THIS MEMORANDUM expresses Lhe understandings of
the Government of Au stralia and the Government of
the Republic of Indonesia concerning the
responsibilities and contributions of the two
Governments in regard Lo the provision of
technical assistance to the Directorate General of

Lhe Government of Australia under the

Indonesia-Australia Eastern Universities Project .
The Project is intended to enhance the academic
cnpab i lities of staff in the basic sciences,
agriculture, a n imal science and English language
at targeted state universities in the Eastern
islands of Bali, Lo mbok and Timor, and
participating state universities in Sulawesi,
Amhon and Irian Jaya and to assist in the
development use of library and laboratory
facilities at the same universities, as further
desc ribed and detailed in Annex I of this
Memorandum and further described in project design
and implementation documents .

The Executing Agencies for Lhis Project will be:

3.

For the purposes of this Memorandum, "Australian
Project personnel" means persons who are not
nationals or permanent residents of Indonesia, who
are accredited by the Government of the Republic

of Indone£in to work in Indonesia in an activity
under this Memorandum und whose salaries or other
costs at'e funded from the Australian contribution
to the Project.

4.

This Hemorandum will take effect from the date of
its signature.
The Australian contribution to the
Project and all undertakings given herein will
cease five years after the date of commencement of
Lhe Project or on such other date as may
subsequently be arranged between the two
GoYernments.

PROJECT ORGANISATION

Responsibility fort.he development and direction
of the Project will be vested in a Project
Coordinating Board which will be chaired by the
Director General of Higher Education .
Membership
of the Board will include representatives of the
Directorate General of Higher Education,
Indonesia's National Planning Development Agency
(Bappcnas) and other relevant authorities
nominated by the Government of the Rcµublic of
Indonesia. Membership of the Board will also
include representatives nominated by the
Australian Embassy in Jakarta and others nominuted
at the discreLion of the Government of Australia.
The Board will meet not less than twice a year
over the life of the Project.


6.

Functions of the Project Coordinating Board will
include:
(a)

will be responsible for the day to day management

detailed in Annex III and is estimated at $A23.815
million.
In addition, up to 118 fellowships will
be provided at an estimated cost of $A11.8 million
under AIDAB's Sponsored Training Progrnm.

allocation for the Indonesia-Australia Eastern
Universities Project. is estimated aL $1\35 . 615

Project jointly on a regular basis. Implementation
and monitoring will be in accordance with the

ACTTVTTY DESCRIPTION
Background
1.

During the Government of the Republic of Indonesia fifth
five year plan (Repelita V} from 1989/90 to 1993/94
educational policy will shift from the quantitative goals of
Repelita IV to qualitative improvement and consolidation of
achievements to date.
Only limited expansion will take
place and Lhis only according to specific development needs .

2.

Development of lhe eastern universities is a high priority
of the Government of Indonesia (GOIJ.
This is reflected in
the recently increased budgetary allocations to Lhe eastern
provinces and is supported 「セ@

and economic development of the region.

3.

The Indonesia-Australia Eastern Universities Project (IAEUP)
is the result of Design Study conducted by AIDAB in July
1988. This was in response to a request from the Government
of Indonesja for assistance with the development of selected
state universities in Eastern Indonesia.

A Project Implementation Document (PIDl has been prepared hy
WO Scott International Development Consultant Pty. Limited
who have been selected to manage Lhe project on behalf of
AIDAB .

managed.

Memorandum .

selected faculties and departments in eastern islands

an expansion in the subject knowledge
and an upgrading of the teaching skills and programs of
faculty staff enabling these institutions to enlarge their
contributions to regional and national development.

Under these components the aim is to improve and increase
Lhe subject knowledge and the quality of basic science
agriculture and animal science teaching in undergraduate
courses, within the study or ウ・イセゥ」@
programs in the above
universities.

This will be achieved by a series of activities which
include : the production of course materials comprising of
lecture notes, assignments and course assessment material;
specialist in- service courses which will be given by Short
Term Advjsors (STAsl and for Long Term Advisors HltセウI@
together wiLh Indonesian resource university lecturers; the
development of laboratory and field work teaching programs
and manuals: post graduate fellowship awards; and short term
study visits lo institutions in both Indonesia and
Australia.

Progression to post graduate fellowships in セオウエイ。ャゥ@
will
be via ITB Basic 5Gience Bridging Program for those who wish
to acquire Basic Science qualifications or for those who
wish to preserve their major interest, they will be offered
' hybrid' masters fellowships .

Senior members of staff of Lhe above universities, in
association with Australia LTAs and STAs wil I be encouraged
Lo participate in the upgrading program, particularly in
departmental and faculty projects associated with staff
members returnJng from or currently involved with post
graduate fellowships .

This component aims to improve teaching quality at the Sl
level by providing an effjcient technical base .

The Project will ensure :

(1)

The efficient running of laboratories for standard
teaching programs.
This will be implemented at each of
the target universities by cooperation between
Indonesian academic staff and technicians, together
with the subject area LTA, the technician development
LTA, and STAM where appropriate.

(2}

The repair and maintenance of major items of analytical
equipment, particularly those in the ョ・セャケ@

analytical laboratories.

(3)

The necessary workshop training, more partic11larly for
technicians in the basic science area.

This component is directed to the improvement of the
operations of the libraries at the three target universities
and advice and staff upgrading at the two participating
universities. The focus is on the improvement of existing
systems and the possible application of computer assisted
approaches to cataloguing and lending systems in order to
provide a more efficient service for staff and students.
Strong emphasis is also placed on the development of the
existing inter-library loan network and the use where
possible of information retrieval from a variety of online
database.

Activities to assist library improvemenls will include:

assistance to users in accessing library holdings, to
improve Lhe use of existing collections

Indonesin-Australiu Eastern Univcrsitites Project.

The resources of these universities will be enga!;!cd through
se\·eral activit.ies as follows:

Resource university staff will combine with Australian
shorL term advisers as counterparts in the development
and conduct of short courses in the disciplines and in
library and English language development at I.he target.

Project monitoring and evaluation will form an important and
integral part of the project, and a separate component has
been included to permit full planning and control of the
activities involved.
These will include both:

Major rPviews of project programs and development, leading

directions and emphasis, and whether any modifications are
required to imp1ementntion schedules, are planned Lo be

The PCB will be presPnted with findings and conclusions from
all features of the project monitoring and evaluation
systems, and will 11sp these to direct and control the
continuing management and administration of the project.

The central executing authority for th e Project for the

Detailed monitoring and coordination of progress in the
implementntlon of the Project will be underLaken by the

the IAEUP Central Project Implementation Unit (CPTU).
