MEMORANDUM OF UNDERSTANDING
BETWEEN
THE MINISTRY OF FOREIGN AFFAIRS
OF TH E REPUBLIC OF INDONESIA
AND
THE MINISTRY OF FOREIGN AFFAIRS
OF THE REPUBLIC OF TURKEY
INTRODUCTION
The Ministry of Foreign Affairs of the Republic of Indonesia and the Ministry of
Foreign Affairs of the Republic of Turkey, hereinafter jointly referred to as
"Parties",
Acknowledging the strengthening of bilateral relations between Indonesia and
Turkey as shown by the existing cooperation at the governmental and nongovernmental level,
Determined to strengthen friendly relations, between the two countries and
peoples, and to enhance dialogue and co-operation based on openness,
mutual respect, common benefit and on the principle of sovereign equality,
Wishing to develop a new type of relationship and foster more direct
consultations between the two Ministries of both countries at all levels,
Recognizing the need to further improve the already existing mechanism for
regular consultation between the two Ministries on matters of common interest,
Convinced that such a mechanism would facilitate consultation and would
include the holding of regular, structured meetings and ad hoc meetings,

Pursuant to the prevailing laws and regulations of the two countries
Hereby agree on the following:
ARTICLE 1
OBJECTIVES
The Parties will hold regular consultations at the level of Foreign
Ministers/Undersecretaries/Senior Officials to review and examine all aspects of
their bilateral relations and to discuss modalities of extending and deepening
the co-operation on regional and international issues of common interest.
ARTICLE 2
MECHANISM OF CONSU LTATION
The consultations will be held at least every two years or at any time, if deemed
necessary. The details concerning date, venue, agenda and level of
representation at the consultations will be agreed upon through diplomatic
channels.
ARTICLE 3
SCOPE OF CO-OPERATION
The Parties will carry out consultations and exchange of views on matters of
common interest, and in particular on the following:
1. Bilateral issues may include political, economic, cultural, social and
educational co-operation, as well as training programmes for diplomats
between the two Ministries;
2. Regional issues which may include those relating to ASEAN and other
regional economic co-operation and regional security;
3. Global political and security issues relating to the United Nations and
other international organizations
ARTICLE 4
AMENDMENT
This Memorandum of Understanding may be amended by mutual consent of
the Parties. Such an amendment will enter into force on a date mutually
decided by the Parties through diplomatic channels.
ARTICLE 5
ENTRY INTO FORCE, DURATION AND

This Memorandum of Understanding will come into effect upon signature by
both Parties for a period of 5 (five) years and will automatically be renewed for
another 5 (five) years, unless it is renounced by either Party by a written notice
to the other at least thirty (30) days prior to its intention to terminate this
Memorandum of Understanding through diplomatic channels.
ARTICLE 6
RELATIONSHIP WITH AGREEMENTS, CONVENTIONS AND OTHER
INTERNATIONAL LEGAL INSTRUMENTS
None of the articles of this Memorandum shall affect the respective rights and
obligations of the Parties regarding the Agreements, Conventions and other
international legal instruments, which they are part of, nor shall they generate
rights and/or obligations beyond the "Bilateral Consultations Mechanism" itself.
ARTICLE 7
DISPUTE SETTLEMENT
Any differences ansmg out of the interpretation or implementation of this
Memorandum of Understanding will be settled amicably through consultation
and negotiation.
