OF THE PEOPLE'S REPUBLIC OF CHINA

COOPERATION IN THE FIELD OF EARTHQUAKE AND TSUNAMI
Whereas the Meteorological and Geophysical Agency of the Republic of Indonesia is a
governmental non-ministerial agency responsible for implementing the government duties
among others in the field of geophysics covering the design and deployment of seismograph;
observation; data processing; data analysis; as well as authority to inform early warning
information according to the applicable laws and regulations, hereinafter referred to as
MGA;
Whereas Indonesian Institute of Sciences, a non-ministerial research organization in the
field of engineering, natural, social and humanities sciences established under the
Presidential Decree of Republic of Indonesia with its l'.egistered office at Jalan Gatot
Subroto I 0, Jakarta, 12710 Indonesia, hereinafter referred to as LIPI;
Whereas the China Earthquake Administration of the People's Republic of China is a
governmental organization directly under leadership of the State Council, granted mandate
in earthquake efforts including earthquake monitoring and prediction, earthquake disaster
prevention and earthquake disaster emergency response, hereinafter referred to as CEA;
MGA, LIPI, and CEA all of them hereinafter referred to as the Parties;
Desiring to strengthen scientific cooperation based on the principle of mutual interests and
benefits;
Referring to the Memorandum of Understanding on Scientific and Tecb.nology Cooperation
between the Government of the Republic of Indonesia and the Government of the People's
Republic of China, signed at Jakarta, 18 November 1994;

Taking into account the Intention on Cooperation between Meteorological and Geophysical
Agency of the Republic of Indonesia and China Earthquake Administration of the People's
Republic of China on Indonesia-China Digital Seismograph Network signed at Jakarta, 28
February 2005;
Pursuant to the prevailing laws and regulations in their respective countries as well as their
respective government procedures and policies on international technical cooperation;
Therefore, the Parties hereby agree as follows:
Article I
Objective
The objective of this Arrangement is to develop cooperation and exchange of data,
information and expertise in the field of seismology, earthquake-generated tsunami,
geophysics, earthquake engineering and counter measures for seismic hazard reduction.
Article 2
Scope of Activities
The activities of the cooperation under this Arrangement shall include but not limited to
such areas of mutual interests and benefits as follows:
a. Cooperation on establishing joint seismograph stations and its communication
network in mutual agreed areas as well as on improving the existing system;
b. Exchange of seismological and related data, information and relevant publications;
c. Cooperative data processing, analyzing and results evaluation;
d. Collaborative basic and applied research in the field as mentioned in Article I ;
e. Exchange of scientists and experts in the fie ld as mentioned in Article I;
f. Joint organizing symposia, workshop and lecture.
Article 3
Responsibility
I. The MGA is responsible for:
a. Establishing joint seismograph stations and its communication network as
well as provid ing appropriate sites and infrastructure at the locations jointly
determined by MGA and CEA, that will be governed by the Intention on
Cooperation signed at Jakarta, 28 February 2005;
b. Exchanging seismological and related data, information and relevant
publication to the CEA;

c. Providing cooperative data processing, analyzing and results evaluation to
the CEA;
d. Implementing collaborative applied research to the CEA in the field as
mentioned in Article I;
e. Exchanging scientists and experts to the CEA as well as to the U PI in the
field as mentioned in Article l;
f. Implementing jointly organized symposia, workshop and lecture to the CEA
as well as to the LI PI;
g. Making coordination toward the best implementation of this Arrangement to
the CEA as well as to the LIPI;
2. The LIPI is responsible for:
a. Implementing collaborative basic research to the CEA in the field as
mentioned in Article l;
b. Exchanging scientists and experts to the CEA as well as to the MGA in the
field as mentioned in Article I;
c. Implementing jointly organized symposia, workshop and lecture to the CEA
as well as to the MGA;
d. Making coordination toward the best implementation of this Arrangement to
the CEA as well as to the MGA;
3. The CEA is responsible for:
a. Establishing joint seismograph stations and its communication network as
well as providing necessary instrument and equipment at the locations jointly
determined by MGA and CEA, that will be governed by the Intention on
Cooperation signed at Jakarta, 28 February 2005;
b. Exchanging seismological and related data, information and relevant
publication to the MGA;
c. Providing cooperative data processing, analyzing and results evaluation to
theMGA;
d. Implementing collaborative applied research the to the MGA in the field as
mentioned in Article 1;
e. Implementing collaborative basic research to the UPI in the field as
mentioned in Article I;
f. Exchanging scientists and experts to the MGA as well as to the UPI in the
field as mentioned in Article I;
g. Implementing jointly organized symposia, workshop and lecture to the
MGA as well as to the U PI;
Article 4
Funding
Cooperation activities under this Arrangement shall be subject to the funding availability of
the Parties, however for this purpose:

