LETTER OF INTENT
BETWEEN
THE NATIONAL INSTITUTE OF PUBLIC ADMINISTRATION OF
THE REPUBLIC OF INDONESIA
AND
THE CENTRAL OFFICIALS TRAINING INSTITUTE OF THE MINISTRY OF PUBLIC
ADMINISTRATION AND SECURITY OF
THE REPUBLIC OF KOREA

The National Institute of Public Administration (NIPA) of The Republic of Indonesia
and

The Central Officials Training Institute (COTI) of The Ministry of Public

Administration And Security of The Republic of Korea hereinafter referred to as "the
Parties";

Desiring to further expand the favorable relations of partnership and cooperation
between the Parties;

Pursuant to the prevailing laws and regulations of their respective countries;

Do Hereby Declare the intention of the Parties to cooperate as follows :

1. The Parties will explore areas of mutual interest with a view to identifying and
developing programs in the field of public administration.

2. The Parties will explore the potential cooperation in the field of public
administration through the following forms:

a. Exchange of experience and knowledge on research, education and training;
b. Exchange of publications and academic reports;
c.

Joint publications on public administration;

d. Joint research programs and the organization of workshops, conferences, and
symposia;
e. Development of training programs for public officials;
f.

Exchange of researchers, trainers, experts and faculty members; and

g. Any other forms of cooperation that shall be jointly decided upon by the Parties.

The Letter of Intent is the expression of intent of the Parties and is not intended to
create legal rights and obligations between the Parties and any third party against the
Parties, including their participation in international agreements.

The Parties agree that this document serves as the· initial step with a view to
establishing a formal cooperation to be officiated by signing the mutually agreed
instrument.
