed
in two of five IKK water supply systems in NTT
Province,
as source of energy for water pumping, under
Belgian supported project (CTA- 117).
From various surveys it is known that the average solar
energy potential in NTT Province is between 1668 KWH/m2 to
1946 KWH/m2 per year.
The average radiation is 6 hours/day
and solar radiation intensity is about 500 - 700 KV/cm2 per
year.
Based on the above background,
the potential of solar
energy is worth to be considered as source of energy for the
IKK water supply system under the Belgium assistence.

2.

The total engagement of DJCK is proposed to be
equivalent to five hundred thousand US$ within this
engagement the DJCK will provide :
Counterpart staff for project preparation.
Construction cost for implementation,
including
civil works and installation of the equipment.

5.

ENGAGEMENT OF THE PARTIES.

The total engagement of the Belgian Government is
one million five hundred thousand US$ within this engagement, Belgium will provide :
Preparation of the project (detailed design).
Supply CIF Jakarta on the equipment and accessories for the implementation of 5 IKK water supply.
Supply CIF Jakarta of the solar PV cells and
accessories for the implementation of 2 these 5
IKK water supply.
Supervision of the construction and instalation
works in the 5 IKK,
and the starting up of the
systems.
Board,
lodging and local travel expenses of
Indonesian staff during their visit to Belgium for
training in solar ce ll s f act ories.
International
air fare between Indonesia and
Belgium for Indonesian trainees.
Board and lodging expenses for Belgian experts in
Indonesia corresponding to a total of 18 man x
months.
International
air
fare between Belgium
and
Indonesia and domestic air travel expenses for the
Belgian experts.
5.2. Contribution of DJLEB.

---------------------The total engagement of DJLEB is equivalent to
twenty thousand US$-within this engagement DJLEB will
provide :
Availability of a vehicle for transportation in
Jakarta for this activity.
Office facilities at the Directorate General of
Electrical Power and New Energy building
in
Jakarta including services (secretary,translation,
photo copy, type writing, etc).
Access to available information in Government.
Offices relevant to the executing of the programme
and active participation of Government staff in
the tranfer of available information.
Authorization,
permits and clearences necessary
for the effective and timely execution of the
programme.
Training for maintenance and operation of the
system in the villages concerned.
Counterpart expenses, local travel and lump sum.

General information of the location where the
solar PV and equipment will be installed is briefly
explained as follows

Halilulik .
Number of inhabitants in the year 1980 area 2400.
Water source is from groundwater in Waibelakir,
the capacity of the well is known to be 2 . 5 l / s.
The water is to be pumped to Nisikun village .
The
photovoltaic solar cells will be used to pump
water from the main reservoir to the Nisikun area .

Kiupukan.
Number of inhabitants in the year 1980 area almost
6000.
The required pump capacity is 54 m3 / hour ,
and the solar cell is operating 5 hours / day .
The
photovoltaic solar cell will be used to pump water
from the existing spring capture to distribution
system.

Within the Directorate General of Human Settlement
(Direktorat Jenderal Cipta Karya/DJCK), the Directorate
of Water Supply (Direktorat Air Bersih),
hereinafter
referred to as DAB, is responsible for the execution of
this project.
The preparation of the project will be conducted
by DAB based on standard procedures of IKK survey and
design manual prepared by DAB.
The Ministry of Mines and Energy,
Directorate
General of Electric Power and New Energy (DJLEB)
in
Jakarta is responsible foe the development of new
energy resources.
Within
DJLEB,
Directorate
of
New
Energy
Development
(Direktorat Pengembangan Energi Baru)
is
responsible for the execution of this project.
The design of sollar photovoltaic water pumping
system will be prepared by DJLEB staff with the
assistance of the Belgian experts.

Within the limits hereinafter mentioned in ARTICLE
IV, the Government of Belgium is responsible, under the
bilateral
aid program,
of providing grants
for
financing
the implementation of 5 IKK water supply projects
in NTT Province (GTA-52d).
the supply of solar photovoltaic systems to be
installed in two of five IKK water supply projects
in NTT Province (CTA-117).
3.

PROJECT DESCRIPTION.

The objective of this project is
a.

to develop in each project town a viable water
supply system according to relevant GOI policies
on IKK water supplies, and

b.

to demonstrate solar energy as one of the new and
renewable energies available locally and to show
the
technical
feasibility and viability
of
photovoltaic solar cells application.