I. The Parties shall strive to ensure that adequate research resources and other facilities
shall be made available and agree that all financial arrangement will have to be
negotiated and are subject to the funding avai lability;
2. The Parties shall increase effort in order to find additional financial support;
3. The detail of financial arrangement shall be specified in a Plan of Operation.
Article 5

The Contact Persons designated by each Party to facilitate the implementation of activities
outlined in Article 2 are as fo llows:

Article 6
Joint Steering Committee
The Parties hereby agree to establish a Joint Steering Committee consisting of
representatives of each relevant institution. The aims of the Joint Steering Committee are to
formulate, monitor, evaluate and recommend programs and activities in the framework of
this Arrangement. The coordination meeting shall be co-chaired by Senior Officials of each
Party and held regularly alternately in Indonesia or in China.
Article 7
Jntellectual Property Rights
In respect of any discovery or invention derived from joint research implemented under the
Arrangement, the Parties shall consult and agree on the ownership of any Intellectual
Property Right in pursuant to the Memorandum of Understanding on Scientific and
Technology Cooperation, signed at Jakarta, 18 November 1994.

Article 8
Plan of Operation
The detail implementation of this Arrangement shall be specified in a Plan of Operation
which is an integral part of this Arrangement.
Article 9
Settlement of Differences
Any differences ansmg out of the interpretation of this Arrangement shall be settled
amicably by consultation or negotiation among the Parties.
Article IO
Amendment
Each Party may request in writing an amendment or modification of any part of this
Arrangement. Any amendment or modification agreed upon by the Parties shall constitute
part of this Arrangement. Such amendment or modification shall enter into force on such a
date as determ ined by the Parties.
Article l l
Entry into Force, Duration and Term ination
1. This Arrangement shall be effective on the date of its signing and be valid for a
period of 5 (five) years and may be extended or renewed by mutual written
agreement among the Parties. The Arrangement may be terminated by any Party
after sending prior written notice to the other Parties of its intention to terminate
this Arrangement at least 6 (six) months in advance;
2. The termination of this Arrangement shall not prejudice the completion of any ongoing programs or projects being mutually agreed upon by the Parties.
In witness thereof, the undersigned, the Authorized Representatives, have signed this
Arrangement.

Whereas Indonesian Institute of Sciences, a non-ministerial research organization in the
field of engineering, natural, social and humanities sciences established under the
Presidential Decree of Republic of Indonesia with its registered office at Jalan Gatot
Subroto I 0, Jakarta, 12710 Indonesia, hereinafter referred to as LIPI;
Whereas the China Earthquake Administration of the People's Republic of China is a
governmental organization directly under leadership of the State Council, granted mandate
in earthquake efforts including earthquake monitoring and prediction, earthquake disaster
prevention and earthquake disaster e(llergency response, hereinafter referred to as CEA;
MGA, U PI, and CEA all of them hereinafter referred to as the Parties;
Desiring to strengthen scientific cooperation based on the principle of mutual interests and
benefits;
Referring to the Memorandum of Understanding on Scientific and Technology Cooperation
between the Government of the Republic of Indonesia and the Government of the People' s
Republic of China, signed at Jakarta, 18 November 1994;

Taking into account the Intention on Cooperation between Meteorological and Geophysical
Agency of the Republic of Indonesia and China Earthquake Administration of the People's
Republic of China on Indonesia-China Digital Seismograph Network signed at Jakarta, 28
February 2005;
Pursuant to the prevailing Jaws and regulations in their respective countries as well as their
respective government procedures and policies on international technical cooperation;
Therefore, the Parties hereby agree as fo llows:
Article 1
Objective
The objective of this Arrangement is to develop cooperation and exchange of data,
information and expertise in the field of seismology, earthquake-generated tsunami,
geophysics, earthquake engineering and counter measures for seismic hazard reduction.
Article 2
Scope of Activities
The activities of the cooperation under this Arrangement shall include but not limited to
such areas of mutual interests and benefits as follows:
a. Cooperation on establishing joint seismograph stations and its commun ication
network in mutual agreed areas as well as on improving the existing system;
b. Exchange of seismological and related data, information and relevant publications;
c. Cooperative data processing, analyzing and results evaluation;
d. Collaborative basic and applied research in the field as mentioned in Article I;
e. Exchange of scientists and experts in the field as mentioned in Article I;
f. Joint organizing symposia, workshop and lecture.
Article 3
Responsibility
l . The MGA is responsible for:
a. Establishing joint seismograph stations and its communication network as
well as providing appropriate sites and infrastructure at the locations jointly
determined by MGA and CEA, that will be governed by the Intention on
Cooperation signed at Jakarta, 28 February 2005;
b. Exchanging seismological and related data, information and relevant
publication to the CEA;

