Mengingat bahwa Perdjandjian Kebudajaan antara Pemerintah Republik lr:idonesia don
Pemerintah Republik Mesir, dengan tudjuan untuk lebih mempererat pertalian persahabatan jong
Alhamdulillah telah adq antara kedua Negara tersebut, disetudjui don ditandatangani oleh
Wakil-Wakil Berkuasa Penuh dari Pemerintah Republik Indonesia don Pemerintah Republik Mesir
pada tanggal sepul.uh hari bulan Oktober tahun seribu sembilan ratus limo puluh limo, Perdjandjian mono kato demi kata berbunji sebagai berikut:

PERSETUDJUAN KEBUDAJAAN ANTARA
PEMERINTAH REPUBLIK INDONESIA DAN PEMERINTAH REPUBLIK MESIR.
Pemerintah Republik Indonesia don Pemerintah Republik Mesir, terikat oleh naluri, agoma
don tjita-tjita jong soma, berhasrat mengadakan perdjandjian untuk memperkuat ikatan rohani
jang telah ado semendjak bertahun-tahun, don untuk meneg.uhkan usaha jong menudju kepada
pembentukan hubungan jong lebih rapat dalam lapangon kebudajaan, kesardjanaan don ilmu
pengetahuan antara kedua bangsa mereka;
Serta .untuk melaksanakan persetudjuan. bilateral dilapangan pengadjaran don kebudajaan seperti diandjurkan dalam kominike-bersama jong diterima oleh konperensi Asia don Afrika
dikoto Bandung dengan 「・セLエアョァ。ャ@
24 April 1955, telah mengangkat wakilnjo seperti jong
tersebut dibawah ini don jong akan bertindak atas nama pemerintah mereka masing-masing,
jaitu:
Mr. Boerhanudin Harahap,
Menteri Luar Negeri a. i. Republik Indonesia atas nama Pemerintah Republik Indonesia, don
Dr. Ali Fahrni Al Amroussi,
Duta Besar Republik Mesir di Dja karta atas nama Pemerintah Republik Mesir.
Kedua Wakil-Wakil setelah memeriksa surat-kepertjajaan mereka masing-masing, terdapot
lengkap, telah mentjapai perset.udjuan sebagai berikut :

Pasal 1.
Para Pihak Ag.ung jong Berdjandji akan mengandjurkan penukaran guru besar universitas,
perguruan tinggi, kuliah don lembaga agama Islam, baik dengan penukaran perutusan maupun
gur.u besar-tamu, serta memberikan kelonggaran mengenai tempat tinggal bagi mereka.

Pasal 2
Para Pihak Agung jong Berdjandji menerangkan keinginon mereka untuk mengandjurkan
penukaran mahasiswa antara .u niversitas don pemasukan keuniversitos, serta memberikan
kelonggaran untuk pema sukan itu don untuk tempat perumahan mereka.

Pasal 3
Para Pihak Agung jang Berdjandji akan mengandjurkan pembentukan kursus bahasa
Indonesia pada universitas di Mesir don kursus bahasa A rab pada universitas di Indonesia,
dengan mempergiat penukaran guru-gur.u besar; lamanja waktu penempatan guru-guru besar ata.u
lektor-lektor tersebut akan ditetapkan setiap kalinja dengan persetudjuan antara kedua pemerintah Negara tersebut.
Pasal 4
Para Pihak Agung jang Berdjandji akan melakukan semua usaha bersama unt.uk memberikan kelonggaran unt.uk menjelenggarakan perd jalanan keliling dalam lapangan pendidikan,
kebudajaan kepada pesertanja segala sokongan rohani dan djasmani jang dapat diberikan
kepada mereka.
Pasal 5
Kedua Pihak Agung jong Berdjandji berusaha untuk 's oling menukar didalam Negara
masing-masing penjelidikan dalam lapangan ilmu pengetahuan dan penjelidikan peladjaran
umum, baik jang menudj.u kearah penamba han kesedjahteraan perekonomian, sosial dan
djasmani, maupun jang bertudjuan kebangkitan pusaka kebudajaan nasional, peradaban Islam
dan istiadat sebagai warisan dari para leluhur.
Pasal 6
Kedua Pihak Agung akan mengusahakan kelonggaran penukaran penerbitan-penerbitan
dalam lapangan pendidikan dan kebudajaan, termasuk buku-buku, surat-surat berkala, siaransiaran, perlengkapan pendidikan dan kebudajaan don bahan-bahan pendidikan lainnja. Mereka
akan mempertimbangkqn pula pembebasannja dari pada bea-bea pemasukan dan keringanan
bea-bea penterdjemahan hingga serendah-rendahnja dengan maksud membangkitkan kebudajaan
dan ilmu pengetahuan.
Pasal 7
Para Pihak Agung jong Berdjandji akan berusaha memperlindungi hak-hak para penulis,
para seniman dan para penerbit dengan perdjandjian-perdjandjian tersendiri jong akan diadakan antara mereka.

