ANALISIS PENGARUH PAJAK EKSPOR TERHADAP KINERJA INDUSTRI
KELAPA SAWIT DI SUMATERA UTARA
Pertanian merupakan sektor utama yang membentuk perekonomian
masyarakat Indonesia. Produk pertanian memiliki peran yang sangat penting
dalam mengembangkan Perekonomian nasional Indonesia. Khususnya minyak
mentah kelapa sawit (Crude Palm Oil = CPO), Sumatera Utara merupakan
penghasil CPO terbesar kedua di Indonesia setelah Provinsi Riau. Kebijakan
pungutan ekspor (PE) CPO hingga kini belum efektif menahan fluktuasi harga
minyak goreng di pasar domestik. Pemerintah meningkatkan pungutan ekspor
sebagai salah satu instrument kebijakan diharapkan mampu mengurangi besarnya
kenaikan harga minyak goreng domestik.
Penelitian ini bertujuan untuk mengidentifikasi permasalahan yang ada
pada aspek produksi dan ekspor CPO Sumatera Utara, menganalisis faktor-faktor
yang mempengaruhi luas areal, produktivitas, dan ekspor CPO serta mengevaluasi
pengaruh pajak ekspor terhadap kinerja industri kelapa sawit di Sumatera Utara.
Pengolahan data dilakukan melalui metode deskriptif dan kuantitatif. Model
kuantitatif menggunakan model ekonometrika dengan metode Two Stages Least
Square (2SLS) untuk menganalisis pengaruh pajak ekspor terhadap kinerja
industri kelapa sawit. Pengolahan data yang diperoleh dilakukan secara bertahap
dimulai dengan pengelompokan data dan perhitungan model analisa dengan
bantuan komputer. Proses pengolahan data dilakukan dengan menggunakan
program E-views 7 dan Microsoft Excel 2007.
Masalah yang perlu diantisipasi adalah perkembangan peningkatan
produksi CPO Sumatera Utara yang masih terkategorikan lambat. Kemudian
melemahnya mekanisme harga pasar, sulitnya memberikan petunjuk teknik
budidaya sehingga perkebunan tersebut dapat dikelola dengan baik. Selain itu,
masalah yang diduga akan sangat mempengaruhi produksi kelapa sawit adalah
peremajaan tanaman kelapa sawit agar lebih terencana dengan baik. Adanya
hambatan ekspor CPO dengan diberlakukannya kebijakan pajak ekspor dapat
menurunkan minat para pengusaha perkebunan kelapa sawit dalam meningkatkan
volume ekspor CPO.
Luas areal kelapa sawit Sumatera Utara dipengaruhi secara nyata oleh luas
areal kelapa sawit Sumatera Utara tahun sebelumnya; produktivitas CPO
Sumatera Utara dipengaruhi secara nyata oleh produktivitas CPO Sumatera Utara
bulan Sebelumnya; ekspor CPO Sumatera Utara dipengaruhi secara nyata oleh
harga ekspor CPO, produksi CPO Sumatera Utara.
Peningkatan PE akan semakin menambah keterpurukan tingkat daya saing
produk industri kelapa sawit Sumatera Utara di pasar internasional dan domestik.
Pajak ekspor akan menurunkan minat para pengusaha perkebunan kelapa sawit
untuk meningkat kan volume ekspor CPO-nya. Pengekangan ekspor melalui
kebijakan peningkatan PE CPO bukan saja merupakan disinsentif bagi sebagian
besar pelaku industri, namun dapat menurunkan penerimaan keuangan negara dan

terhambatnya kegiatan investasi dan perdagangan internasional dalam industri
kelapa sawit di Sumatera Utara.

ANALYSIS OF EFFECT OF EXPORT TAX ON THE PERFORMANCE OF PALM
OIL INDUSTRY IN NORTH SUMATRA

fluctuations in the price of cooking oil in the domestic market . The government
increased export tax as a policy instrument is expected to reduce the amount of
domestic cooking oil prices .
This study aims to identify existing problems in the aspects of production
and export of CPO North Sumatra , to analyze the factors affecting acreage ,
productivity , and exports of CPO and to evaluate the effect of the export tax on
the performance of the palm oil industry in North Sumatra . The data processing
is done through descriptive and quantitative methods . Quantitative models use
econometric models with Two Stages Least Square method ( 2SLS ) to analyze the
effect of the export tax on the performance of the palm oil industry . Processing of
the data obtained is done in stages starting with the gathering of data and
analysis of model calculations with the aid of a computer . The processing of data
using E - views program 7 and Microsoft Excel 2003 .
The problem that needs to be anticipated is the development of increased
production of CPO North Sumatra still uncategorized slow . Then the weakening
of the market pricing mechanism , the difficulty of giving instructions plantation
cultivation techniques so that they can be managed properly . Moreover , the
problem is expected to affect the production of palm oil is the oil palm replanting
in order to be well planned. The existence of barriers to the export of CPO with
the implementation of the export tax policies may reduce the interest of the oil
palm plantations in increasing the volume of exports of CPO .
The area of North Sumatra palm influenced significantly by oil palm
area of North Sumatra previous year ; North Sumatra CPO productivity is
affected significantly by the productivity of CPO North Sumatra previous month ;
North Sumatra palm oil exports significantly influenced by the price of exports of
CPO , CPO production in North Sumatra .
Improved PE will further increase the level of deterioration of the
competitiveness of North Sumatra palm oil industry in international and domestic
markets . The export tax will reduce the interest of the oil palm plantations to
increase the volume of exports of CPO . Export restraints through the policy of
increasing PE CPO is not only a disincentive for most players in the industry , but
it can reduce the country's financial revenues and delays in international trade
and investment activities in the palm oil industry in North Sumatra .

peremajaan tanaman kelapa sawit agar lebih terencana dengan baik. Adanya
hambatan ekspor CPO dengan diberlakukannya kebijakan pajak ekspor dapat
menurunkan minat para pengusaha perkebunan kelapa sawit dalam meningkatkan
volume ekspor CPO.