c. Providing cooperative data processing, analyzing and results evaluation to
the CEA;
d. Implementing collaborative applied research to the CEA in the field as
mentioned in Article I ;
e. Exchanging scientists and experts to the CEA as well as to the LIPI in the
field as mentioned in Article I;
f. Implementing jointly organized symposia, workshop and lecture to the CEA
as well as to the UPI;
g. Making coordination toward the best implementation of this Arrangement to
the CEA as well as to the LIPI;
2. The LIPI is responsible for:
a. Implementing collaborative basic researclh to the CEA in the field as
mentioned in Article 1;
b. Exchanging scientists and experts to the CEA as well as to the MGA in the
field as mentioned in Article I;
c. Implementing jointly organized symposia, workshop and lecture to the CEA
as well as to the MGA;
d. Making coordination toward the best implementation of this Arrangement to
the CEA as well as to the MGA;
3. The CEA is responsible for:
a. Establishing joint seismograph stations and its communication network as
well as providing necessary instrument and equipment at the locations jointly
determined by MGA and CEA, that will be governed by the Intention on
Cooperation signed at Jakarta, 28 February 2005;
b. Exchanging seismological and related data, information and relevant
publ ication to the MGA;
c. Providing cooperative data processing, analyzing and results evaluation to
the MGA;
d. Implementing collaborative applied research the to the MGA in the field as
mentioned in Article 1;
e. Implementing collaborative basic research to the LIPI in the field as
mentioned in Article I ;
f. Exchanging scientists and experts to the MGA as well as to the LIPI in the
fie ld as mentioned in Article I ;
g. Implementing jointly organized symposia, workshop and lecture to the
MGA as well as to the LIPI;
Article 4
Funding
Cooperation activities under this Arrangement shall be subject to the funding availability of
the Parties, however for this purpose:

I. The Parties shall strive to ensure that adequate research resources and other facilities
shall be made available and agree that all financial arrangement wi ll have to be
negotiated and are subject to the funding availability;
2. The Parties shall increase effort in order to find additional financial support;
3. The detail of financial arrangement shall be specified in a Plan of Operation.
Article 5

outlined in Article 2 are as follows:

Article 6
Joint Steering Committee
The Parties hereby agree to establish a Joint Steering Comm ittee consisting of
representatives of each relevant institution. The aims of the Joint Steering Committee are to
formulate, monitor, evaluate and recommend programs and activities in the framework of
this Arrangement. The coordination meeting shall be co-chaired by Senior Officials of each
Party and held regularly alternately in Indonesia or in China.
Article 7
[ntellectual Property Rights
In respect of any discovery or invention derived from joint research implemented under the
Arrangement, the Parties shall consult and agree on the ownership of any Intellectual
Property Right in pursuant to the Memorandum of Understanding on Scientific and
Technology Cooperation, signed at Jakarta, 18 November 1994.

Article 8
Plan of Operation
The detail implementation of this Arrangement shall be specified in a Plan of Operation
which is an integral part of this Arrangement.
Article 9
Settlement of Differences
Any differences ansmg out of the interpretation of this Arrangement shall be settled
amicab ly by consultation or negotiation among the Parties.
Article 10
Amendment
Each Party may request in writing an amendment or modification of any part of this
Arrangement. Any amendment or modification agreed upon by the Parties shall constitute
part of this Arrangement. Such amendment or modification shall enter into force on such a
date as determined by the Parties.
Article 11
Entry into Force, Duration and Termination
I. This Arrangement shall be effective on the date of its signing and be valid for a
period of 5 (five) years and may be extended or renewed by mutual written
agreement among the Parties. The Arrangement may be terminated by any Party
after sending prior written notice to the other Parties of its intention to terminate
this Arrangement at least 6 (six) months in advance;