Pasal 8
Untuk memperkuat hubungan antara kedua Bangsa jong tersebut dan untuk menambah
pengertian antara rakjat kedua Negara, para Pihak Agung jong Berd'jandjii akan menjed iakon
rentjana tersendiri dalam rentjana penjiaran radio nasional mereka, dengan maksud menjebarkan sega la sesuatu jong mendjadi perhatian pihak jong lain mengenai program teknik dan kebudajaan. Djuga dengan memudahkan penukaran surat-surat kabar, madjallah-madjallah, filmfilm kebudajaan di kedua Nega ra dan denga n memad jukan keolahragaan, sandiwara dan pertundjukan-pertundjukan kesenian, kuliah-kuliah dan kund jungan peladjaran.
Pasal 9
Persetudjuan .ini akan diratifikasi, dan mulai berlaku sedjak ta nggal pertukaran naskah
ratifikasi jong akan berlangsu ng dikota Kairo.
Pasal 10
Masing-mc;:ising Pihak jong Berdjand ji depot melahirkan permintaan membatalkan persetudjuan ini dengan memberitahukan kepada Pihak Agung jong Berdjandji jang lain, dan pembatalan itu mempunjai kekuatan enam bulan sesudah pemberitahuan tersebut.

Pasal 11
Persetudjuan kebudajaan ini disusun dalam bahasa Indonesia don Arab. Kedua naskah
itu mempunjai kekuatan jong soma.
Naskah resmi berbahasa lnggeris jong akan menent.u kan, djikalau ada terdapat perbedaan arti
antara naskah Indonesia don naskah Arab.

RATIFICATION OF CULTURAL

AGREEMENT BETWEEN

THE REPUBLIC OF INDONESIA AND THE REPUBLIC OF EGYPT.
Whereas a Cultural Agreement between the Government of the Republic of Indonesia and
the Government of the Republic of Egypt, designed to strengthen further the bonds of friendship,
now happily existing between them, was concluded and signed by the respective plenipotentiaries
of the two Governments at Djakarta on the tenth day of October, nineteen hundred and fifty five,
which agreement is, word for word, as follows:
CULTURAL AGREEMENT BETWEEN
THE GOVERNMENT OF THE REPUBLIC OF INDONESIA
AND
THE GOVERNMENT OF THE REPUBLIC OF EGYPT

The government of the Republic of Indonesia and the Government of the Republic of Egypt,
linked by t he same traditions, religion and objectives, being desirous of concluding an agreement
in order to strengthen the spiritual ties existent betw een their nations;
Also in order to realise a bilateral agreement in the field of Education and Cult.ure as was
recommended in the joint communique issued by the Afro-Asian Conference at Bandung, 24th April,
1955, have appointed the following two representatives to act on behalf of their respective
Governments, ·i. e.
Dr. Boerhanoedin Harahap, Minister for Foreign
Affairs a . .i. on behalf of the Republic of Indonesia,
and
Dr. Ali Fahrni Al Amroussi, Ambassador of Egypt in
Djakarta on Behalf of the Republic of Egypt.
The two representatives having examined their credentials and found them complete, have agreed
as follows:
Article 1.
The High Contracting Parties shall promote the exchange of professors of universities,
high col leges, and Islamic re ligious institutions, either by delegation exchange or by visiting
professors, and provide facilities for their accomodation.

Article 2.
The High Contracting Parti es declare their desire to promote exchange of students between
universities and their admittance therein, gra.nting faci lities for their admittance and accomodation.

Article 3.
The High Contracting Parties shall promote the organisation for Indonesian language
courses in Egyptian universities and Arabic language courses in Indonesian universities, through
promoting the exchange of professors; the term of appointment of such professors or lecturers to
be decided in each case with the approval of the government of the two countries.

programmes a specia l programme for the purpose of diffusing what interests the other party on
cultural and technical programmes.
Also by facilitating the exchange of newspapers, reviews, cultural films in the two
countries as well as by promoting sport, stage and artistic performances, lectures and educational
visits.

of concluding an agreement in order to strengthen the spiritual ties
existent between them since years and to consolidate their efforts to
establish closee cultural, intellectual and scientific relations between
their nations;
also in order to realise a bilatera l agreement in the field
of Education and Culture as was recommended in the joint 」ッュオョゥセ・@

The two representatives having examined their credentials
and found them complete, have agreed as follows:
Article 1

I

The High Contracting Parties shall promote the exchange of
professors of universities, high colleges, colleges and iウャセゥ」@
religious
institutions, either by delegation exchange or by visiting professors,
and provide facilities for their accomodation.
Article 2
The High Contracting Parties declare their desire to promote
exchange of students between universities and their admittance エィ・イ
・ Mゥ ᄋLセ@
granting facilities for their admittance and accomodation.
Article 3
The High Contracting Parties shall promote the organisation
of Indonesian language courses in Egyptian universities and of Arabic
language courses in Indones.ian universities, through promoting the exchange of professors; the tenn of appointment of .· such professors or
lecturers to be decided in each case with the approval of the governments
of the two countries.
Article 4
The High Contracting Parties shall make every joint effort in
granting facilities to educational, cultural and technical tours in both
countries and shall give their members all possible moral and material
facilities.

Article 6

duties and reduction of translation fees to the lowest _possibl,e level

This agreement will be ratified; it will come into force from

Each Contracting Party could ask for the denunciation of this

to the other High Contracting Party
and that denunciation come s into force after the expiration of six months
from the date of the notific a tion.
Article 11
Thi s cultural ngreement is drawn up in the Arabic o.nd in the
Indonesian language. Both texts hcve equal value.
The officia l English text will prevail in case of divergent
interpretation of the aイョ「セP@
and the Indonesian texts.
