LETTER OF INTENT

between
THE MINISTRY OF ENERGY ANO MINERAL RESOURCES (MEMR)
OF THE REPUBLIC OF INDONESIA

and
THE INTERNATIONAL ENERGY AGENCY (IEA)
ON THE DEVELOPMENT OF ENERGY POLICY ANO MANAGEMENT

THE MINISTRY OF ENERGY AND MINERAL RESOURCES (MEMR) of the Republic
of Indonesia and THE INTERNATIONAL ENERGY AGENCY (IEA). an autonomous agency

within the framework of the Organisation for Economic Co-operation and Development
(OECD) (hereinafter referred to as "the Partiesw),




BEARING IN MIND that Indonesia plays an important role in the world for better energy
security and environmental sustainability, and that the IEA has accumulated experience and
expertise in pursuing its Shared Goals known as the 3Es (energy security, environmental
sustainability, and economic dsvelopm•nt),
BEARING IN MIND the importance of clear, well developed and comprehensive
energy policy ano management baeed on international 'best practice' for MEMR's optimal
planning and management of Indonesia's energy sector,
RECOGNISING the constructive interaction and pragmatic work to date of the MEMR
and the IEA, including the ISA in..ctepth Energy Policy Review of Indonesia, a milestone work

for oo-operauon conductea between 2006-06; MEMR statisticians training courses at the IEA;
the ongoing MEMR·IEA two-way exchange of information and data: and Indonesia's
participation on the IEA Coal Industry Advisory Board,
RECOGNISING that the IEA has the capacity to assist MEMR in the development of
MEMR aner9y policy and energy management

RECOGNISING that the MEMR has the capacity to assist the IEA in understanding

developing economies' energy issues. data and information, and
DESIRING that the Parties h::avtt a fr.amework for eo--operation for underte1k.ing various
programs related to energy .policy and energy management development.
DO HEREBY declare that:

1. this Letter of Intent (LOI) Is to provide ;.;. framework for co-operation to undertake
various programmes and activities to assist Indonesia in developing its sound energy
policy and management and to foster ᄋセ@ two-way exchange of information and data
between the MEMR and the IEA.

2. the two Parties intend to develop and pursue the following scope of co·operation:

a) optimisation of the energy mix, including a focus on renewable:
b) energy markets, regulatory frameworks, and investment;
c) energy supply security, including oil and natural gas emergency preparedness;

d) energy conservation and efficiency;
e} cleaner technologies, and technology deployment;
f) facilitation of energy research and development;
g) energy and the environment. including climate change;

h) energy infol'TT'tation and statistics, forecasting and modelling; and
i) any other matters to which they agree.
3. co-operation between the MEMR and the IEA under this Letter of Intent may take the
following forms:

a) review and analysis of policy and issues;

b) exchange of publicly available policy, technical eind research information, data
and publica1ions;



c) seminars, workshops and conferences:
d) site visits. training courses, and internships;
e) secondment of MEMR officials and Indonesian energy specialists:
f) visits of experts;
g) participation of MEMR and other relevant offloials in various IEA fore including,
but not limited to, IEA R&D technology networks ('Implementing Agreements'}:
h) partlcJpatlon of MEMR and other relevant officials in IEA committees, as agreed
at the time; and
i) any other form of co-operation to which they agree.
