C hiang Kai-she k C lique usurping the nam e of C hina are ille gal and without
force . The C hine se Gove rnm e nt doe s not re cognize the m and shall in no way
be bound by the m ”. By a com m unication date d 17 May 1988, the Pe rm ane nt
De le gation of the Pe ople ’s R e public of C hina to UNESC O inform e d the
Dire ctor-Ge ne ral that the pre ce ding de claration also applie d to the
C onve ntion conce rning the Ex change of O fficial Publications and Gove rnm e nt
Docum e nts be twe e n State s and to the C onve ntion against Discrim ination in
Education.
